Central Advisory Board of Education (CABE)

15.1.1 The Central Advisory Board of Education (CABE) consisting of Education Ministers from States, Administrators, educationists and academics continued to be the national level body, providing vital inputs for the management of education policy by reviewing trends in the education sector, analysing implementation of programmes and advising on policy prescriptions.

15.1.2 The Board functioned through ten committees, constituted with mandate for concentrating in the following areas :

- Elementary Education (including Operation Blackboard)

- Content & Process of education, particularly at the school stage.

- Transfer of teachers.

- Housing facilities for women teachers.

- Common School System.

- Vocationalisation of Education.

- Development of languages and language teaching.

-Scheduled castes/Scheduled tribes and other educationally deprived groups.

-Management of education.

-Resources for education.

15.1.3 Presented in the following table below are particulars of the meetings of the CABE and its committees and their principal recommendations:

CABE Committee on 29.7.1988 - Setting up two adhoc groups to go into the Vocationalisation question of formulation of appropriate vocational courses for rural areas and for girls/women. - Reviewed the progress of implementation of the scheme and observed that not much action had been taken by the States: suggested that the matter should be taken up with the States strongly. 6. CABE Committee on 25.8.1988 - Reviewed in detail the various schemes Scheduled Castes/ meant for the development of educationally Scheduled Tribes and deprived groups and made significant other educationally suggestions. The important items discussed deprived groups included monitoring proforma to monitor major programmes for educational development of Scheduled Castes and Scheduled Tribes.

CABE Sub-Committee 21.7.1988 - The scope of the committees work to be restricted on Housing to elementary school teachers, with special Facilities for attention to the problem of primary school teachers Women Teachers - A multi-pronged approach envisaged for dealing with the problem comprising inter-alia, the following:- a) For the rural areas, a cluster approach i.e. construction of a cluster of houses for women employees at a central place, say, Panchayat headquarters favoured. b) In urban areas, Working Women's Hostels, preferable with a few apartments, to provide the most cost effective answer. c) Teachers to be encouraged to construct own houses. d) Ways to be found for providing cheap houses e) Voluntary agencies associated with CAPART to be utilised to construct some of the clusters.

15.2.0 Conferences of State Education Secretaries and Directors were held too as a means of managing education. Particulars of these conferences held during the year are furnished below:

Educational Statistics

15.3.1 In order to facilitate meaningful management of education, "educational statistics" was given special attention. The standing committee on " educational statistics" met on 19.12.88 (thirteenth meeting) and reviewed the progress of work undertaken by the Statistics Unit of the Department of Education.

15.3.2 The officers of the Department of Education participated in the Data Users' Conference (1981 census) organized by the Registrar General of India in April 1988.

15.3.3 The Department of Education further deputed its officers as resource personnel for training programmes on educational statistics organized by the Government of Orissa.

15.3.4 A working Group set up by the Department finalised the modalities of the Central Plan Scheme on "Computerisation of Educational Statistics in States/UTs" - for application in the educationally backward states.

Computerised Management Information System (CMIS)

15.4.1 Progress was also made in developing a Computerised Management Information System (CMIS).

15.4.2 In this context, the National Informatics Centre installed eight micro computers and one computer of advanced technology having large storage capacity, with 16 terminals.

15.5.0 The National Institute of Educational Planning and Administration (NIEPA), set up by Govt. of India as an autonomous organisation continued to undertake the following activities:

- Training and Orientation of Senior educational administrators.

- Research in progress of Educational planning and administration (two research studies completed and eleven in progress).

- Extension services and consultancy services for States and other organizations.

- Seminars, workshops and conferences on matters relevant to educational planning and administration (Forty-nine training programmes/seminars/workshops con- ducted upto end of November 1988 and sixteen training programmes scheduled upto 31.3.1989).

- Provision of training and research facilities to other countries and to international organizations, UNESCO, UNDP, IIEP, Commonwealth Secretariat etc.

- Provision of technical support to Government on management of education (guidelines evolved on micro- level planning. Community participation and role of village communities-in relation to School education).
