24.2. Out of the budget provision of Rs. 8 lakh which has been reduced to Rs. 6 lakh after imposition of an economy cut of Rs. 2 lakh. a sum of Rs. 3,71,569.31 paise was sanctioned to various agencies for holding 191 Labour and Social Service Camps during the period 1st April, 1964 to 15th February, 1965. More proposals for camps are being received. It is anticipated that the entire budget provision will be utilised.

24.3. A Committee for Coordination of various schemes in the field of physical education, youth welfare etc. was constituted under the chairmanship of Pandit H.N. Kunzru on the 26th May, 1959 which inter alia examined the scheme of Labour and Social Service Camps. In the light of the recommendations made by the Committee in its Report in December, 1963 it has been decided that the educational institutions will be fully responsible for organising and running Labour and Social Service Camps.

24.4.(b) Campus Work Projects.-The purpose of this scheme is to provide much needed amenities like recreation hall-cum-auditoria, swimming pools, gymnasia, open-air-theatres, pavilions, small stadia and cinder tracks in educational institutions. One of the conditions of grants for the purpose is that the staff and students of the beneficiary educational institutions should offer skilled and unskilled labour on the projects in addition to contributing 25 per cent or more of the actual expenditure on the project.

24.5. The grants are paid in three or four instalments depending upon the progress of construction work. An economy cut of Rs. 5 lakh has been imposed on the budget provision of Rs. 15 lakh. Out of the reduced budget provision of Rs. 10 lakh, a sum of Rs. 4.74 lakh was sanctioned for 65 continuing projects during the period 1st April, 1964 to 15th February, 1965. It is anticipated that the entire amount of Rs. 10 lakh will be utilised during the year. Owing to the economy cut, no grant has been sanctioned for new projects under the scheme. It is, however, proposed to revive the scheme during the next financial year and cover the applications invited during this year.

24.6.The scheme has been slightly modified so as to cover the setting up of Rifle Shooting Ranges in the educational institutions where Junior N.C.C. is already functioning. Financial assistance up to a maximum amount of Rs. 1,800 per range will be sanctioned for about 400 such ranges during the years 1964-65 and 1965-66. 50 per cent of the provision for the purpose will be forthcoming from the National Defence Fund.
