courses in Computer Sciences and Urdu calligraphy have been introduced.
At the school stage the University introduced +2 stage from 1983-84.
The number of beds in the Medical College Hospital was raised from
350 to 500. The Brain Research Centre and the Immunology Centre locat-
ed in the medical college have been making significant progress in their work,
The University Grants Commission approved the construction of addi-
tional hostel accommodation for 500 boys and 200 girls. During the year,
the University organised a seminar on problems of education and employ-
ment of Indian Muslims, and an international seminar on food system of the
world, and an All-India Geography Congress.
During the year, the constitution of the Executive Council and the Court
of the University under the provisions of the amended Act of 1981 was,
nearly completed. However, the meetings of these bodies have been stayed
by the Allahabad High Court on Petitions challenging the validity of their
constitution.
The University teams registered significant achievements in sports during
the year. The University won the North Zone Inter-University Champion-
ships in football and hockey.
Benaras Hindu University, The academic session of the University, for some time past, has been
Varanasi behind schedule in some faculties. The University has been making efforts
to regularise the academic session and to hold examinations.
The Departments of Mining Engineering, Electronics Engineering and
Ceramic Engineering in the Institute of Technology, the Department of
Physics in the Faculty of Science and the Department of Biochemistry in the
Institute of Medical Sciences, have received special assistance from the
University Grants Commission, and their stature have been raised to, selected
Departments. The assistance to the three Departments in the Institute of
Technology for five years is over rupees one crore. Besides, a number of
research projects have also been sanctioned. Courses in Computer Science
and Technology have been approved and are likely to, commence from the
next academic session. The Departments of Biochemistry (T.M.S.) and
Physics, Botany and Zoology are also being considered under the COSIST
Programme. Bharat Kala Bhavan, the University Museum, has also received
an assistance of Rs. 16.70 lakhs for its development.
International Conference on DNA Repair and Chromosome Aberrations
in the Department of Zoology and International Conference on Statistics
under the auspices of the Department of Statistics were held. An All-India
Seminar on 'Early Buddhism and on Mahayana' organised by the Department
of Buddhism and Pali, was inaugurated by His Holiness the Dalai Lama on
November 10, 1993. The 16th All-India Museum Camp was organised by
the Bharat Kala Bhavan from October 19 to 31, 1983.
Prof. T. R. Anantharaman, Director, Institute of Technology, was award-
ed the Tata Gold Medal on the occasion of the Diamond Jubilee Celebra-
tions of the Department of Metallurgical Engineering. These celebrations,
were combined with the 21st National Metallurgists Day and the 37th Annual
Technical Meeting of the Indian Institute of Metals and also the International
Symposium on 'Light Metals Science and Technology'.
Research scholars, who are not in receipt of financial assistance, are pro-
vided the facilities to visit the library anywhere in the country twice in a
year. A sum of about Rs. 11.000 was sanctioned from Vice-Chancellor's
Discretionary Fund for about 152 needy and deserving students.
All-India character of the University was continued to be maintained and
admissions to Institute of Agricultural Sciences and Master of Management
Studies were made on an all-India basis.
Integrated Rural Development Programme and Adult Education Centres
continued to do commendable work.
The construction work of the Social Sciences Faculty Building, extension
to the Central Library, 212-seat Students' Hostel and 50-seat Girls' Hostel
sanctioned by the University Grants Commission is at an advance stage.

University of Delhi, Delhi During 1983-84, the total enrolment in the regular courses offered by the
University and Colleges was 88,922. In addition, the Non-Collegiate
Women's Board had 8,240 students and the school of Correspondence
Courses 14,248 students. Besides 17,114 candidates were registered with
the External Candidates Cell. Thus, the University has been catering to a
total student body of 1,28,524 during 1983-84. The number of students
enrolled for Ph.D. was 2,061 and for M.Phil. 616.
During 1983, the total number of teaching staff was 626-111 Pro-
fessors, 273 Readers, 228 Lecturers and 14 Research Associates.
During 1983-84, Diploma Courses in Pharmacy and one-year Advanced
Diploma Courses in Modern Arabic and Modern Persian were introduced.
A separate Department of Business Economics was set up. The University
decided to establish a Chair in Slavic Studies to be named after Madame
Lyudmila Zhivkova. During the year the Sherubtse College in Bhutan was
granted affiliation to the University.
The University celebrated its Diamond Jubilee in January, 1984.
