steps to impart vocational guidance and training of teachers' train-
ers in Science, Mathematics and English for teachers belonging to
minority educational institutions.
(v) Ministry of Education has worked out new scholarship schemes,
production of material in Urdu for adult education etc. and coaching
classes at various levels. Voluntary organisations are being given
assistance to impart Adult Education with a view to eradicating illi-
teracy among the minority groups in the age group 15-35.
Progressive use of Hindi in pursuance of the Provisions of the Official Languages Act, 1963 and
the rules made thereunder in 1976, various measures have been taken for
promoting the use of Hindi in the Ministry, its Attached/Subordinate Offices
and also in the autonomous bodies/institutions with full vigour. With a view
to ensuring proper monitoring of Government directives on progressive use
of Hindi and official work, a broad based Official Language Implementation
Committee in the Ministry and similar Committees in the Attached/Subor-
dinate Offices are functioning. The duly constituted Hindi Salahkar Samiti is
also functioning to advise the Ministry on matters relating to the use of Hindi
in the work of the Ministry, its Attached/Subordinate Offices etc. and also to
review periodically the progress made in the implementation of directives on
the use of Hindi.
The position about the progressive use of Hindi in the work of the Ministry
is reflected in the Quarterly Progress Reports which are sent regularly to the
Department of Official Language, Ministry of Home Affairs.
Details of important work done by the Ministry in this direction are sum-
marised below:
Section 3(3) of the Official Languages Act, 1963 (as amended) is being
fully complied with. if any deficiency is noticed in regard to compliance
with it in any of the Sections/Offices etc. explanation is called for.
All Name Boards, Name Plates, Rubber Stamps etc. in the Ministry have
been prepared in bilingual form (Hindi first then English).
There were 65 Devanagari Typewriters in the Ministry. Eight more Hindi
Typewriters are being purchased during the year. Thus the number of Deva-
nagari Typewriters will be increased to 73 which would be sufficient to meet
the present requirements of the Ministry.
Under the Hindi Teaching Scheme, 30 persons were nominated for train-
ing in Hindi learning course and 43 persons nominated for training in Hindi
Typewriting and also 4 persons for training in Hindi Stenography during the
year 1984. The successful officials in these training courses are given the
necessary incentives approved under the Scheme.
All letters received in Hindi, wherever they call for a reply, are replied to in
Hindi.
With a view to ensuring compliance of the Policy of Government in regard

to the progressive use of Hindi in official work, officers of the Ministry inspect from time to time the Attached/Subordinate Offices etc. under the control of the Ministry. The shortcomings detected are brought to the notice of the head of the office for necessary remedial action. The compliance reports are also called for from them.
Periodicals and magazines in the Ministry are being continued to be pub- lished in Hindi as well as in English, and a copy of the same is being sent to the Members of the Hindi Salahkar Samiti of the Ministry.
Introductory lectures-cum-workshop were arranged in the Ministry from December 11-15, 1984 for the officers and employees working in the Ministry to enable them to aquaint themselves with the Official Language Policy, the Official Languages Act/Rules etc. in brief so that they may guide the subordinate staff in fulfilling the obligatory provisions in this regard.
Checkpoints in the Ministry have been fixed and Despatch Section in the Ministry has been made a major check-point to keep a watch that letters to Hindi speaking States are issued in Hindi. Simultaneously, it shall also be the personal responsibility of the signing officers that they should send all the let- ters meant for Hindi speaking areas in Hindi to Despatch Section, and docu- ments Under Section 3(3) of the Official Languages Act are issued bilin- gually.
Necessary guidelines regarding the progressive use of Hindi, or issue of bilingual documents etc., have been circulated among the staff and the offic- ers of the Ministry. Instructions containing the Official Languages (use for Official purposes of the Union) Rules 1976 and constitutional provisions regarding Official Language Policy, Official Languages Act, 1963 and other relevant orders/instructions for the use of Hindi continue to be circulated for compliance.

