DEVELOPMENT OF HINDI

Hindi Shiksha Samiti

The twelfth meeting of the Hindi Shiksha Samiti, appointed to assist and advise the Government of India for propagation and development of Hindi was held on 3rd March, 1959. The important recommendations made at this meeting were:-

(i) Hindi teachers should be treated on a par with the language teachers in the matter of scales of pay. This recommendation has been brought to the notice of the State Governments.

(ii) Recommendations regarding the recognition of Hindi examinations conducted by the various Hindi organisa- tions in the country (these recommendations have been generally accepted and the final decision of the Govern- ment will be announced in the near future).

(iii) One Hindi Teachers' Training College in each non- Hindi State (including the Union Territory of Manipur) should be opened if there is a demand for it. If the State Governments are unable to undertake this responsibility, assistance of voluntary organisations should be taken for setting up such colleges. (This recommendation has been accepted by the Government of India and the State Governments have been addressed accordingly).

(iv) In case of a genuine demand for opening Hindi medium schools, the State Governments might consider the application for grants. The Central Government may also consider the requests for ad-hoc grants to meet the deficit of the budgets of such schools after taking into consideration the grants received from the State Governments. (This recommendation has been accepted by the Government of India and the State Governments have been addressed accordingly).

Evaluation of, the work for which financial assistance is given is done by reference to the audited accounts as also by reference to the State Governments wherever considered necessary. On-the-spot inspections are also made by the Officers of the Ministry in special cases.

(ii) Hindi Encyclopaedia

So far Rs. 1,70,000 have been paid to the Nagri Pracharini Sabha for the work of preparing a ten-volume Encyclopaedia in Hindi. A nucleus staff including the Chief Editor and two associate Editors has been appointed. The number of the topical words has finally been fixed at about 30,000 which would ultimately form the main entries of the Encyclopaedia. Out of these about 10,000 words were provided with Hindi parallels. The list of Contributing Editors was finalised and approved by the Board of Advisors. List of contributors were also prepared and placed before the Board for approval. Steps were then taken to assign important topics to the contributors with the advice of the Contributing Editors. Further the draft format of the Encyclopaedia was prepared which was, as mentioned above, finally approved by the Advisory Board. The first volume will contain about 1,400 topics beginning with Hindi vowels. Almost all the articles of the volume have been received. They are being edited, translated if necessary, and their press copy is being prepared.

(iii) Preparation of Manuals on the Basis of 'Terminologies Evolved

Standard manuals relating to Botany, Physics and Chemistry have been finalised and are under print. Manuals on Agriculture, Commerce, Medicine and Educational Psychology have also been written and are in the process of finalisation. In addition to these, manuals relating to Civics, Economics, Education (General), Engineering, Mathematics and Geology are under preparation.

(iv) Grants to States

Consequent on the introduction of the revised procedure for pay ment of grants to the State Governments on Plan schemes, the Central assistance under this scheme is being released to the State Governments by the Ministry of finance, Department of Economic affairs in the shape of "ways and means advances". Final sanctions on the basis of amount spent by the State Governments concerned will be issued during the last quarter of the year.

The progress made in respect of schemes included in the Second Five-Year Plan is as indicated below:-

(i) Preparation of Terminological Indexes of all Standard Hindi Works Old and New

This scheme envisages the preparation of terminological indexes verborum of fourteen Hindi works in the first instance. The work has

been entrusted to various universities in India. Grants totalling Rs. 18,325/- have so far been paid to the different universities for the work entrusted to them. The manuscripts of the terminological indexes of the following works have been received from the following universities:-

(2) Collection of Indexing of Special Vocabularies on Arts and Crafts with the Help of Existing Literature and Actual Field Work

Requisite material for the above has been received from the Government of Punjab and Bombay.

(3) Investigation of Terminological Material in Old Literature

The required material is under collection. It has now been decided to proceed with the scheme in Hindi Division itself by entrusting the work to Research assistants.