Hyderabad University, Hyderabad During 1983-84, the total number of students on the rolls of the Univer-
sity increased to 690. The number of students admitted during the year
was 364. Of these, 48 belong to Scheduled Castes/Scheduled Tribes and
4 were physically handicapped. Special remedial courses were organised
for students belonging to weaker sections and special coaching classes for
improvement of communication skills for students. Twenty students were
awarded Ph.D. Degrees during 1983.
The teaching strength of the University during the year was 100,
consisting of 19 Professors, 36 Readers and 45 Lecturers. The Faculty
continued to engage themselves in collaborate research and some of them
were awarded prestigious National Awards. During the year, the University
introduced a Master of Computer Application Course with an intake of
30 students. The School of Chemistry of the University has been recog-
nised by the University Grants Commission as a Department of Special
Assistance.
As a comparatively new University, the Hyderabad University is yet to
provide full physical facilities. Provision, of these facilities is proceeding at
a satisfactory rate. During the year, more class-rooms and teachers'
hostels were added. Construction of students' hostel, the Science School
Complex and the Library and Administrative buildings is to be initiated soon.
Towards the end of November 1983, agitation by a section of students resul-
ted in sine die closure of the University. The University reopened on
January 2, 1984. The semester Examination which were scheduled in
December have been re-scheduled for January, 1984.
Jawaharlal Nehru University, During April-May, 1983 students agitation disrupted the normal func-
New Delhi tioning of the University. The University was closed sine die on May 12,
1983 and reopened on July 22, 1983. The closure of the University
resulted in postponement of the admission processes. As a result, no fresh
admissions were made in July, 1983.
During the year, the total number of students on rolls was 1541.
1,478 students Were awarded Degrees/Diplomas/Certificates. They
included 69 Ph. Ds., 157 M.Phil. and 490 M.A./M.Sc. Degrees.
During the year the total strength of teaching staff was 316 consisting
of 68 Professors, 97 Associate Professors and 151 Assistant Professors.
During 1983-84, the University has been approved as a Centre for
introduction of Master's Degree in Computer Application. The School of
Environmental Sciences has been selected for establishment of a research
Unit in "Genetic Engineering".
During the year the Faculty completed 20 research projects sponsored
by various agencies.

The University continued its effort to promote a corporate life on the
campus. 30 sports and cultural clubs are functioning in the University.
The Employment Information and Guidance Bureau of the University has
been rendering assistance to the students.
Noth-Eastern Hill University During 1983-84, the total enrolment in the University was 1175, of
Shillong which 1020 were enrolled in post-graduate courses and 155 in research
programmes.
At the main campus in Shillong there are at present 16 Post-graduate
Departments while the Nagaland and Mizoram Campuses have 3 Post-
graduate Departments and two constituent colleges each. In addition,
there are 38 colleges in Meghalaya, Nagaland and Mizoram affiliated to the
University.
The University switched over to the 10+2+3 pattern of education.
New Courses like Foundation Course and certain non-traditional courses
have been introduced in the curricula. New Courses in Geology and
Psychology have been introduced.
The University has set up a Publication Unit to publish textbooks
inter-disciplinary projects in Courses of studies through seminars, symposia,
workshops, field studies, research projects and departmental conferences.
At its convocation held in November, 1983, the University awarded 22
Ph.D. Degrees, 20 M.Phil. Degrees and 155 M.A., M.Sc., M.Ed. Degrees.
In April, 1983, the President of India and the Visitor of the University
laid the foundation stone for the buildings of the University at its permanent
site at Shillong.
The University has set up a Publication Unit to publish textbooks
relating to North-Eastern region, and to publish journals and periodicals
on research work relevant to the problems of the region. The University
has also started an Open University Programme through All India Radio.
Correspondence Courses are expected to start in the early part of 1984.
Visva-Bharati Santiniketan The total student strength in the University during the year under report
was 3253. The total strength of teachers was 488 of whom 35 were Pro-
fessors and 81 Readers.
Smt. Indira Gandhi, Acharya (Chancellor) of Visva-Bharati presided
over its 29th Annual Convocation held on 17-12-1983.
The University organised special lectures, seminars and conferences in
which distinguished educationists and scholars from India and abroad parti-
cipated. Notable among these was the All India Seminar on "Indian Art
in the Modem Context" organised by Kala Bhavana as part of the Nandlal
Centenary Celebrations. The rural library services of the Palli Samgathana
Vibhaga, Santiniketan rendered library services as before in collaboration
with State Social Education Directorate and the Raja Rammohun Roy
Library foundation. The Granthana Vibhaga (Publishing Department) of
the University participated in various book exhibitions.
