grants amounting to Rs. 197.50 lakhs have already been sanctioned and
released to 13 institutions.
Modernisation of Engineering This new scheme was instituted in 1981-82 and continued during the
Laboratories and Workshops year under reference. The scheme envisages to meet the changing situations
in industry and curricular changes. The laboratories are being modernised
with more relevant and useful equipment. The scheme is expected to help
improve the situation in this respect. The detials of grant-in-aid released for
modernisation of laboratories in various Regional Engineering Colleges and
other Engineering Colleges are as under:-

During 1984-85, funds to the extent of Rs. 400 lakhs have been provided
out of which Rs. 158-85 lakhs have already been released to 32 institutions.
Proposals for another 35 laboratories are under process and grants will be
released to the eligible institutions during the financial year. The grants
under this scheme are 100% central grants.
Indian Institutes of Technology The five Indian Institutes of Technology at Kharagpur, Bombay, Madras,
Kanpur and Delhi were established as premier centres of education and
training in engineering and applied sciences and to provide adequate facili-
ties for post-graduate studies and research.
The Institutes conduct under-graduate programmes leading to Bachelor's degree in various fields of engineering and technology. They also offer inte- grated Master's degree courses of five years' duration in Physics, Chemistry and Mathematics, two-year M-Tech. degree courses in various specialisa- tions and one-year post-graduate Diploma courses in selected areas. in addi- tion, the Institutes offer Ph.D. Programmes in different branches of Engineer- ing, Science, Humanities and Social Sciences. There are also advanced centres of training and research in each institute in identified areas of specia- lisation.
During the year under report, the Institutes further expanded their infras- tructural facilities by way of sophisticated equipment and showed better involvement in the transfer of technology to the user agencies. The research projects at these Institutes under the sponsorship of various agencies as also the consultancy assignments grew is number thereby bringing sizeable reve- nue to the respective institutes. The relationship between these institutions and various other academic/commercial organisations assumed greater importance for the purpose of exchange of technical know-how by way of various workshops/conferences/seminars etc.
The Humanities and Social Sciences Department in each of these Insti- tutes continued their efforts to bring to an engineering student an awareness of the significant social aspects of modern technology.

The IIT Kharagpur has, from 1983-84, started an interdisciplinary M.Tech. programme in Human Resources Development and Management. The Reliability Engineering Centre of the same Institute has assumed the task of providing technical manpower for the industries and government organisations in the area of reliability engineering.
1983-84 was celebrated as Silver Jubilee year of the establishment of IIT, Madras. As part of the Silver Jubilee Celebration, the Institute organised an 'Open House' on 24th and 25th March, 1984, to provide the public an insight into the excellent facilities and opportunities for Technical Education, Research and Development work available at the Institute. More than 2,000 people visited the institute during the 'Open House'.
IIT Delhi continued to make significant contribution in the area of curricu- lum planning and laboratory development. The nature and extent of the industrial consultancy and sponsored research projects undertaken by the Institute is an index of the Institute's credibility with industry and national research funding agencies. The Institute, besides having academic and research collaboration programmes with leading institutions in some of the advanced countries has also established collaboration with leading universi- ties/institutions in India.
Besides projects in different emerging areas, all the IITs were sanctioned projects of Microprocessor application and training during the Sixth Plan period. It is hoped that a few hundred teachers of engineering and technology will have training in Microprocessor application in these IIT Centres before expiry of the Sixth Plan period.
As a significant step towards improving the intake of Scheduled Caste/ Scheduled Tribe students in the Under-graduate programmes in the IITs, a special preparatory course of approximately 10 months duration was intro- duced with effect from 1983-84 academic session. Those of the Scheduled Caste/Scheduled Tribe students who fail to qualify in the Joint Entrance Exa- mination for admissions to the IITs, are offered admission in this preparatory course. At the end of the preparatory course, these students are subjected to a qualifying test on the basis of which they are offered admission to the B.Tech. programmes of the five IITs, without having to appear in the JEE again. On the basis of this course and subsequent qualifying examination, the III's were able to admit 52 Scheduled Caste/Scheduled Tribe students to the various IITs, in addition to those who qualified through JEE.
The Scheduled Caste/Scheduled Tribe students pursuing B.Tech. pro- grammes in IITs are eligible for a monthly scholarship of Rs. 185/ p.m. under the post-matric scholarship scheme of the Ministry of Home Affairs. Since Scheduled Caste/Scheduled Tribe students were not able to make the both ends meet with this scholarship, they have been from 1983-84, given an option to forego this scholarship and instead avail free messing (basic menu) and Rs. 70/- p.m. as pocket allowance. The Scheduled Caste/Scheduled Tribe students are issued books free of cost upto the value of Rs. 500/- from the book bank on term basis.

