In addition, the CMIS Unit has arranged a two-day Computer Aware
ness Course for the senior officers of Deputy Secretary and
above. Intensive use of Word Processor has been made for creating im-
portant documents on New Education Policy, "Notes on Seventh Five
Year Plan", etc. Photocopier has also been used to its maximum
capacity.
Supply of white The Scheme for allocation of concessional white printing paper at the
printing paper at control rate to State Governments and Union Territories has been con-

National Institute of Educational The National Institute of Educational Planning and Administration
Planning and (formerly the National Staff College for Educational Planners and Admi-
Administration nistrators) is an autonomous institution set up and fully financed by the
Government of India. It is registered as a Society under the Societies
Registration Act XXI of 1860 in December, 1970. As the apex training
institute in India for educational planners and administrators, its training
functions are training, research and administration. The main activities
undertaken by the Institute include; Training and reorientation of senior
educational administrators from the centre and the states, according to
their needs and backgrounds. Research in problems of educational plan-
ning and administration, consultancy and extension services in this field
to the states and other organisations; Seminars, workshops and conferences
on themes of topical interest in educational planning and administration,
and provision of training and research facilities to other countries specially
of Asian region.
During 1985 i.e. from April-November 1985, the Institute conducted
39 training programmes/seminars/workshops. 8 Research studies have
been completed and another 8 are in progress.
The Institute organised. four Regional Seminars for Northern, Southern,
Eastern and Western Regions and a National Seminar on the New Edu-
cational Policy to discuss the various Planning and Management Issues
of Education. These Seminars, were conducted on the basis of the
document preparcd by the Union Education Ministry, "Challenge of Edu-
cation : A Policy Perspective". Out of the four Regional Seminars,
three were held in collaboration with Indian Institute of Management,
Calcutta (Eastern Region), Institute for Social and Economic Change,
Bangalore (Southern Region), and Tata Institute of Social Sciences,
Doonar, Bombay (Western Region). The Northern Region and National
Seminars were held at New Delhi.

Earlier the institute prepared a comprehensive paper entitled "Edu-
cational Development : A Status Report and Policy Issues" and also
scrutinise analysis of the Education System as an input in the Ministry's
paper on "Challenge of Education : A Long Term Perspective".
At the request of Ministry of Human Resource Development (De-
partment of Education), the Institute undertook the content analysis of a
large number of letters received by the Ministry of Human Resource Deve-
lopment (Department of Education) and by the Ministry of Information
and Broadcasting on Education Minister's participation in Janvani
Programme. Press Cuttings and Organisational Memoranda to discern
people's opinion on the Education System as background material for for-
mulation of the New Education Policy.
National Commission The National Commissions on Teachers-I & II were set up in February,
on Teachers 1983 to advise the Government on various aspects relevant to the teaching
Community at the school stage and at the higher education level respectively.
The two Commissions submitted their final reports to the Government on
26th March, 1985.
An Empowered Committee to examine the recommendations of the
National Commission on Teachers I & II has been set up.
Vigilance Activities Sustained efforts were made to tone up the administration and to en-
force discipline amongst staff of the Department, both at Headquarters and
in subordinate offices. Of the 6 cases pending as on 31-12-1984 and 4
cases initiated during 1985, disciplinary proceedings against four erring
officials. were concluded and appropriate orders were passed in each case.
Three cases are in the advanced stage of finalisation.
All complaints received in the Grievances Redressal Cell were promptly
attended to and appropriate action taken.
Although only nominal public dealings are involved at the Headquarters
of the Department, vulnerable sectors were identified and precautionary pre-
ventive measures were taken. Members of staff working in these sectors
were shifted, where necessary.
Of the 45 autonomous organisations under the administrative control of
the Ministry, 31 have accepted the jurisdiction of the Central Vigilance Com-
mission. Four of these organisations have also appointed Chief Vigilance
Officers. Others are being pursuaded to appoint Chief Vigilance Officers.
To enforce discipline and punctuality, 11 surprise checks were organised.
Observance of orders A special cell exists in the Department of Education to watch the interest
regarding representation of members of Scheduled Castes and Scheduled Tribes for appointments in
in Posts and Services for the Government. The Director of Administration in the Department of Edu-
Scheduled Castes cation acts as. Liaison Officer to watch the interests of Scheduled Castes and
and Scheduled Tribes Scheduled Tribes. Strict compliance with reservation orders and instructions
issued by the Government from time to time for Scheduled Castes/Scheduled
Tribes in respect of recruitment, promotion and confirmation in the services
under the Central Government was ensured.
Rosters were inspected regularly. Prescribed Returns and Statements
regarding representation of Scheduled Castes/Scheduled Tribes were sent to
the Department of personnel and Training and Commissioner of Scheduled
Castes and Scheduled Tribes regularly.
All Heads of Subordinate Offices under the Department have been request-
ed to nominate their senior officers as Liaison Officer and also to maintain
proper Rosters for reservation.
Students/Information Under the External Scholarships Division, the Students/Information Ser-
Service Unit vice Unit Collects, compiles and disseminates information on higher educa-
tion in India and abroad for the benefit of the students and attends to their
enquiries made either across the table or through correspondence. A re-
ference library comprising syllabi, prospectuses, handbooks and annual

