28. Besides, the above mentioned offers, ad-hoc awards of scholarships have also been made. These vary from country to country and from year to year depending upon the study/training facilities, the donor country may be able to provide. These scholarships cover generally passage, maintenance allowance, tuition fee, clothing grants etc. These awards are generally for practical training and/or post- graduate studies or research in Engineering, Technology, Science, Medicine, Architecture, Fine Arts and Humanities.
A country-wise list of these scholarships is given below:
28.1. Belgium.-The Government of Belgium offered five fellowships for 1964-65. The offer was accepted and two selected scholars left in 1064 for Belgium and one went in January, 1965. Two scholars have declined the offer.
28.2. Bulgaria.-The two scholars selected for the Bulgarian Government Scholarships 1963-64, left for Bulgaria.
28.3. Czechoslovakia.-The Government of Czechoslovakia offered five scholarships for 1964-65. One selected scholar has already left for Czechoslovakia in January, 1965 and 2 are yet to go. Two scholars have declined the offer.
28.4. France.-The Government of France have offered eleven scholarships for Specialised Training. Selections have been made and selected candidates are expected to leave by the 1st April, 1965.
28.4.1. The Government of France have offered two scholarships for Specialised Training in Theatre, Art and Music during 1964-65. One of the two candidates has already left for France. Approval in respect of the other candidate is awaited.
28.4.2. The Government of France offered 16 Scholarships for Higher Studies in France during 1964-65 in Humanities, Science, Technology, Fine Arts, Agriculture, Medicine, Architecture and Town Planning, and Veterinary Science. 14 candidates have already left.
28.5. German Democratic Republic Scholarships for Post-Graduate Studies, 1964-65.-Of the 15 scholars finally selected, 12 have left for the German Democratic Republic.
28.5.1. G. D. R. Scholarships for Practical Training, 1964-65.-30 candidates have been finally selected under this Scheme. Out of 30 candidates 25 have already left for G.D.R., one has declined the offer and four are yet to go.
28.5.2. G. D. R. Scholarships for Specialised Training of Physicians.-An offer of 5 scholarships for specialised training of Physicians has been received from the Government of German Democratic Republic. The selections have been made.

28.6. Federal Republic of Germany.-For 1964-65, the Government of the Federal Republic of Germany offered 30 scholarships for training of Polytechnic teachers in the fields of Civil, Electrical and Mechanical Engineering for a period of two years four months inclusive of 4 months German Language course. 14 scholars left for West Germany on 15-10-64 and 2 are yet to go. The remaining 14 scholarships could not be utilised. Against 1962-63 offer under this scheme while 5 scholars left for West Germany for practical training, three left against the 1963-64 offer.
28.6.1. German Academic Exchange Service of the Federal Republic of Germany.-Against the offer of 30 scholarships for the year 1964, 18 scholars have already left for West Germany for advanced work and research/studies and 2 more are expected to leave shortly. The remaining 10 scholarships, could not be utilised as the German Academic Exchange Service did not finally select 5 of our nominees on account of non-availability of placements. for them and 5 of our nominees declined the awards. Under the same scheme, an offer of 24 scholarships for the year 1965 was received. Selections have been finalised and the nominations sent to the German Academic Exchange Service for final acceptance.
28.6.2. The German Academic Exchange Service of the Federal Republic of Germany have also offered for a period of 2 months, 6 fellowships for award to the Indian nationals who have previously been sent to West Germany for studies under the old scholarships schemes. Three scholars have already gone to West Germany, one is likely to go during the year 1965, one has already left for the U.S.A. at his own, and the remaining one has not been finally selected by the German Academic Exchange Service of the Federal Republic of Germany.
28.6.3. Scholarships offered by the Minna James Heinemann Foundation, Hannover, for Studies.-An offer of one scholarship from the Minna James Heinemann Foundation, Hannover, for studies has been received. Selection has been finalised and nomination sent to the Minna James Heineman. Foundation, Hannover, through the Embassy of India, Bonn.