In each of the 5 IITs one additional seat is made available to the physically handicapped, if they qualify in JEE. They are given the Institute and course of their choice provided they are otherwise considered fit to pursue that course.

Indian Institutes of Management In view of the accelerated economic development of the country, the need
for good management of industrial and commercial enterprises, both in the
public and private sectors, has been felt for quite some time. The Govern-
ment of India established three Institutes of Management at Ahmedabad,
Bangalore and Calcutta in the year 1962, 1972 and 1961 respectively with
the objective of providing facilities for training young men and women for
management careers, conduct research in management techniques and for
the development of teachers engaged in the field of management practice.
The Institutes continued their post-graduate programmes and development
activities.
On the recommendations of the Review Committee for IIMs, the fourth
Institute in the Northern Region has been set up at Lucknow. This Institute
will admit its first batch of 30 students for the post-graduate programme from
the academic session starting from July, 1985. When fully developed, the ins-
titute will admit every year 180 students to its PGP Programme.
Management Education at The objective of the programme is to provide assistance to certain non-
Non-University Centres university centres which are functioning at all India level and are offering
two-year full time MBA programme and 3-year part-time post-graduate
diploma course in management studies. The assistance is given to institu-
tions on the recommendation of the All India Council for Technical Educa-
tion. At present, the Central Government is giving assistance to the following
institutions for consolidation and development of management programme,
namely:
1. PSG College of Technology, Coimbatore.
2. Xavier Labour Relations Institute, Jamshedpur.
3. B.I.T., Ranchi.
4. Indian Institute of Social Welfare and Business Management,
Calcutta.
5. L.N. Mishra Institute of Economic Development and Social Change,
Patna.

National Institute for Training The Institute was set up in 1963 with the assistance of UNDP to provide
in Industrial Engineering, facilities for Training in Industrial Engineering and allied fields. The Institute
Bombay conducts (i) Executive Development Programme (ii) Unit Based Programmes
(iii) Post-Graduate Programme in Industrial Engineering (iv) Consultancy
Services (v) Research Programmes and (vi) Seminars and Conferences.
Asian Institute of The Asian Institute of Technology (AIT), Bangkok, set up in 1967, is an
Technology, Bangkok autonomous international post-graduate engineering institute governed by
an international Board of Trustees whose members come from different
countries including India. On a proposal received from the Institute for India's
association with its academic development, it has been decided to extend
assistance from India by donating equipment and books of indigenous origin
worth Rs. 1.00 lakh every year, deputing Indian experts for short term dura-
tion to the faculty of the Institute and providing an annual grant up to Rs. 2.00
lakhs for financing certain specified activities of the Institute in India. During
1984-85 a budget provision of Rs. 8.50 lakhs (Non-Plan) has been made, to
meet the Indian commitment of assistance to this Institute. It is expected that
eight Indian-experts will have been deputed and books and equipment cost-
ing approximately Rs. 2.00 lakhs ordered/supplied to the Institute during the
year.
Regional Engineering Colleges Fourteen Regional Engineering Colleges were set up one each in the
major states during the second and third plan periods to enable the country
to meet the increased need for trained personnel during subsequent plan
periods. The fifteenth college at Silchar (Assam) admitted the first batch of
students in November, 1977. While all the colleges offer first degree courses
in Civil, Mechanical and Electrical Engineering, some of them also offer
courses in Chemical, Metallurgical, Electronics, Mining and Architecture
Engineering. Thirteen of these colleges are also conducting post-graduate
courses. Of these, nine are conducting Industry-Oriented courses in specia-
lised fields like Design and Production of high pressure boilers and accesso-
ries, Heavy machines for a steel plant, Transportation Engineering, Industral
and Marine Structures, Integrated Power System, etc.
The Development of the Regional Engineering Colleges during the Sixth Plan period laid emphasis on the consolidation of existing facilities, establi- shment of computer centres at selected colleges, modernisation of laborato- ries including replacement of obsolete equipment, construction of students hostels (both for boys and girls) and development of students activity centres in all the colleges. During the year under report, the Regional Engineering Colleges made considerable progress in the implementation of their deve- lopment plans, 64 laboratories are being developed in these colleges under the scheme of Institutional Network with IITs. Telecommunications and Elec- tronics Engineering Course has been introduced in 9 Institutions located at Trichy, Kurukshetra, Srinagar, Allahabad, Jaipur, Durgapur, Silchar, Surath- kal, Warangal, and a B.Tech. course in Computer Science has been intro- duced at MNREC, Allahabad and REC, Warangal under the New plan scheme of Areas of Weakness. A computer has been installed at Regional Engineering College, Rourkela and three systems have been purchased for the Regional Engineering Colleges, Allahabad, Warangal and Durgapur.

