EDUCATION IN UNION TERRITORIES

9.0.0 Education in the Union Territories continues to be a special responsibility of the Central Government. An account of the education activities undertaken during the year in respect of each of the Union Territories is given in this Chapter.

Andaman and Nicobar Islands

9.1.1 The Directorate of Education in this Union Territory is headed by a Director of Education. assisted by Assistant Directors and other officers.

9.1.2 During the year, 4 Middle Schools were upgraded to the status of Secondary Schools and 3 Secondary Schools were upgraded to Senior Secondary Schools. UT Administration also proposes to open 4 new primary schools and upgrade 5 primary schools to the middle school level.

Incentive Scheme

9.1.3 UT Administration has continued various incentive schemes for promotion of education in the Union Territory. Financial concessions in the form of mid-day-meals, uniforms, travel concessions, text books were given to the students.

9.1.4 To meet the additional requirement of teachers at elementary and secondary stage, post of 4 Headmasters, 40 Primary School Teachers, 60 Trained Graduate Teachers and 30 Post-Graduate Teachers were created.

Revision of Scholarship rates

9.1.5 UT Administration had been implemening the scheme of scholarships to the students studying outside Andaman and Nicobar Islands. Under the scheme scholarships are provided for pursuing various courses such as BA, MA, Degree in Medicine, Engineering, Fisheries, Forestry, Library, B.Ed.,Ph.D. and various Certificate Courses: Scholarship rates were last revised during 1983-84. The Administration had taken up the proposal with the Ministry for revision of the rates. The Ministry has substantially enhanced the existing scholarship rates for the students of Andaman & Nicobar Islands for pursuing above-mentioned Courses/Studies, which will benefit a large number of students

Training Institutes

9.1.6 Under the Teacher's Training Programme, B.Ed. and J.B.T. courses were continued. The number of students enrolled in B.Ed. and J.B.T is 80 and 128 respectively.

Chandigarh

9.2.1 There are 332 schools in the Union Territory of Chandigarh covering children from Pre-Primary to Senior Secondary stage. These schools cater to the educational needs of more than 1 lakh students at the elementary stage and about 24,000 at the secondary stage.

Scholarships

9.2.2 Various incentives/scholarships are given to SC/ST and economically weaker sections of students. The details of the incentives given during the period under report are as shown below:

Elementary Education

9.2.3 UT Administration has been promoting elementary education in the age group of 6-14. Two new schools have been opened during 1988-89 and 4 schools have been upgraded due to additional enrolment of over 5500 children in the age group of 6-14.

Non-formal Education

9.2.4 At present, 100 centres are being run by the UT Administration in which the enrolment is about 2300. These centres also function as nurseries for the drop-outs. Ten reading 'rooms are being run for the welfare of this section of the society.

Vocational Education

9.2.5 Facilities for vocational education have been provided in 9 Senior Secondary Schools of the UT Administration where various trades like Stenography and Secretarial Practice, Garments Technology, Electronics, Dress Designing etc. are taught. The Administration has already started teaching. General Insurance in their schools.

Adult Education

9.2.6 Under various Adult Education programmes like Rural Functional Literacy Programme and State Adult Education Programme 6,700 learners have been covered. Fifteen Jana Shikshan Nilayams have' been opened. Female Literacy House was inaugurated on 8.9.1988. This building has been constructed with the award money received from Govt. of India for promotion of female literacy.

Sports

9.2.7 Sports and Games are a regular feature of the schools in Chandigarh. To encourage participation in sports, the UT Administration organises regular tournaments and competitions. The students of the UT Administration participated in National School Games, Jawaharlal Nehru Jr. Hockey Tournament and Subroto Mukherjee Football Tournament, etc.

State Institute of Education

9.2.8 The Institute provides for qualitative improvment in school education through inservice courses, and orientation and research programmes. A Regional Institute of English has been set up to organise in-service Courses for teachers to bring about qualitative improvement in the teaching of English. Forty teachers were given orientation training during the year.

Higher Education

9.2.9 On the Higher education side, the Administration is providing education upto degree level in Arts, Science and Commerce disciplines. The colleges also provide Post-graduate courses in Music for girls. On the professional side, there are two colleges - one Govt. College of Education, and the other Govt. Home Science College.

9.2.10 The former trains graduates for the degree of Bachelor of Education, and the latter imparts education in Home Science upto degree level and for post-graduate level in various disciplines of Home Science.

9.2.11 Besides, there are seven privately managed/ aided Colleges. Administration pays 95% grant-in-aid on the revenue deficit to these privately managed aided colleges.