28.7. Hungary.-The Government of Hungary (Technical Assistance Board) have offered for 1965-66, ten scholarships for training. of Indian nationals in Hungary. The offer is under consideration.
28.8. Japan.-The Government of Japan offered six scholarships during 1964-65. The scholars are studying in Japan.
28.8.1. Research Institute of Electrical Communications, Tohoku University, Japan.-Against the offer made by the Institute, two Indian scholars have been nominated and the candidates will leave for Japan as soon as confirmation about their acceptance is received.
28.9. The Netherlands.-The Government of the Netherlands offered eight fellowships for 1964-65. Four of the scholars selected for these fellowships are at present studying in the Netherlands. The remaining four will go early next year.
28.10. Rumania.-Two scholars selected for the 1963-64 offer, left for Rumania. An offer of six scholarships was received from the Government of Rumania for 1964-65. Selected scholars will leave for Rumania early next year.

28.11. Sweden.-An offer of scholarships has been received from the Swedish Agency for International Assistance for 1965-66, and is under consideration. The number of scholarships has not, however, been mentioned. These details have been called for. The Swedish Agency has also sponsored an international seminar for Research and Education in Physics in collaboration with Unesco. Ten fellowships of one years' duration have been offered to India for 1965-66. The offer has been accepted and is being processed.
28.12. Switzerland.-The Government offered 5 scholarships for advanced studies in any branch of Science, Engineering and Technology. Three candidates have already left for Switzerland.
28.13. Turkey.-One scholar selected in 1963-64 under the offer made by the Government of Turkey is undergoing higher studies in Fine Arts in Turkey.
28.14. Unesco-Thailand Scholarships/Fellowships Programme.-An offer of scholarships/Fellowships has been received from the Government of Thailand for 1965. The offer is being processed for the subject fields of dance, drama, music, painting, sculpture and archaeology.
28.14.1. Against the last year's offer, three candidates were nominated by the Government of India. Out of these one was accepted by the Government of Thailand. The selected candidate is undergoing training in that country.
28.15. United Kingdom.-Under M/s Rolls Royce Apprenticeship Scheme, out of seven apprenticeships (3 Graduate and 4 Engineering) offered, 6 have been utilised during 1964-65. The offer of 7 apprenticeships has been received for 1965-66. Selection is in progress.
28.15.1. Royal Commission Science Research London Exhibition of 1851 Scholarships.-Under this Scheme the selected scholar left for the United Kingdom in October, 1964. The offer has been repeated for 1965-66, and selection is in progress.
28.15.2. Federation of British Industries Overseas Scholarship for Practical Training.-Under this Scheme six scholarships are offered every year for training of Indian nationals in British Industries. Of the six scholars selected under the 1964 offer, two are already taking training in the United Kingdom. The remaining four are expected to leave shortly. An offer of six scholarships has been received for 1965, and the selections; are in progress
28.16. U.S.S.R.-The Government of the U.S.S.R. offered fifty scholarships for post-graduate studies in Agriculture, Medicine, Physical Education, Russian Language and Literature and some selected branches of Humanities, Science, Engineering and Technology. Of the 40 candidates selected, 23 have proceeded to the U.S.S.R. and 11 have declined the offer. The remaining candidates are yet to go.
28.16.1. For Technical Teacher's Training under the bilateral agreement between India and the U.S.S.R., one Technical teacher has left for the U.S.S.R. in January 1965, bringing the total to 50 teachers for practical training in Chemical Engineering.

29. The adoption of the Constitution in 1950 made the Government of India especially responsible for the education and welfare of the Scheduled Castes, Scheduled Tribes and other Backward Classes. The scheme was, therefore, expanded and it has grown in popularity from year to year. The scheme provides for the award of scholarships to students belonging so Scheduled Castes and Scheduled Tribes, denotified nomadic and semi-nomadic tribes and other economically backward classes for Post-Matriculation studies. The administration of the scheme has recently been decentralised and it is now administered by the State Governments and Union Administrations on the principle laid down by the Union Government with the funds placed at their disposal by the Ministry. For the implementation of the scheme in 1964-65, funds amounting to Rs. 222 lakh were placed at the dis- posal of the State Governments and Union Administrations.
