To give a concrete shape to the training strategy conceived in NLM, a training manual entitled "Learning for Participation" was brought out which emphasises the methodology based on sharing, participation and dialogue, The application of these techniques would enrich, to a large extent, the content and process of learning specially for the instructors and Supervisors. With a view to further improving and bringing uniformity in the quality of training, a series of training films are under preparation in collaboration with Space Application Centre, Ahmedabad. A serial based on the literacy "Khilti Kaliyan" for women is under preparation, with the assistance of UNICEF, to depict the teaching techniques for adults.

In the field of media, AIR and Doordarshan are being utilised to broadcast/telecast more programmes on adult education with a view to developing the right perception and motivation amongst the masses to support and participate. Numerous films and sports are under production in collaboration with organisations like Electronics Trade and Techonology Development Corporation (ET&T), Directorate of Advertising and Visual Publicity (DAVP), Films Division etc. to create an environment conducive to learning and literacy.

Programmes and activities are being planned in consultation with Dance & Drama Division, Theatre and such organisations to give messages through the medium of folk and traditional media. Print media is also sought to be harnessed to a greater extent. A film on Jana Shikshan Nilayam has been made to depict the concept & content, and several others on its planning and Organisation are under production.

In order to bring about qualitative changes in the implementation of the programme and to optimise the results of literacy acquisition, the literacy norms were reviewed and finalised in a Work-shop. In the context of NLM, action to design a new strategy for Management Information System (MIS) and Evaluation was initiated mainly in view of the introduc- tion of computer technology. A feasibility study was commissioned to indicate the manner in which data based requirements relating to learner participation, performance, community response and availability of teaching-learning materials and equipment etc. at various levels would be met and computerised. A plan for computerisation, including the training component is expected to be ready by the year end. To this end, a 3-day Orientation On Computers was held for the officials of the Directorate.

Professional growth of the technical staff is key to their excelling in academic performance. Systematic and planned study of current journals and new books through seminars, discussion groups, symposia are part of regular activity in the Directorate. A Workshop on Creativity was held in collaboration with Indian Institute of Management (IIM), Ahmedabad to help the staff to generate new ideas, concepts and mechanism to under- take pioneering work.

A review of National Prize Competition for Neo-literates Materials was undertaken with a view to decentralise and improve the scheme.

A publication entitled "Literacy Statistical Digest" which analyses the literacy situation in 15-35 age group over the year in under publica- tion.

Documentation and Information Clearing Service (DICS) was started with quarterly periodicity to help practitioners and research scholars.

Substantial progress was also achieved in the 4-year United Nations Fund for Population Education. Activities (UNFPA) support project on Population Education which the Directorate has undertaken. Planning and development meetings were held to clarify the Concept of population education in adult education programme and orientation was provided to senior level key personnel of various States. State project for Bihar, Delhi, Karnataka, Madhya Pradesh, Maharashtra, Rajasthan', Tamil Nadu, Uttar Pradesh and West Bengal were prepared. State Resource Centres were assisted in the preparation of integrated learning materials and in development of post-literacy and follow-up materials. A National Source Book on Population Education is also under finalisation as a part of this project. A Review Meeting of the project activities was also undertaken at the national level in December, 1987 and a number of decisions taken to accelerate the pace of its execution.