Scheduled Castes and to watch the interests of Scheduled Castes and Scheduled Tribes. All Heads
Scheduled Tribes of Subordinate Offices have been requested to nominate their Senior Officer
as Liaison Officer to maintain proper Rosters. The reservation rosters of
Subordinate Offices are checked in this Ministry by the Liaison Officer. Vari-
ous returns and statements regarding representation of Scheduled Castes
and Scheduled Tribes are supplied to the Department of Personnel and
Administrative Reforms and Commissioner of Scheduled Castes and Sche-
duled Tribes periodically. All cases of de-reservation of reserved vacancies
for Scheduled Castes and Scheduled Tribes are examined thoroughly before
obtaining the approval of Liaison Officer.
Vigilance Activities Special efforts were made to finalise disciplinary cases against officials
both in the Ministry as well as in the Attached and Subordinate offices. In the
Ministry, all cases excepting one were finalised within a period of less than
one year thereby ensuring compliance with the guidelines laid down by
Government in that behalf. Five cases were disposed of finally resulting in the

imposition of suitable penalties on the charged officers. Two more cases are in the advanced stage and are likely to be finalised soon. Fresh departmental proceedings launched against some officials for various acts of ommission and commission are at different stages of consideration. Departmental action against two Group 'A' officers belonging to an Attached Office is contemplated.
Also there has been notable achievement in the disposal of disciplinary/ vigilance cases in the Attached and Subordinate Offices. Six cases which were pending for considerable length of time were finalised during the year. In order to achieve still better results, a special meeting of the Vigilance Offic-. ers functioning in these offices was held to review pending cases. The need for expediting final disposal of vigilance/disciplinary cases was emphasised.
Complaints received were looked into speedily and suitable action taken wherever necessary.
Advice cases received from Attached/Subordinate offices and Autonom- ous Organisations were also given due attention and consideration. In one case belonging to an Autonomous Organisation the penalty imposed was found harsh. The organisation was advised to tone down the same.
Strict vigil was kept on the officials having dealings with members of publ- ic resulting in re-adjustment of staff in prone areas. An outsider who attempt- ed to bribe an officer of the Ministry was apprehended and handed over to the Anti-Corruption Branch of Delhi Administration.
To ensure punctuality, 14 surprise checks were organised. In addition, senior officers have been enjoined to enforce discipline and punctuality among staff by conducting surprise checks within the Divisions under their charge. These steps have yielded encouraging results.
Publication Unit The Publication Unit brought out 45 publications in English, including 5
bilingual (English and Hindi titles) and the two quarterly journals 'The Educa-
tion Quarterly' and the 'Indian Education Abstracts' during 1984-85. The
Education Quarterly journal entered its 36th year of publication. A monthly
resume "Educational and Cultural Developments at the Centre and in the
States" with restricted circulation is brought out every month both in English
and Hindi.
The Hindi Publication Unit brought out during this period 24 titles includ-
ing the two quarterly journals "Shiksha Vivechan" and "Sanskriti". Besides, it
also brings out Hindi version of the quarterly 'Unesco Newsletter'.
The Ministry participated in the India International Trade Fair held at Pra-
gati Maidan, New Delhi in November, 1984, by putting up an exhibition on
the theme "New Ways of Learning". The Indian Council of Philosophical
Research organised this exhibition on behalf of the Ministry.
Students Information The Students Information Service Unit collects, compiles and dissemi-

of the students and attends to their enquiries made either across the table or

through correspondence. A reference library is also maintained for their benefit. During 1984-85, 34-information leaflets on different aspects of edu- cation were compiled/revised for the convenience of the scholars. Besides, the Unit attended to over 4400 enquiries pertaining to facilities for higher/ technical education in India and abroad either orally or through correspon- dence. About 2500 persons visited the Library to consult the calendars/ handbooks/prospectuses and other material on courses offered by Indian/ foreign universities. 997 additions were made to the Reference Library of the Unit.
Authentication of educational documents of persons going abroad for purposes of employment or higher education is also attended to in this Unit. The procedure followed in this respect was thoroughly scrutinised by a com- mittee of senior officers and the procedural changes approved by the com- mittee are being implemented. Documents of 6624 persons were authenti- cated during the period under report.
Requests for procurement of educational certificates from Pakistan and Bangladesh were taken up with our missions in those countries.