Dadra and Nagar Haveli

9.3.1 There are 161 Primary and 8 Secondary and Senior Secondary Schools in the Union Territory, catering to the educational needs of about 18,000 students at Primary level and about 3500 students at Secondary/Senior Secondary level.

Incentive Scheme for SC/ST

9.3.2 The Administration is continuing various incentive schemes to attract SC/ST students, such as, providing free education, teaching- aid-equipment, mid-day meal, uniforms and shoes etc.

Adult Education

9.3.3 The UT Administration is running 100 centres under the Rural Functional Literacy Programme and 50 centres under State Adult Education Programme covering 3000/1500 learners respectively.

Physical Education/Sports

9.3.4 Bharat Scouts and Guides programme has. been organised. About 300 students participated in the National Cadet Corps during the year. One teacher received National Award from the President of India.

Miscellaneous

9.3.5 Computer Literacy study has been introduced in the Union Territory and extended to four schools and more students were enrolled in the said Project. To attract the tribals in studies and promote Tribal

dialects, the bilingual text books project was started in two languages namely "Dawarvarli" and "Dungar Varly" in four schools.

Daman and Diu

Educational Facilities in Union Territory

9.4.1 The Union Territory of Daman and Diu came into existence on 30th May, 1987 after delinking from the erstwhile Union Territory of Goa, Daman and Diu. This Union Territory comprises two Districts viz. Daman and Diu situated on the Western Coast. Education is provided to the students within a distance of 1 Km, During 1988-89, UT Administra- tion has decided to open 4 new Primary Schools, two each in both the Districts. Besides these, four schools have been upgraded during the year.

Mass Orientation for School Teachers

9.4.2 Under the programme 147 Primary School Teachers and 84 Secondary Teachers have been trained Five camps were organised by the State Institute of Education, Goa and the Department of Education, Daman. UT Administration proposes to organise 4 more orientation camps during the academic year in which 100 Primary/Secondary Teachers will be covered.

Navodaya Vidyalaya

9.4.3 Two Navodaya Vidyalayas one each for Daman and Diu, have been sanctioned by the Central Government. One Navodya Vidyalaya has already started functioning with 100 students. Teaching and ministerial staff have been appointed. Construction of the new building for the two Vidyalayas is in progress.

Vocational Education

9.4.4 The Administration has started typing and tailoring classes in three schools of Rural areas in which 100 students from backward classes are taking advantage.

Technical Education

9.4.5 Two Technical High Schools and two ITIs are running in the Union Territory. Government of India has also approved starting of a Government Polytechnic College to be commenced shortly.

Adult Education

9.4.6. Thirty six centres are running at present in UT under the scheme of National Adult Education Programme. One Jana Shikshan Nilavam has been established in Daman District.

Scholarships Scheme

9.4.7 The UT Administration is continuing all scholarships/stipends schemes, such as development, of girls education, book grant, national scholarship, stipend to the handicapped students, post matric scholarship to SC/ST students.

Tribal Sub-Plan

9.4.8 Under this scheme, UT Administration provides text books, uniforms and stationery etc. to the Scheduled Tribe students from Class I to X. An amount of Rs. 25/- per month for each Tribal girl student is also paid for promoting attendance in schools.

Delhi

9.5.1 Special emphasis has been laid by Delhi Administration on helping the students including those belonging to SC/ST. For academic improvement of SC/ST students, a number of scholarships are given to them and remedial teaching & coaching facilities are extended to them.

Educational Facilities

9.5.3 During the academic year 1988-89, Delhi Administration opened 9 Middle Schools, upgraded 6 Middle Schools to Secondary Schools and 15 secondary schools to Senior Secondary Schools. Three Middle Schools, 2 Secondary Schools and 3 Senior Secondary Schools were also bifurcated during the year.

9.5.4 With a view to encourage girls' education in villages, about 4000 girl students residing in villages

and studying in Government Girls schools are transported to schools and back home daily on working days free of charge. During 1988-89, Directorate of Education has a budget of Rs. 7 lakhs under this scheme for convenience of rural girl students of Delhi.

Adult Education

9.5.5 Education Department of Delhi Administration is running 12 adult evening schools for the benefit of those adults who could not complete their regular education due to domestic, social and economic reasons. At present, 6000 adult learners are enrolled in these schools.

Non-Formal Education

9.5.6 The Deptt. of Education is running 74 Nonformal Education centres for those children who are not able to avail of formal education' facilities. The number of beneficiaries at these centres during the last 5 years has been 10,234.