C. SPECIALISED RESEARCH ORGANISATIONS -
Indian Institute of Advanced Study, The Indian Institute of Advanced Study, Simla was established in 1965
Simla as an autonomous residential institution to provide facilities for senior
scholars to pursue advanced research in Humanities, Social Science and
allied fields.
Following the decision of the Government that the Institute should
continue to function in a restructured form, an Expert Committee was
appointed in September, 1980 to recommend details for reorganisation and
restructuring of the Institute. The Committee submitted its report in April.
1981.
The reorganisation scheme formulated on the basis of the recommenda-
tion of the Expert Committee hag been accepted and is in the process of im-
plementation. During the year 1983, the Institute had on its strength only
two Fellows. Work on the national archaeological project 'Archaeology of

the Ramayana, Sites' was continued at the Institute of Sringaverapura near
Allahabad in collaboration with the Archaeological Survey of India. The
Institute has its own publications programme and has by now published a
hundred monographs and seminar proceedings.
Indian Council of Philosophical The Indian Council of Philosophical Research was set up in March, 1977.
Research The Council was however, activised only in July, 1981 and reconstituted
with Prof. D.P. Chattopadhyaya as its Chairman. The Council has been
set up mainly to review the progress of research in Philosophy from time
to time, to sponsor or assist projects or programmes of research in philo-
sophy, to give financial assistance to institutions, organisations and indi-
viduals engaged in the conduct of research, to provide technical assistance
and guidance, coordinate research activities and to take all such measures
as may be necessary to promote research in philosophy and allied disci-
plines.
During the year 1982-83, the Council awarded one National Fellow-
ship, 2 Senior Fellowships, 5 General Fellowships and 5 Junior Fellowships.
The Council organised 3 Seminars on (i) Evolution of Indian Philosophy
in the Context of World Philosophy, (ii) Concept and role of tolerance in
Indian Culture, and (iii) Trends in Contemporary Philosophy. In addition
to the three seminars, the Council extended financial and other help for
organisation of seminars, conferences etc. by various universities in different
parts of country. The Council held an All India Essay Competition for
young scholars of the age group of 20-25 on the theme "Philosophy,
Science and Values". The Council also provided financial assistance to
organisations and individuals in the shape of travel grants, publication grants
and grant for research projects. An exhibition on 'Philosophy of Educa-
tion for the contemporary Youth-Learning to be was held at Butler Palace,
Lucknow.
Indian Council of Historical The Indian Council of Historical Research was set up as an autonomous
Research organisation to promote the objective of scientific writing of history, to spon-
sor historical research programmes and to inculcate an informed appre-
ciation of the country's national and cultural heritage. During the year
the Council's main activities, as in the previous years were to promote and
facilitate historical research which included grant-in-aid programme,
sources programme, execution of special projects, holding of seminars,
publication of journals/books/international collaboration in the field of
research etc. During the year under report, the Council sanctioned
14 research projects, 75 fellowships and 54 study-cum-Travel/Contingent
grants. Besides the above, the publication of 35 research works/theses/
journals were approved for subsidy and 19 Professional Organisations of
historians were sanctioned grants to enable them to organise Seminars/
Workshops. Two regional Seminars were sponsored by the Council, one
at Srinagar and the other at Manipur. The Council sent 9 historians to
attend the International Congress of Human Sciences held in Tokyo.
Besides, 5 scholars were sanctioned grants for visiting foreign countries in
connection with their research pursuits/international seminars.
All India Institutions of Higher The objective of this schemes is to provide assistance to certain volun-
Learning tary organisations in the country which are functioning at the all India level
and are offering programmes of education different from the conventional
pattern. The scheme helps a small number of organisations, which are not in
the University system and are not able to raise resources for their maintenance
and development, though some of them are offering very useful programmes
of particular interest to the rural community for which are innovative in
character. At present, five institutions, namely, Shri Aurobindo Inter-
national Centre for Education, Pondicherry; The Tilak Maharashtra
Vidyapith, Pune; Lok Bharati, Sanosora (Gujarat); Kanya Gurukul Maha-
vidyalaya, Dehradun; and Last School, Auroville are receiving assistance
under this scheme.
Indian Council of Social Science The Indian Council of Social Science Research was established in 1969
Research to promote and coordinate social science research in the country. The
programmes and activities initiated by the Council were continued during
the year under report.