reports etc. is also maintained for their benefit. During the period of the
report 30 information leaflets on different aspects of education were com-
piled/revised for the convenience of scholars. Besides, the Unit attended
to over 4980 enquiries pertaining to facilities for higher/technical education
in India and abroad either orally or through correspondence. About 4600
persons visited the library to consult the calendars/handbooks/prospectuses
and other material on courses offered by Indian/Foreign Universities.
About 1000 additions were made during the year to the Reference Library
of the Unit.
Authentication of educational documents of persons going abroad for
purposes of employment or higher education is also attended to, in the
student Information Service Unit. 3724 documents were authenticated
during the period under report.
Requests for procurement of original specimens of educational certifi-
cates from Pakistan and Bangladesh were taken with our missions in those
countries.

Provision for General Education, other revenue expenditure of the Department
including provisions for grants in aid to States/Union Territories on Central/Centrally
sponsored schemes (Plan) and also provision for loans for Central/Centrally sponsored

1. A number of steps were taken during the year under review to ensure
Progressive use of Hindi effective implementation of the provisions of the Official Languages Act
and Official Language Rules as also the items included in the Annual Pro-
gramme, 1985-86 issued by the Deptt. of Official Language. The Progress
achieved in this regard was reviewed in the meetings of the Official Langu-
age Implementation Committee.
2. After the reorganisation of the Ministry, action was intiated for the
reconstitution of the Hindi Salakhar Samiti for the Ministry of Human Re-
source Development to advise the Ministry on matters relating to the pro-
gressive use of Hindi for Official purposes and related issues.
3. Under the Hindi Teaching Scheme, 15 persons were nominated for
training in Hindi, 19 persons were nominated for training in Hindi Type-
writing and 5 persons were nominated for training in Hindi Stenography.
4. Financial incentives are given to the successful official as approved
tinder the Scheme.
5. Hindi Workshop/Lectures were organised for Hindi Knowing, Offi-
cers/employees for imparting training in Hindi noting and drafting to enable
them in doing their official work in Hindi.

6. For facilitating the use of Hindi in transacting official work, reference
and help literature was prepared and made available to the officers/em-
ployees of the Department and also to the Attached/Subordinate Offices and
Autonomous Organisations under the Department.
7. Periodicals and magazines in the Department are being continued to
be published in Hindi as well ass in English.
8. Officers in the Department carried out inspections of the Attached/
Subordinate Offices and Autonomous Organisations. under the Department
to ensure compliance of various statutory and administrative requirements
of the Official Language Policy.
9. Official Language Implementation Committees comprising Officers,
representing various Divisions constituted to review the progress made in
the use of Hindi in Official work continued to function in the Department
as well as in Attached/Subordinate Offices and Autonomous Organisations.
These Committees met at regular intervals to review the progress of the
implementation of the various statutory and administrative requirements of
the Official Language Policy.
10. During the year under review the First Sub-Committee of the Com-
mittee of Parliament on Official Languages inspected the Department of
Education and Offices under the Ministry, namely Educational Consultants
India Ltd., Commission for Scientific and Technical Terminology, Central
Hindi Directorate, Kendriya Vidyalaya Sangathan, etc.
Publication Unit The Publication Unit brought out 38 publications in English, including
8 bilingual (English and Hindi titles) and the two quarterly journals "The
Education Quarterly" and the 'Indian Education Abstracts' during 1985-86.
The Education Quarterly journal entered its 37th year of publication. A
monthly resume "Educational and Cultural Developments at the Centre and
in the States" with restricted circulation is brought out every month both in
English and Hindi.
The Hindi Publication Unit brought out during this period 36 titles in-
cluding the two quarterly journals "Shiksha Vivechan" and "Sanskriti".
Besides, it also brings out Hindi version of the quarterly 'Unesco Newsletter'.
