SCHOLARSHIPS
10.0.0 The Department of Education administers a number of scholarship programmes for Indian students for further education including those offered by other Governments. The Department also provides scholarships to nationals of other countries on a bilateral basis or otherwise. The important schemes are mentioned below.
10.1.0 Under this scheme, which is implemented through the State Governments/Union Territory Administrations, scholarships are awarded for post-matric studies on merit-cum-means basis. During 1988- 89,33,000 scholarships were awarded. The rates of scholarships vary from Rs. 60/-p.m. to Rs. 120/p.m. for day scholars and Rs. 100/ -p.m. to Rs. 170/p.m. for hostellers, depending on the course of study. The income ceiling has been raised from Rs. 6000/ - to Rs.25,000/-p.a. after allowing some admissible rebates, with effect from 1.4.1988.
10.2.0 Under this scheme, 20,000 scholarships were awarded in 1988-89 to needy students to complete their education. The scholarships are awarded for post-matric studies on merit-cum-means basis. The scheme is being implemented through the State Governments/Union Territory Administrations.The amount of loan varies from Rs.720/- to Rs. 1720/- per year depending upon the course of study. The income ceiling has been raised from Rs. 6000/ - to Rs. 25,000/- per annum after allowing some admissible rebates, with affect 1.4.1988.
10.3.1 The scheme was started in 1987-88. The objective of the scheme is to upgrade the merit of SC/ST students by providing them extra coaching, both remedial and special with a view to removing their educational deficiencies in school subjects and facilitating their admission in professional courses where entry in based on competitive examination, The SC/ST students who are selected under the scheme are placed in good residential schools so that they receive better quality education, develop confidence and are in a position to interact with other students with better educational preparations. The scheme is being operated through State Governments/Union Territory Administrations.
10.3.2 The scheme has been started by providing for 1000 students (670 SCs & 330 STs) in 50 schools. Allocation of schools to different States is made on the basis of their illiterate population of SC/ST communities. Remedial coaching will start at Class IX level and continue till a student has completed Class-XII. The remedial coaching will be given to these students for a period of 4 years from Class-IX to XII 'while special coaching would be provided in classes XI and XII only. Under the scheme, there is no income ceiling.
10.4.0 The objective of the. scheme is to provide educational facilities to talented but poor students (age-group 11-12 years) for studying in good residential schools. Five hundred scholarships were awarded during 1988-89 to students, the income of whose parents did not exceed Rs.25,000/-p.a. on merit-cum-means basis. Fifty percent of these scholarships were awarded on the basis of All India merit and the remaining 50% were allocated to States/Union Territories according to their population, subject to fulfilment of minimum standards laid

down. Students belonging to Scheduled Castes and Scheduled Tribes were given, respectively, 15% And 7 1/2% of these scholarships. The scholarships are tenable for the entire period of secondary schooling, including the plus 2 stage of education in approved residential schools. Scholars are entitled to full amount of tuition fees, residential charges, cost of books and stationery, in addition to pocket money, uniform clothing allowance and excursion charges at the rates/ceiling decided by the Government. A travel grant is also admissible to the scholars and their escorts according to the rates prescribed for the purpose.
10.5.0 The object of the scheme, which was started in 1955-56, is to encourage study of Hindi in non-Hindi speaking States/Union Territories and to make available to the Governments of these States/Union Territories suitable personnel to man teaching and other posts where knowledge of Hindi is essential. Two thousand five hundred scholarships were allocated to various non-Hindi speaking States/Union Territory Administrations during 1988-89. The rates of scholarships vary from Rs. 50/ to Rs. 125/ - per month, depending upon the course of study and the States/Union Territories in which study of Hindi is pursued. The scheme has been got evaluated from the Central Institute of Hindi, Agra. The committee has inter-alia suggested enhancement in the number and rates of scholarships. The recommendations are under examination.
10.6.0 Twenty scholarships are awarded every year under this scheme. In 1988-89, 20 scholars were selected for this award.
10.7.0 The number of scholarships awarded every year are 38000. The break-up of 38,000 scholarships allocated for 1988-89 is given below:-

10.8.1 For promotion of goodwill and friendly relations, 180 scholarships are offered every year to the nationals of selected African, Asian and other Developing countries for undergraduate and postgraduate studies in India, particularly, in courses for which facilities are lacking in their own countries. Students are given scholarships on the basis of their Government's recommendations.
10.8.2 The value of scholarships Rs.750/-p.m.for undergraduate courses and Rs.900/-p.m. for postgraduate courses. Besides, the students are paid for medical expenses and study tours. They are also paid an annual contingency Allowance of Rs. 1500 to Rs. 2 500 depending, on the course of study.
10.9.1 Under this scheme, 1 10 scholarships are offered every year to the nationals of Bangladesh for higher studies in India. These include 10 scholarships for Sanskrit and Pali studies. Selection for scholarships is made by the Government of Bangladesh in consultation with the Indian High Commission in Dhaka.
10.9.2 The value of scholarship is Rs.750/-p.m.for\ under-graduate courses and Rs.900/-p.m. for Postgraduate courses. In addition, the students are paid Rs. 1500/- to Rs. 2500/-p.a. as annual contingency allowance. The expenditure on medical treatment and study tours is also reimbursed. The scholarship also covers cost of air fare (Dhaka to Calcutta) and 1st class rail fare (Calcutta to place of study in India) and for journey back home after completion of studies.- The scheme is financed by the Ministry of External Affairs.

