ADMINISTRATION

For purposes of organization, the Ministry of Education is divided into, the following eight Divisions:-

(a) Administrative Division

(b) Elementary and Basic Education Division

(c) Secondary Education Division

(d) Higher Education and Unesco Division

(e) Social Education and Social Welfare Division

(f) Scholarships Division

(g) Physical Education and Recreation Division

(h) Hindi Division.

In pursuance of the decision of the Government of India for the implementation of the National Discipline Scheme, a Directorate of National Discipline Scheme, of the status of a Subordinate Office, was established on 15th September, 1959. The National Institute of Audio- Visual Education hitherto functioning as a Unit of the Ministry was established as a seperate organisation of the status of a Subordinate Office of the Ministry with effect from 1st December, 1959.

It has been decided to set up a Hindi Directorate as a separate organisation of the status of a Subordinate office, to deal with the work at present being dealt with in the Hindi Division of the Ministry. Necessary details are being finalized.

Plan Coordination.-The Plan Coordination Unit of the Ministry continued its activities of coordinating the work of the Ministry with regard to Central and States Educational Development Schemes under the Second Five-Year Plan. Finalised Educational Development Programmes for 1959-60 have been received from the States and Union Territories and examined. On the basis of departmental actuals for 1958-59, adjustments of excess or short payments on Central Assistance to, State Plan schemes have been intimated to the Ministry of Finance who, are coordinating such central grants for 1958-59. As in 1958-59, three-fourths of the allocated central grants on State programmes for 1959-60 is being released in the form of Ways and Means Advances in monthly instalments and this will be adjusted against the payment sanctions to be issued by the Unit in February, 1960.

The scheme "Establishment/Strengthening of Planning and Statistical Units in State Education Departments" is being implemented by all the States.

Draft Educational Development Programmes of States and Union Territories for 1960-61 have been discussed in the Education Working Group meetings.

For the purpose of preparing a draft Third Five-Year Plan of Educational Development, a Working Group on Education has been constituted at the Centre. with the Educational Adviser as Chairman. Similar Working Groups have also been set up the States and Administrations. The reports prepared by the Committees on (a) Basic and Social Education, (b) Secondary Education, (c) University and Higher Education, (d) Administrative and Financial Problems, and (e) Statistics, set up by the Central Working Group, have been considered and a report on Education in the Third Plan has been prepared by the Working Group. It would be circulated to the State Governments for their guidance in the preparation of the Draft State Plans. The final Plan will emerge as a consummation of the thinking of the Centre and the States keeping in view the needs of the various regions and the availability of resources.

The various activities of the Unit will be continued during 1960- 61. The provision for the scheme "Planning and Statistical Units" for 1960-61 is included in the budget provision of Rs. 50 lakhs for the sub-head "Miscellaneous Schemes".