30. Under this Scheme, 14 scholarships per year for study abroad are available to students belonging to scheduled castes, scheduled tribes, denotified nomadic and semi-nomadic tribes and other economically backward classes. During 1964-65, 47 scholars of the earlier batches continued their studies abroad. The work relating to selection has been taken over by the Ministry from the Union Public Service Commission from 1964-65 and candidates for 12 awards, against the total of 14 available for 1964-65, have been selected; selection for the remaining two awards will be made shortly.
31. Twelve passage grants (4 each for Scheduled Castes, and Scheduled Tribes, 1 for denotified, nomadic and semi-nomadic tribes and 3 for other economically backward classes) are available every year for such candidates who are in receipt of merit scholarships which do not provide passage costs. For 1964-65, three passage grants have been sanctioned to three other economically backward class students. The case of one more other backward class student for award of passage grant is under consideration.
32. With a view to promote cultural relations with foreign countries, the Government of India have entered into agreements on exchange of scholars with certain countries. Brief details of the programmes now in force are given in the following paragraphs.

33. International Association for the Exchange of Students for Technical Experience.-Offers of ten places for practical training of Indian students were received under the I.A.E.S.T.E. Scheme in 1964- eight from West Germany, one from Switzerland and one from the U.A.R. Eight candidates were duly selected by the Indian Committee of the I.A.E.S.T.E.-six for Germany and one each for Switzerland and the U.A.R. No suitable candidates were available for the other two German offers. The candidate for Switzerland is undergoing training there. Out of six candidates selected for Germany, placement could not be arranged for one. Two have already left for Germany and commenced their training there. One is expected to leave early in January, 1965. Two have declined to avail themselves of the award. Two candidates in the reserve list have since been nominated in their places. Their acceptance is awaited.
33.1 Against our offer of 25 places for practical training of foreign students from the member countries abroad under this Scheme in 1964, thirteen were accepted, nine by West Germany, two by Austria, and one each by France and Spain. Out of these, eight have received training in India. Three German and the two Austrian candidates have later cancelled their candidatures for financial and personal reasons.
34. Bulgaria.-It has recently been decided to offer two or three scholarships to the Government of Bulgaria for study/research of their nationals in India, in exchange for the five scholarships offered by them for Indian nationals for post-graduate studies in Veterinary Medicine, Electrical Engineering and Agriculture in Bulgaria. Necessary action to select and nominate Indian scholars and invite nominations from the Government of Bulgaria is being taken.
35. Ceylon.-Out of the two Ceylonese students who were awarded scholarships for 1963-64, one has returned due to ill health, while the other is prosecuting his studies in India. Against four Indian students who have been awarded scholarships for 1963-64, two have declined the offer, placements for the remaining two are awaited from the Ceylonese Government.
36. Greece.-Out of the two Greek nationals Who have been awarded scholarships for 1964-65, one has arrived and is studying in India; the other is expected to come shortly. Two Indian scholars were sent to Greece under this programme.
37. Poland.-It has recently been decided to offer ten scholarships (five each in 1964-65 and 1965-66) to young research scholars from Poland for carrying out scientific research in India, in exchange for 35 scholarships offered by the Government of Poland for Indian Nationals for post-graduate study/ research/training of Indian nationals in Poland. Necessary action to select and nominate Indian scholars, and invite nominations from the Government of Poland is being initiated.
37.1. One Polish national of 1963-64 is prosecuting his studies in India. Two nominations have been received for 1964-65 and placements are being arranged. Three Indian students of 1964-65 are prosecuting their studies in Poland.