10.10.1 From the academic session 1988-89, the number of awards to the nationals of Sri Lanka, Maldives, Angola for higher studies in India has been increased on the recommendation of the Ministry of External Affairs. The number of scholarships offered to these countries during 1988-89 are as under:-

10.10.2 The terms and conditions of the scholarships are same as under General Cultural Scholarships Scheme. These scholarships are financed by the Ministry of External Affairs from the budget of that Ministry.
10.11.1 Fifty scholars have been selected for award of scholarships in 1988-89 for study abroad. These scholarships are awarded for graduate study in printing technology, post-graduate studies in naval architecture and paper technology and doctoral and post-doctoral studies in humanities, sciences and technology. Only those candidates whose parental income from all sources, excluding usual standard rebates, is Rs. 1000/-p.m. (pre-revised) or less are eligible for these scholarships after taking into account the pre-revised scales.
10.11.2 The use of computer for management and administrative functions of the National/External Scholarships. Division was introduced for the first time in 1987-88 and was continued in 1988-89.
10.12.0 The External Scholarships Division tinder the Department of Education operates a number of programmes under which scholarships are given to Indian Students/Citizens for higher studies abroad. These awards are made available every year by various foreign Governments and agencies. Actual utilisation of these scholarships upto 30.11.88 by this Ministry countrywise is: Norway-6, Poland-1, GDR-5, Mongo. lia-1, Bulgaria-4, Yugoslavia-1, France-2 FRG-8 Ireland-8, Japan-9; Denmark-3, Turkey-3, USA-3, USSR-18, Thailand-4, Spain-4, Austria-1, Czechoslavakia-2, Netherland-3, ltaly-28, Australia-5, , Trinidad-1, New Zealand-1, Belgium-2, Greece-2. Foreign & Commonwealth Scholarships (FCO) and Awards Scheme, U.K.
10.13.0 Under this Scheme, 9 candidates have been sent to U.K.
10.14.0 Under these schemes, 60 candidates have been sent abroad.
10.15.0 Under this scheme, during the year 1988-89, no candidate was sent abroad.
10.16.0 Under this Scheme, 7 candidates have been sent aborad.
10.17.0 Under this programme, 3 Senior Educationists-
1. Dr. Lain Cooper Tayler (Canada);
2. Mr. Joseph Kuthemba Mwale (Malwi);
3. Mr. Akiiki Bombera Mujaju (Uganda) have been selected for visitorship during 1988-89.
10.18.0 Under this Programme more than 150 Scientists, Academicians & medical specialists benefited for mutual application of important developments in their areas of speciality.
10.19.0 During the year under report, India offered more than 300 Scholarships to the various countries for studies in different fields as per Bilateral Cultural Exchange Programme. The countries are: Senegal, France, Federal Republic of Germany, USSR, Philippines, Belgium, Maxico, Afghanistan, Greece, Somalia, Italy, Yugaslavia, Syria, People's Democratic Republic of Yaman, Hungary, Vietnam, Bulgaria, Tunisia, Portugal, Malaysia, Sri Lanka, Baharain, Burma, Iran, Kenya, Democratic People's Republic of Korea, Mauritius, Japan, Algeria, Australia, United Arab Emirates, Sudan, Ethiopia, Jordan. Against this offer, 260 nominations were received and placements of 185 scholars were arranged. Uptil January, 1989 110 scholars have joined various institutions in India.

10.20.0 Under this programme, 75 Scholarships are offered by the B2Government of India to Commonwealth countries for their nationals for postgraduate/research studies in India. Against this offer, 70 nominations were received and upto January, 1989, 20 students joined their institutions.
10.21.0 Offer of one scholarship has been made under this programme for an African student.
10.22.0 Offer of one/two fellowships has been made under this programme for the nationals of United Kingdom.,
10.23.0 Under TCS of the Colombo Plan, assistance is offered for placement of scholars coming from Colombo Plan countries namely; Afghanistan, Bhutan, Iran, Indonesia, Malaysia, Maldives, Nepal,Philippines, Sri Lanka. Nominations of about 100 scholars under this programme are received from the Ministry of Finance (Deptt. of Economic Affairs) who are the nodal Ministry for this programme. Those scholars who find placement in Indian institutions are also awarded scholarships. During the year under report, 75 scholars have been awarded scholarships under this programme.
10.24.0 Under this schemes, 10 Bursaries have been offered to the nationals of Commonwealth countries in Asia, Africa and Latin America for training of craft instructors in various trades in different institutions under the control of Director-General, Employment and Training. Two scholarships have been utilized under this programme upto January, 1989.
10.25.0 Under this programme, instituted from the year 1988-89, one scholarship is awarded to a deserving South African student of Indian origin for studies in India.
