SCHOLARSHIPS
The Ministry administers a number of scholarships programmes includ-
ing those offered by other countries with a view to supporting higher and spe-
cialised education and training on the part of Indian students. The Ministry
also provides scholarships to nationals of other countries on a bilateral basis
or otherwise. The important schemes being implemented are discussed
below:
National Scholarships Under this scheme, scholarships are awarded on merit-cum-means basis.
Scheme The scheme is being implemented through the State Governments/Union
Territory Administrations. The number of scholarships has been raised from
26,000 in 1983-84 to 27,000 in 1984-85. The rates of scholarships were
increased with effect from July 1, 1981 and vary from Rs. 60/- p.m. to Rs.
120/- p.m. for day scholars and Rs. 100/- p.m. to Rs. 170/- p.m. for hostellers
depending on the course of study.
National Loan Under this scheme, 20,000 scholarships have been awarded in 1984-85.
Scholarship Scheme The scholarships are awarded on merit-cum-means basis. The scheme is
being implemented through the State Governments/Union Territory Admi-
nistrations.
Government of India Scheme of The objective of the scheme is to provide educational facilities to talent-
Scholarships in Approved ed but poor students who are otherwise unable to avail themselves of the
Residential Secondary Schools opportunity of studying in good residential schools on their own. Every year
500 scholarships are awarded on merit-cum-means basis to students of the
age group of 11 to 12 years with parental/guardian's income not exceeding
Rs. 500/- p.m. Fifty per cent of the scholarships are awarded on All-India
merit basis and the remaining 50% are allotted to States and Union Territo-
ries on the basis of population subject to fulfilment of minimum standard laid
down. The candidates are selected on the basis of two examinations - preli-
minary examination conducted by the States/Union Territory Governments
and the final examination conducted by the Central Board of Secondary Edu-
cation, Delhi. The scholarships are tenable for the entire period of secondary
schooling including plus 2 stage of education in approved residential
schools. Scholars are entitled to full amount of tuition fees, residential
charges, cost of books and stationery in addition to pocket money, uniform
clothing allowance, excursion charges at the rates/ceiling decided by the
Government. T.A. is also admissible to the scholars and their escorts accord-
ing to the rates prescribed for the purpose.
Scholarships to Students from The object of the scheme, which was started in 1955-56 is to encourage
Non-Hindi speaking States for study of Hindi in non-Hindi speaking States/Union Territories and to make
Post-Matric Studies in available to the Governments of these States/Union Territories suitable per-
Hindi 1984-85 sonnel to man teaching and other posts where knowledge of Hindi is essen-
tial. 2500 scholarships were allocated to various non-Hindi speaking Sta-
tes/Union Territory Administrations during 1984-85. The rates of scholar-
ships vary from Rs. 50/- to Rs. 125/- per month, depending upon the course

during the year (1983-84) to Bangladesh students for pursuing studies in
Sanskrit and Pali languages.
Scholarships for Fifty scholars have been actually selected for award for scholarships in
Study Abroad 1984-85. These scholarships are awarded for graduate study in printing
technology, post-graduate studies in naval architecture and paper techno-
logy and doctoral and post-doctoral studies in humanities, sciences and tech-
nology. Only those candidates whose parental income from all sources, exc-
luding usual standard rebates is Rs. 1,000/-p.m. or less are eligible for these
scholarships.

7, New Zealand 5, Australia 7, Bangladesh 4.
Commonwealth Scholarships and Out of 99 nominations made, approval of 36 candidates was received till
Fellowships offered by the December, 1984.
Governments of UK/Canada
Hungarian Government An offer of 6 scholarships from Hungary is under process.
Scholarships
Partial Financial Financial assistance in the form of loan to the extent of Rs. 6,000/- is given
Assistance Scheme to Indian students/academics desirous of going abroad and who have
already obtained scholarships/financial assistance from other sources but
are short of funds to meet the cost of passage. During the period under
report, 4 candidates were granted assistance under this scheme.
Scholarships for Foreign During the year under report, India offered about 300 scholarships to the
Students for Study/ following countries for studies in various fields under bilateral Cultural
training in India Exchange Programmes: Senegal, France, Federal Republic of Germany,
USSR, Philippines, Belgium, Norway, Iraq, Arab Republic of Egypt, Poland,

Yugoslavia, Syria, People's Democratic Republic of Yemen, Hungary, Viet-
nam, Bulgaria, Tunisia, Cuba, Portugal, Malaysia, Qatar, Sri Lanka, Bahrain,
Burma, Iran, Kenya, Democratic People's Republic of Korea, Mauritius,
Japan, Algeria, Australia, United Arab Emirates, Cyprus, Sudan, Ethiopia,
Jordan.
Commonwealth Scholarships/ Under the Plan, 50 scholarships are offered to various scholars coming
Fellowship Plan/Commonwealth from the following countries viz., Australia, Bardbados, Canada, Cyprus,
Education Plan Botswana, Fiji, Ghana, Kenya, Lesotho, Malaysia, Mauritius, Nigeria, New
Zealand, Sri Lanka, Sierre Leone, Seychelles, Swaziland, St. Lucia, Grenada,
Dominica, Tanzania, Tonga, Nacra, Malawi, Papua, New Guinea and other
South Pacific islands excluding Western Samoa, Trinidad and Tobago, Unit-
ed Kingdom, Uganda and Zambia.

To honour the recommendation made by the 9th Commonwealth Education
Conference held at Nicosia (Cyprus) in July 1984, India has decided to
increase its offer of Commonwealth Scholarships/Fellowships from 50 to 75
with effect from the year 1985-86.

Dr. Aneurin Bevan Memorial Offer of one scholarship has been made under Dr. Aneurin Bevan Memo-

Technical Cooperation Scheme Under this Programme of the Colombo Plan, assistance has been offered
of the Colombo Plan for placement of scholars coming from the following countries: Afghanistan,
Burma, Bangladesh, Bhutan, Fiji, Iran, Indonesia, Laos, Malaysia, Maldives,
Nepal, Philippines, Papua New Guindea, Korea, Sri Lanka, Singapore and
Thailand.
Special Commonwealth African Assistance offered to scholars coming from foreign countries under the
Assistance Plan Special Commonwealth African Assistance Plan includes those from Bots-
wana, Zambia, Ghana, Lesotho, Malawi, Mauritius, Nigeria, Sierre Leone,
Tanzania, Uganda, Swaziland, Seychelles, Zambia and Zimbabwe.
Commonwealth Education Ten Bursaries have been offered to nationals of Commonwealth coun-