38. Rumania.-Two Rumanian students who were awarded scholarships for 1960-61, completed their studies during the year and have returned. No Indian student is at present studying in Rumania.

39. U.A.R.-Under the Exchange Programme with the U.A.R., 10 Scholarships are offered every year by the U.A.R. Government for Indian nationals in exchange for a similar number offered by the Government of India to the U.A.R. Government for study/research of their nationals in India.
39.1. The U.A.R. national, who came under 1962-63 programme, re- turned after completing his studies during the year. The candidate who was given the award for 1963-64 could not come due to personal reasons. Applications of two U.A.R. nationals for 1964-65 have been received and their placements are being arranged. Six Indian students of 1963-64 are continuing their studies in the U.A.R.
39.2. Under the 1964-65 Programme, ten scholars have been nominated. Of these, two are already studying in the U.A.R. One has declined the offer and admission of another for higher studies in his subject, could not be secured by the U.A.R. authorities. The remaining scholars are likely to leave for the U.A.R. shortly. Twelve U.A.R. scholars have so far come to India under this programme.
40. U.S.S.R.-Out of 27 Soviet nationals who came under the 1963- 64 programme, 26 have returned after completing their studies, and one is still prosecuting his studies here. Fifteen scholars of 1964-65 have arrived and are studying in India. Nineteen Indian scholars of 1961-62, 1962-63 and 1963-64 are continuing their studies in the U.S.S.R.
40.1. Against the offer of 50 scholarships made by the Government of the U.S.S.R. for post-graduate studies/research during 1964-65, 40 candidates were selected by the Ministry. Of these have since proceeded to the U.S.S.R. The scholarships of the remaining 16 have been cancelled as they have. declined the offer. Efforts are however, being made for conversion of the un-utilised post-graduate scholarships into short term and other training. Negotiations in this respect are in progress.
41. Yugoslavia.-Out of the two Yugoslavian nationals of 1963-64, one has returned after, completing his studies during the year, and the other is still continuing his studies. Five Indian scholars of 1963-64 are continuing their studies in Yugoslavia.
41.1. Under the Exchange Programme, the Government of Yugoslavia offered 5 schoarships a year for Indian nationals in exchage for a similar number offered by the Government of India for study/research of the Yogoslav nationals in India. Of the five scholars nominated under the 1964-65 Programme, two have already gone to Yugoslavia. One has declined the offer of scholarship. The remaining two are likely to go to Yogoslavia shortly. Admissions in Indian Institution of the five Yugoslav nationals nominated under the 1964-65 Programme are being arranged.
42. General Scholarships Scheme.-Under this scheme, scholarships are awarded to students of certain Asian, African and other foreign countries

and to students of Indian origin domiciled in those countries for post-Matriculation studies in India. Against 140 scholarships which were offered for 1964-65, 132 awards have been availed of and all the students are studying in India. In all, 450 foreign students are prosecuting their studies in India under the scheme. The number of annual awards has been raised from 140 to 220 with effect from 1965-66 and applications are being received from the foreign countries through the Indian missions.
43. Commonwealth Scholarships and Fellowships.-Against the 50 scholarships and fellowships which were offered to nationals of other Commonwealth countries for 1964-65, twenty eight candidates have been selected. Of these, 23 are prosecuting their studies here, and five will come next year. In all, 53 scholars are at present studying in India under the scheme. Nominations for 50 awards for 1965-66 are being received from the Commonwealth countries through the Indian missions.
44. Scheme for Training of Craft Instructors from Certain Commonwealth Countries.-Instituted in 1963-64, the scheme provides for the award of 10 bursaries every year for the nationals of certain Commonwealth countries for training as craft instructors. Eleven candidates who were awarded bursaries for 1963-64 continued their training during the year. Against the 10 bursaries for 1964-65, 8 candidates have been selected and award letters have been sent to them through their respective Governments. The cases of two candidates for the remaining 2 bursaries are under consideration.