State Institute of Education

9.5.7 The State Institute of Education of UT Administration has assumed greater importance. It organises seminars & courses for the benefit of subject, teachers. The Institute also looks after orientation of 30,000 teachers. It has a UNESCO Aided Project for Primary Teacher Education Evaluation. 'Dilli Shiksha', a journal of Education is published quarterly by the SIE.

Sports Activities

9.5.8 Delhi Admn. has a stadium called' Chattarsaal Stadium' which looks after atheistic and sports activities of Department of Education. The Administration has also 10 swimming pools. The Sports Department arranges coaching camps, and prepares boys and girls for National Camps.

Science Education

9.5.9 The Science Branch of Delhi Admn. (Directorate of Education) continued its activities like National Talent Search and other science activities to promote scientific temper. It also organised workshops, study circle meetings, students' study camps for teachers and principals all over Delhi.

Patrachar Vidyalaya

9.5.10 Delhi Admn. has a Patrachar Vidyalaya, which arranges for the education of the students and also guides them for appearing in the secondary schools examination and senior school examination. Laboratory facilities for science students at secondary and senior secondary level are also made available to the students throughout the year specially during the breaks. Patrachar Vidyalaya is serving the educational needs of nearly 22,000 students.

9.5.11 Delhi Admn. gives grant-in 7 aid to Municipal Corporation of Delhi, NDMC, Delhi Cantt. Board, Sahitya Kala Parishad and Cultural organisation, besides assisting Punjabi, Sanskrit and Urdu academies to promote languages and literature. These Academies have been established with a view to promote and develop Punjabi, Urdu land Sanskrit in the Union Territory of Delhi.

Lakshadweep

9.6.1 The Union Territory of Lakshadweep is a centrally administered area, the Administrator being the head of all Departments of the Administration. For Education Department, Director of Education is the controlling officer, who is assisted by various educational officers and other staff. Lakshadweep consists of ten inhabited islands.

Educational Facilities

9.6.2 There are 54 Educational Institutions functioning in this Union Territory as detailed below:

9.6.3 Nursery schools are functioning in nine islands except Bitra. The enrolment of students during the year 1988-89 is 14,523. Necessary equipment for teaching and games have been provided in all schools. There are four hostels, two each for boys and girls. All students seeking admission are accommodated. One Navodaya Vidyalaya started functioning at Minicoy.

Adult Education

9.6.4 UT Administration is continuing various Adult Education programmes. National Literacy Mission Campaign was inaugurated in the Union Territory in May, 1988. A Literacy Mission Authority has been constituted to speed up the work of eradication of illiteracy and different islands have been divided

among three agencies namely Department of Education, Nav Yuvak Kendra and LSSWA Board.

Sports

9.6.5 The UT Administration has taken various steps to promote sports and physical education in the Territory. During the year, the UT Administration filled up posts of sports boys and swimming instructors. A contingent of 4 NCC junior Division cadets was deputed to Cochin for participation in the Republic Day parade selection camp and preparatory camps. The students of the UT Administration also participated in the National Sports Talent (Atheletics) at Bangalore.

Revision of Scholarship Rates

9.6.6 The UT Administration has been implementing a scheme of Scholarships for pursuing Matric, Post Matric, Graduate, Post Graduate courses in various disciplines. The scholarship rates have been enhanced substantially which will benefit a large number of students.

Vocational Education

educational improvement, which emphasised the importance of vocational education in the Territory. The UT Administration proposed introduction of vocational courses based on fisheries technology and coir processing in their Secondary schools. The Union Territory approached the Ministry for creation of various posts for introduction of vocational courses. Accordingly the Department of Education has approved the creation of the following posts.

9.6.8 The introduction of vocational courses from Class VIII in the UT Administration schools required approval of and recognition by the Kerala Board of Secondary Education because the schools in the Union Territory are affiliated to the Kerala Board of Secondary Education. This has been granted.

Training Programmes

9.6.9 A training programme for Headmasters and officers of the Education Department and Members of the Parent Teachers Association was conducted at Kavaratti. Eminent educationists from NIEPA and Indira Gandhi National Open University participated' in the training programme. In all 52 person; participated in the programme. An orientation course for teachers on the New Education Policy, 1986 was conducted under the National Scheme of Mass Orientation in which 80 teachers participated. A training course in using science kits was also conducted in which 20 teachers participated. Six teachers from various islands also attended a six week training course in New Delhi.

Strengthening of the Educational System

9.6.10 As a Follow-up of the measures suggested by NIEPA for further improvement of the education system, the UT Administration has proposed creation of posts for Vocational Education, General Administrative set up, Academic set up, Secondary Education and Primary Education, etc. The Department of Education has sanctioned 20 posts for Vocational Education, and 24 posts for General Administration, Academic set up, Procurement Cell, etc.