The one at Warangal is under installation. All Regional Engineering Colleges have been provided with atleast O' level computer. MCA courses have been started in the three Regional Engineering Colleges at Allahabad, Rourkela and Tiruchirapalli. Establishment of two more Regional Engineering Col- leges has been approved and they are in the process of being established in the States of Punjab and Himachal Pradesh.
Development of Post-Graduate
Course and Research Work On the recommendation of the Review Committee on Post-graduate Edu-
cation and Research which was set up under the Chairmanship of Dr. Y.
Nayudamma, the duration of the post-graduate courses has been reduced to
three semesters and admission to approved post-graduate courses has been
regulated through an all-India test called Graduate Aptitude Test in Engi-
neering. The first examination in GATE was conducted in February, 1963
and the second in December, 83. During the year under report, the screening
Committee of the Post-graduate Board examined proposals of various insti-
tutions for conducting post-graduate courses in Emerging Areas, revision in
the norms of assistance and faculty improvement, etc. The question of revi-
sion in the value of scholarship has been under the consideration of the
Ministry. During the year under report, the Ministry assisted 12 State Gover-
nment institutions and 20 non-government institutions for the development
of their post-graduate courses as part of the continuing scheme under the
scheme of development of post-graduate Courses and Research Work in
Engineering and Technology.
Computerisation in Technical
Institutions Under its scheme of Computerisation in Engineering and Technological
Institutions, the Ministry has been getting indigenous 'O' level computers
evaluated through National Centre for Software Development and Comput-
ing Techniques, Bombay. Three more systems on the basis of the evaluation
report were approved during the year under report. Efforts have been made
by the Ministry to provide atleast 'O' level computers in all Engineering
Colleges conducting Post-graduate Programmes in the first instance. This
effort will be continued during the Seventh Five Year Plan to cover all
Engineering Colleges conducting first degree course in Engineering and
Technology. Sixteen Polytechnics were also selected by the Ministry in colla-
boration with the Department of Electronics, for starting 1 1/2 year Post-
Polytechnic Diploma course in Computer Application.
School of Planning and
Architecture, New Delhi The School was established in July, 1955 as the School of Town and
Country Planning to provide facilities for training in Rural, Urban and
Regional Planning and to cater to the needs of Central, States and Local
Departments of Town Planning. The Department of Architecture of Delhi
Polytechnic was amalgamated with the School in October, 1959 and the
School was given its present name of the School of Planning and Architec-
ture. A significant event in the development of this institution took place in
1979 when it was given the status of a "Deemed to be University" to broaden
its horizons of academic programmes and to further promote research and
extension programmes and to award its own under-graduate, post-graduate
and doctoral degrees.

