Organisational The Department of Education, one of constituent parts of Ministry
Structure of Human Resource Development, is under the charge of Minister of
State with the overall charge of Minister for Human Resource Develop-
ment. The Secretariat of the Department is headed by the Secretary who
is assisted by one Special Secretary (Higher Education), Additional Secre-
tary and Educational Adviser (Technical). The Department is organised
into Bureaux, Divisions, Desks, Sections and Units. Each Bureau is
under the charge of a Joint Secretary/Joint Educational Adviser assisted
by Divisional Heads. The set-up of the Department is shown in the orga-
nisation chart appended to the report.
Subordinate Offices/ Over the years, a number of subordinate offices and organisations
Autonomous have come up under the Department. For coordination and determina-
Organisations tion of standards in higher education, the University Grants Commission
was set up in 1956 by an Act of Parliament. Besides, a number of organi-
sations have been set up to discharge specific responsibilities. Among them
is the National Council of Educational Research and Training which strives
to promote qualitative aspects of school education throughout the country.

(vii) Central Board of Secondary Education, New Delhi.
(viii) Kendriya Hindi Sansthan, Agra.
(ix) Central Institute of Indian Langauges, Mysore.
(x) Central Institute of English and Foreign Languages, Hydera-
bad.
(xi) Central Hindi Directorate, New Delhi.
(xii) Commission for Scientific & Technical Terminology, New Delhi.
(xiii) Rashtriya Sanskrit Sansthan, New Delhi.
(xiv) National Book Trust, New Delhi.
(xv) Lakshmibai National College of Physical Education, Gwalior.
In the field of Technical Education, there are : the Indian Institute
of Science, Bangalore; Indian School of Mines, Dhanbad; National
Institute of Training in Industrial Engineering, Bombay; National Insti-
tute of Foundry and Forge Technology, Ranchi; School of Planning and
Architecture, New Delhi; Administrative Staff College of India, Hydera-
bad; four Indian Institutes of Management, at Ahmedabad, Bangalore,
Calcutta and Lucknow; four Technical Teachers' Training Institutes, at
Bhopal, Calcutta, Chandigarh and Madras; five Indian Institutes of Tech-
nology, at Bombay, Delhi, Kanpur, Kharagpur and Madras; and, fifteen
Regional Engineering Colleges, spread all over the country. Approval
has been accorded for setting up of two more Regional Engineering Col-
leges, at Hamirpur (HP) and Jalandhar (Punjab).

Functions Important functions of the Department of Education are : to evolve
educational policy in all aspects and to coordinate and determine the
standards of higher education and technical education; to administer Copy-
right Act; to improve the quality of textbooks; to administer scholarships
and other schemes; to coordinate programmes of assistance and other
activities with the UNESCO; to develop and coordinate research in social
sciences; to foster and encourage studies and research in Sanskrit
and other classical languages; to develop activities in the field of non-
formal education; and to promote adult education.