Co-curricular Activities

9.6.11 Teachers Day was celebrated with enthusiasm. Children's Day was also celebrated by the UT Administration in which public meetings were organised and variety programmes such as essay competition, painting competition, drawing and other cultural competitions, boat race and swimming competition were held.

Pondicherry

9.7.0 The UT Administration of Pondicherry continued to expand their educational activities and implement various schemes during the year. Some of the important activities undertaken during the year were :

Elementary Education

9.7.1 During the Sixth Plan period there had been a massive expansion in the Elementary Education Sector which resulted in achieving nearly 100% enrolment. During the Seventh Plan the emphasis, therefore, is to strengthen the qualitative aspect of the educational system by strengthening the schools with libraries, scientific equipment, furniture, buildings, audio visual aids and other infrastructural facilities. It is proposed to clear the entire backlog of land acquisition and building proposals as well as supply of furniture and implements etc, to these

schools. The backlog in appointment of teachers in the Elementary Education Sector is also proposed to be cleared. The Plan also aims at converting all single teacher schools into double /multiple teacher schools.

9.7.2 Under Elementary Education during 1988-89,1 Primary School 1 Middle School, 134 additional Classes, 15 Next Higher Standards have been opened. As per target under free supply of text books, stationery and uniforms, 57,300 Poor Children have been covered.

Science Education

9.7.3 To give a fillip to scientific curiosity among children, it is proposed to set up a Science Corner in each of the middle schools and strengthen the laboratories in the Senior Secondary Schools. Similarly to prepare the children to receive benefits of INSAT facility in the wake of setting up of a T. V. Centre at Pondicherry, it is proposed to supply T. V. sets to all the remaining Middle/Secondary/Senior Secondary Schools under Audio Visual Education.

Vocational Education

9.7.4 Vocationalisation of Secondary Education and study of vocational trades in the Middle and High Schools is proposed to be encouraged further with the appointment of qualified teachers and. supply of tools and raw materials. It is proposed to introduce atleast one vocational trade in each of the Senior Secondary Schools of the Union Territory.

Secondary Education

9.7.5 During 1988-89, 9 Middle Schools were upgraded into High Schools, and 2 Next Higher Standards have been opened. Additional Courses/ Vocational Courses, as proposed have been introduced in the existing senior Secondary Schools' Three -High Schools have been upgraded into Senior Secondary Schools.

Teachers' Education

9.7.6 Every year 500 teachers of various categories are given in- service and orientation training in various disciplines.

University Education

9.7.7 Under University Education it is proposed to help students of this Union Territory to fulfil their. aspirations of higher Education who otherwise are dependent on a few seats made available to them in the colleges of neighbouring States on reservation basis by introducing new courses in the six degree colleges. During 1988-89, two Under Graduate Courses, in Arts and Science have been introduced in the existing colleges and one more branch in LLM has been started.

Technical Education

9.7.8 Under Technical Education, during 1988-89, D.C.A. course has been started in Pondicherry Engineering College. The new courses 'viz. (1) Refrigeration and Air Conditioning in Automobile Engineering, (2) T.V. Engineering in Electronic Engineering, (3) Building Technology in Civil Engineering, (4) Fabrication and Designing, (5) Post Diploma Course in Computer Application and (6) Letter Press Printing have been introduced.

Women's Polytechnic

9.7.9 A women's Polytechnic at Pondicherry and Polytechnic for boys and girls at Karaikal have been set up, in fulfilment of long felt need of the people of the Union Territory. The UT Administration have also taken steps, to acquire the land for junior Technical School at Mahe.

Adult Education

9.7.10 The Education Department is the nodal 'department for the Implementation of National Adult Education Programme in Union Territory of Pondicherry. Under the Adult Education Programme every year two training programmes are conducted regularly' for supervisors and animators working under the National Adult Education Programme. During 1988-89,1500 illiterates will be covered under this programme.

Physical Education

9.7.11 During 1988-89, under Physical Education, all Physical Education Schemes are being continued. Scholarships to the outstanding sportsmen, N.C.C. cadets and Scouts and Guides are also being given. Construction of Sports Complex is being continued.

Other Programmes-Co-Curricular Activities

9.7.12 Bal Bhavans and Commune level mini Bal Bhavans have been strengthened. Activities like film shows, video programmes were organised in various schools. While endeavouring to maintain the pace of progress achieved during the previous plan period. UT Administration has taken steps to strengthen the gains already achieved and improve its quality during the ensuing years.