The School which is fully financed by the Government of India, provides Bachelor's degree course in Architecture and Part-time course leading to degree in B.Arch. It has also been providing Master's degree courses in Urban and Regional Planning, Housing, Transport Planning, Building Engi- neering and Management, Landscape Architecture and Urban Design. The intake for B.Arch. (Full-time) course has been raised from 36 to 41 and for B.Arch. (Part-time) course from 20 to 30 with effect from the academic ses- sion 1984-85.
Educational Consultants The first public sector undertaking of this Ministry, the Educational Con-
India Limited sultants India Limited, New Delhi, was incorporated under the Companies
Act, 1956, on June 17, 1981, with the main objective to offer multidisciplin-
ary consultancy service to organisations, agencies and government depart-
ments in India and abroad in the field of general, medical, agricultural and
technical education and training. The Corporation undertakes surveys of
educational requirements, prepares feasibility/evaluation reports on educa-
tional projects and programmes, plans and establishes educational institu-
tions on turn-key basis, undertakes development of curricula, teachig aids,
evaluation systems, educational technologies and learning resources
centres, develops organisational structures for educational administration
and management, fosters and maintains close liaison and co-operation with
various national and international agencies.
The Corporation works under the guidance of a Board consisting of eight
Directors with a part-time non-official as its Chairman. The Managing Direc-
tor of the Corporation is a full-time employee of the Corporation. Other
Directors of the Board represent different Ministries and organisations of the
Central Government which are concerned with activities of the Corporation.
The Corporation has already completed a preliminary feasibility report
for setting up a University in Sikkim which has been accepted. it has been
actively associated with the projects of Livestock Development and Drinking
Water and Sanitation Programme in Nepal funded by International Agen-
cies, and also with the placement of Nepalese personnel for training under
the U.N.D.P. Project on Irrigation sub-sector including Mahakali. The Corpo-
ration recently prepared the project report on the establishment of a
Women's Polytechnic in Nepal and the project report for the establishment of
the Indian Institute of Management, Lucknow.
Programme of Apprenticeship The programme of Apprenticeship Training for Engineering graduates
Training and diploma holders continued to be implemented through the four Boards
of Apprenticeship Training located at Kanpur, Calcutta, Bombay and Mad-
ras. As on October 31, 1984, 12,699 trainees (3946 engineering graduates
and 8753 diploma holders) were in position. Out of these trainees, 402 Sche-
duled Castes, 65 Scheduled Tribes, 806 members of Minority Communities,
7 Handicapped, and 659 Women are engaged for training. A number of
supervisory development programmes for improving the quality of apprenti-
ceship training imparted under apprenticeship and career guidance pro-
gramme for the final year students of a few Engineering Colleges and Poly-
technics have been organised by these Boards.

The Special Vocational Education Training Scheme was launched in
1983-84 after a number of meetings with the State Governments for provid-
ing six-month practical training to the students passing out from 10+2
vocational stream. 1648 seats were located and 955 students were given
Vocational Training in different subjects during the year 1983-84. This pro-
gramme is continued for 1984-85 and as on 31.10.1984,754 students have
been placed for training under this Scheme.
Administrative Staff College The College was set up in 1957 as a joint venture of the Government of
of India, Hyderabad India and the Industry. As a pace setting institution for management develop-
ment education in India and our neighbourhood, the College has been striv-
ing to preserve its role in this respect, while at the same time widening its acti-
vities to cover these areas which are becoming increasingly important in the
national context.
A distinctive feature of the College is its concentration on post-experience
management development programmes in general management as well as
in functional areas like production, marketing, finance personnel, material
management computer and investment planning. In 1983-84, the College
conducted 67 courses attended by 1473 executives from Government, Publ-
ic and Private Sectors including others. In addition, the College has complet-
ed 24 consulting assignments from Oil and Natural Gas Commission,
Ministry of Labour, West Bengal State Electricity Board, Mazagon Dock Ltd.
etc. It has also completed 10 studies of applied research and produced 4
books and published 18 papers/articles in professional journals.
From the year 1983-84, the Ministry of Education and Culture has
increased the ceiling of its contribution to the College from Rs. 2.5 lakhs to
Rs. 3.5 lakhs per annum to cover the differential in the cost and actual fees
charged from the participants sponsored by the Central and State Govern-
ments and non-member organisations to the College programmes.
Board of Assessment for The Board of Assessment for Educational Qualifications was set up by the
Educational Qualifications Cabinet Secretariat under the chairmanship of the Chairman of Union Public
Service Commission. This Board advises the Government of India in all mat-
ters relating to recognition of Indian and foreign educational qualifications
for purposes of recruitment to the posts and services under the Central
Government in various fields excepting medical and allied subjects.
