Organisational Structure

3.1.1 The Department of Education, one of the constituents of the Ministry of Human Resource Development, is under the charge of Minister of State under the overall charge of Minister for Human Resource Development. The Secretariat of the Department is headed by the Secretary who is assisted by an Additional Secretary and

Educational Adviser (Technical). The Department is organised into Bureaux, Divisions, Desks,, Sections and Units. Each Bureau is under the charge of a joint Secretary/joint Educational Adviser assisted by Divisional. Heads The set-up of the Department is shown in the Organisation chart appended to the report.

Subordinate Offices/ Autonomous Organisations

3.1.2. Over the years,a number of subordinate offices and organisations have come up under the Department. For co-ordination and determination of standards in higher education, the University Grants Commission was set up in 1956 by an Act of Parliament. Besides, a number of organisations have been set up to discharge specific responsibilities. Among them is the National Council of Educational Research and Training which strives to promote qualitative aspects of school education throughout the country. The other important organisations are :

- Navodaya Vidyalaya Samiti, New Delhi.

- Central Board of Secondary Education, New Delhi.

- Central Institute of Indian Languages, Mysore.

- Kendriya Hindi Sansthan, Agra.

- Central Institute of English and Foreign Languages, Hyderabad.

- Central Hindi Directorate, New Delhi.

- Commission for Scientific & Technical Terminology, New Delhi.

- Rashtriya Sanskrit Sansthan, New Delhi.

- National Book Trust, New Delhi.

- Indira Gandhi National Open University, New Delhi.

In the field of Technical Education, there are : Indian Institute of Science, Bangalore; Indian School of Mines, Dhanbad; National Institute of Training in Industrial Engineering, Bombay; National Institute of Foundry and Forge Technology, Ranchi; School of Planning and Architecture, New Delhi; Administrative Staff College of India, Hyderabad; four Indian institutes of Management located at Ahmedabad, Bangalore, Calcutta and Lucknow; four Technical Teachers' Training Institutes located at Bhopal, Calcutta, Chandigarh and Madras; five Indian Institutes of Technology located at Bombay, Delhi, Kanpur, Khadagpur and Madras and seventeen Regional Engineering Colleges, spread all over the country.

Functions

3.2.0 Important functions of the Department of Education are : to evolve educational policy in all aspects and to coordinate and determine the standards of higher education and technical education; to administer Copyright Act; to improve the quality of text-books; to administer scholarships and other schemes; to coordinate programmes of assistance and other activities with the UNESCO; to develop and coordinate research in social sciences; to foster and encourage studies and research in Sanskrit and other classical languages; to develop activities in the field of non-formal education; and to promote adult education.

Vigilance Activities

3.3.1 Disciplinary proceedings against two officials (including one gazetted officer) were initiated during the year. Besides, disciplinary proceedings against three gazetted officers (two of whom belonging to Subordinate Offices) and one non-gazetted official initiated earlier were in progress.

3.3.2 Of the 48 autonomous organisations/ public sector undertaking linked with the Department of Education, 39 have so far accepted Central Vigilance Commission's advisory jurisdication. Chief Vigilance officers are in position in 18 organisations while the question of appointment of Chief Vigilance Officers is being pursued with the remaining organisations. A conference of Chief Vigilance Officers/ Officers handling vigilance work in the autonomous organisa- tions linked with the Department of Education which have accepted jurisdiction of Central Vigilance Commission, was held on 24th October, 1988 wherein the need for effective implementation of the Action Plan on anti-corruption measures as drawn up by the Department of Personnel and Training was stressed.

3.3.3 Emphasis continued to be laid on the observance of discipline and punctuality.

Progressive use of Hindi in Official Business Transaction

3.4.1 In the very beginning of the year under report, the Annual Programme for the implementation of the Official Language Policy of the Government, for the year 1988-89, received from the Department of Official Language (Ministry of Home Affairs) was circulated in this Department, its subordinate offices and autonomous organisations With the request that all-out efforts must be made to achieve the target fixed therein as also for the review of the progress regularly in the meetings of the Departmental Official Language Implementation Committees (O.L.I.C.).

3.4.2 The position of compliance with the Official Language Act and the rules, regulations and administrative orders framed thereunder in 82 Sections of the Department, its 9 subordinate offices and 70 autonomous organisations was watched through quarterly progress reports on the progressive use of Hindi. These reports were regularly obtained from them, reviewed in the Department and shortfalls located therein were brought to the notice of the concerned offices.

3.4.3. For all the 5 Departments of the Ministry of Human Resource Development there had been only one Hindi Salahakar Samiti. A separate Hindi Salahakar Samiti for the Deptt. of Education has since been constituted in accordance with the instructions from the Dept. of Official Language.

3.4.4 There is one Departmental O.L.I.C. in this Department. It held three meetings during the year under report. The Department of Education being a very big Department, all the Divisional Heads have been requested to constitute a separate Divisional O.L.I.C. for their respective Division to carry the awareness of the O.L. Rules upto the sectional level as also to identify the difficulties in the use of Hindi and to find their solutions. Accordingly, most of the Divisions have constituted their Divisional O.L.I.Cs. and their meetings are also being held. The remaining Divisions have been requested to expedite the setting-up of their Divisional O.L.I.Cs.

3.4.5 Two Hindi-Workshops were ogranised to promote the use of Hindi in noting and drafting and to remove the hestitation of employees in this regard. Besides, Consolidated Administrative glossaries, list of phrases in common use were also circulated to all the Sections/Officers.

3.4.6 The Parliamentary Committee on Official Language took oral evidence of the Education Secretary on 17.9.88 and its 1st Sub- Committee inspected this Department on 13.1.89 with a view to review the position of use of Hindi in the Department.

3.4.7 Thirty seven employees were nominated for various courses under the Hindi Teaching Scheme of the Deptt. of Official Language. Two clerks were nominated for Hindi Typing and six Stenographers for Hindi-Stenography.

3.4.8 An Inspection Team has been constituted in this Department to assess the position of compliance with of the Official Language Rules and identify the

difficulties in the use of Hindi. This team inspected 11 offices. The reports submitted by the Inspection Team were discussed by the Senior Officers with the concerned Departmental Heads and the difficulties in this regard solved.

3.4.9 Hindi Week was celebrated in this Department from 14th to 20th September, 1988. On this occasion a Message from' H.R.M., an Appeal from M.O.S. (E&C) and Instructions from-Education Secretary were issued.

3.4.10 During the year under report the Department notified 9 Offices under Rule 10(4) of the O.L. Rules, 1976. Decision has also been taken to specify 45 subjects in this Department under Rules 8 (4) of the O.L. Rules 1976 for this purpose.

Publication

3.5.1 The Publication Unit brought out 45 publications in English including bilingual (English and Hindi titles) and one quarterly journal "The Education Quarterly" during 1988-89. The Education Quarterly journal entered its 40th year of publication. A monthly resume "Educational Developments at the Centre and in the States" with restricted circulation is brought out every month both in English and Hindi. Besides, the Unit brought out the INC Newsletter.

3.5.2 The Hindi Publication Unit brought out during this period 15 titles including two quarterly journals "Shiksha Vivechan" and "Sanskriti". Besides, it also brings out Hindi version of the "Unesco Newsletter".
