E.LABOUR AND SOCIAL SERVICE SCHEME

37. This scheme has been in operation since 1954. It is divided into two parts: (i) Labour and Social Service Camps, and (ii) Campus Work Projects.

38. Labour and Social Service Camps:

The object of such camps is to inculcate a sense of dignity of manual labour among students and other youth and to give them an opportunity of coming into contact with village life and participating in works of community development blocks. Each camper is expected to put in about four hours of shramdan daily in a camp lasting 10 to 21 days on certain selected minor projects. The scheme is operated through State Governments.

39. Out of the budget provision of Rs. 4.00 lakh for 1966-67 (reduced to Rs. 1.35 lakh on grounds of economy), a sum of Rs. 28,879 was sanctioned to the universities/colleges, a State Government and a Union Territory for holding 20 labour and social service camps. Besides, a sum of Rs. 1,69,127 was adjusted towards the settlement of accounts of old A.C.C. labour and social service camps.

40. The scheme did not progress well primarily due to existing rate of grant of Rs. 2 per camper per day for food and incidentals, which was considered inadequate by the organisers of the camp. Further, the State Governments did not evince interest in the scheme, since in 1966-67 it was put in the Centrally sponsored sector and the expenditure was to be borne by the Centre and the States in the ratio 50:50. It has now been decided to keep it in the Central and State Sectors with a provision of Rs. 15 lakh in each. It has also now been decided to enhance the rate of grant for food and incidentals from Rs. 2 to Rs. 2.50 per camper per day for holding the camps, from the

financial year 1967-68. A budget provision of Rs. 2 lakh has been made for this purpose for the year 1967-68.

41. Campus Work Projects:

The purpose of this scheme is to provide the much needed amenities like recreation halls-cum-auditoria, swimming pools, gymnasia, open-air theatres, pavilions, small stadia and cinder tracks, etc., in the educational institutions. One of the conditions of grants for these projects is that the staff and students of the institution should offer skilled or unskilled labour to the extent of 5 per cent of the cost of the project and further contribute 25 per cent of the actual expenditure on the project. The entire budget provision of Rs. 3.70 lakh for the year 1966-67 has been expended for meeting the commitments of 66 old projects. A budget provision of Rs. 3.75 lakh has been made for 1967-68 for this purpose.