(4) Publishing Revised and Critical Editions of Standard Hindi Works, Now Out-of-Print

This scheme envisages the preparation of thirteen works in the first instance. These have been entrusted to various universities and scholars. The University of Allahabad has been sanctioned an initial grant of Rs. 5,000 for the work entrusted to it. The scheme is being re-examined.

(5) Publication of Omnibus Volumes of Me Works of Eminent Hindi Writers

This scheme envisaged the preparation of sixteen works in the first instance. These have been entrusted to various scholars and universities. The Universities of Agra, Lucknow and Saugar and Dr. Faiyaz Ali Khan have been sanctioned initial grants totalling Rs. 10,665/- for the works entrusted to them. The scheme is being re- examined.

(6) Organisation of Debating Teams of Schools and Colleges from Non-Hindi Speaking Areas to Hindi Speaking Areas and vice-versa

The details of the scheme have been finalised and circulated,to the State Governments concerned. So far six debating teams-three senior

teams from Lucknow, Kerala and Utkal University and three Junior teams from Kerala, Madras and U.P. have been organised.

(7) Organisation of Lecture-tours by Prominent Hindi Scholars and Writers from Hindi Speaking Areas to Non-Hindi Speaking Areas and vice-versa

The following lecture-tours have been undertaken so for:- Sarvashri Guru Nath Joshi, V. Ramamurthy Renu, Uppendra Nath Ashk, N.D. Bajpaui, B.P Mishra, K.R. Nanjundan, A. Chandrahasan, Dr. J.P. Sharma, G. P. Tandon, A. C. K. Rao. and L. N. Misra in Bihar, Delhi, Andhra Pradesh, Kerala, Mysore, U.P., Rajasthan, West Bengal, Madras, Madhya Pradesh and Bombay respectively.

(8) Holding of Seminars of Hindi Teachers of non-Hindi Speaking Areas in Hindi Speaking Areas

Four seminars of Hindi teachers from the various non-Hindi speaking States were held at Varanasi, Gwalior, Patna and Udaipur. It is proposed to hold the next seminar at Madras in February, 1960.

(9) Prizes on Hindi Books of Outstanding Merit

Three contests have already held so far covering books published up to 1955. The scope of the scheme has now been revised so as to cover only unpublished works on scientific and technical subjects. 20 prizes of Rs. 1,500 each have been announced and the last date for the receipt of entries is 31-3-1960.

(10) Preparation of Histories of Sciences, Encyclopaedia of Indian Mythology and Dictionary of 'Indian Phrases and Fables

The preparation of works on,the following subjects has been entrusted to the universities mentioned against each work:-

(11) Appointment of Hindi Teachers in non-Hindi speaking States

It is expected that grants totalling about Rs.5.0 lakhs will be sanctioned to the concerned State Governments during the current financial year for appointment of Hindi teachers in their schools under this scheme. The scheme would be continued during the year 1960-61. It is also proposed to expand the scope of the scheme to include appointment of Hindi teachers in Primary and Middle Schools and Teachers' Training institutions.

Up to 15th December, 1959 about 1,91,000 terms in different subjects have been evolved of which 40,898 have been finally approved by the Government of India.

A Dictionary Unit has been set up in the Hindi Division of the Ministry for preparing a dictionary of scientific and technical terms evolved by the Board of Scientific, Terminology. One General Editor, 5 Editors and one Assistant Editor have already been appointed in addition to other staff in junior posts. The actual work of preparation of the dictionary has been started.

(2) Basic Hindi Grammar:

- The Hindi version of the Grammer is under preparation by Dr. Aryendra Sharma.

(3) Recognition of Hindi Examinations :

- The report of the Reviewing Committee set up by the Hindi Siksha Samiti to review the recommendations made by the Recognition Committee was considered by the Hindi Shiksha Samiti at its meeting held on 3rd March, 1959. The recommendations made by the Samiti have been examined and the final decision of the Government of India in the matter will be announced shortly.
