SCHOLARSHIPS
The Department of Education administers a number of scholarship
programmes for Indian students for further education including those
offered by other Governments. The Department also provides scholarships
to nationals of other countries on a bilateral basis or otherwise.
The use of computer for management and administrative functions of
Computerisation in Implementation of the National/External Scholarships Division has been introduced for the
Scholarship Schemes first time in 1987-88. So far software in respect of the following schemes
have been developed by the BITS, Pilani;
(i) National Scholarships Scheme.
(ii) Scheme of Scholarships at Secondary stage for Talented
Children from Rural Areas.
(iii) National Loan Scholarships Scheme.
(iv) Government of India Scheme of Scholarships in Approved
Residential Secondary Schools.
(v) General Cultural Scholarships Scheme.
(vi) Scheme of Scholarships for Nationals of Bangladesh.
(vii) Scheme of Scholarships for Study Abroad.
(viii) Research Scholarships for Study of Classical Languages like
Arabic.
(ix) Commonwealth Scholarships/Fellowships offered by UK/
Canada.
(x) Various Scholarships for Foreign Students for Study/Training
in India.
(xi) Commonwealth Scholarships/Fellowships offered by India.
(xii) Dr. Amilcar Cabral Scholarship.
(xiii) Dr. Aneurian Bevan Memorial Fellowship.
(xiv) Technical Cooperation Scheme of the Colombo Plan.
The bulk of the officials from each section have been trained in the
working of computers. The training is being imparted by the experts of
BITS, Pilani. It is expected that most of the work relating to the adminis-
tration of scholarships would be computerized during the year 1988-89.
The important schemes are mentioned below.
National Scholarships Scheme Under this scheme, which is implemented through the State Govern-
ments/Union Territory Administrations, scholarships are awarded by post-
matric studies on merit-cum-means basis. During 1987-88, 40,000 scholar-
ships were awarded. The rates of scholarships vary from Rs. 60 p.m. to
Rs. 120 p.m. for day scholars and Rs. 100 p.m. to Rs. 170 p.m. for hostel-
lers, depending on the course of study.
National Loan Scholarships Scheme Under this scheme, 20,000 scholarships were awarded in 1987-88 to
needy students to complete their education. The scholarships are awarded
for post-matric studies on merit-cum-means basis. The scheme is being
implemented through the State Governments/Union Territory Administra-
tions. The amount of loan varies from Rs. 720 to Rs. 1720 per year
depending upon the course of study.
Government of India Scheme of The objective of the scheme is to provide educational facilities to
Scholarships in Approved Residential talented but poor students (age-group 11-12 years) for studying in good
Secondary Schools residential schools. Five hundred scholarships were awarded during

1987-88 to students, the income of whose parents did not exceed Rs. 500
p.m. on merit-cum-means basis. Fifty per cent of these scholarships was
awarded on the basis of All India merit and the remaining 50% were
allocated to States/Union Territories according to their population, subject
to fulfilment of minimum standards /laid down. Students belonging to Sche-
duled Castes and Scheduled Tribes were given, respectively, 15% and
7 1/2% of these scholarships. The scholarships are tenable for the entire
period of secondary schooling, including the plus 2 stage of education in
approved residential schools. Scholars are entitled to full amount of tuition
fees, residential charges, cost of books and stationery, in addition to pocket
money; uniform clothing allowance and excursion charges at the rates/
ceiling decided by the Government. A travel grant is also admissible to
the scholars and their escorts according to the rates prescribed for the
purpose.
Scholarships to Students from The object of the scheme, which was started in 1955-56, is to encourage
Non-Hindi Speaking States for Post- study of Hindi in non-Hindi speaking States/Union Territories and to make
Matric Studies In Hindi, 1987-88 available to the Governments of these States/Union Territories suitable
personnel to man teaching and other posts where knowledge of Hindi is
essential. Two thousand five hundred scholarships were allocated to various
non-Hindi speaking States/Union Territory/Administrations during 1987-88.
The rates of scholarships vary from Rs. 50 to Rs. 125 per month depend-
ing upon the course of study and the States/Union Territories in which study
of Hindi is pursued.
Research Scholarships to Products Twenty scholarships are awarded every year under this scheme. In
of Traditional institutions engaged in 1987-88, 20 scholars were selected for this award.

Territory Administrations.
General Cultural Scholarships Scheme For promotion of goodwill and friendly relations, 180 scholarships are
offered every year to the nationals of selected African, Asian and other-
Developing Countries for undergraduate and postgraduate studies in India,
particularly, in courses for which facilities are lacking in their own coun-
tries. Students are given scholarships on the basis of their Government's
recommendations.
The value of scholarship is Rs. 750 p.m. for under-graduate courses
and Rs. 900 p.m. for post-graduate courses. Besides, the students are paid
for medical expenses and study tours. They are also paid an annual con-
tingency allowance of Rs. 1500 to Rs. 2500.

Scholarships/Fellowships for the Under this scheme, 110 scholarships are offered every year to the
Nationals of Bangladesh nationals of Bangladesh for higher studies in India. These include 10
scholarships for Sanskrit and Pali studies. Selection for scholarships is made
by, the Government of Bangladesh in consultation with the Indian High
Commission in Dhaka.
The value of scholarship is Rs. 750 p.m. for undergraduate courses
and Rs. 900 p.m. for post-graduate courses. In addition, the students are
paid Rs. 1500 to Rs. 2500 p.a. as annual contingency allowance. The
expenditure on medical treatment and study tours is also reimbursed. The
scholarship also covers cost of air fare (Dhaka to Calcutta) and 1st class
rail fare (Calcutta to place of study in India) and for journey back home
after completion of studies.
Scholarships for study Abroad Fifty scholars have been selected for award of scholarships in 1987-88
for study abroad. These scholarships are awarded for graduate study in
printing technology, post-graduate studies in naval architecture and paper
technology and doctoral and post-doctoral studies in humanities, sciences
and technology. Only those candidates whose parental income from all
sources, excluding usual standard rebates, is Rs. 1000 p.m. or less are
eligible for these scholarships after taking into account the pre-revised
scales.
The Department of Education operates a number of programmes under
which scholarships are given to Indian students for higher studies abroad.
'These awards are made available by foreign governments and agencies.

Scholarships to Foreign Students for During the year under report, India offered more than 300 scholarships
Study/Training in India to the following countries for studies in various fields as per bilateral Cul-
tural Exchange Programme : Afghanistan, Algeria, Arab Republic of
Egypt, Austria, Bahrain, Belgium, Bulgaria, Burma, Czechoslovakia,
Democratic Peoples Republic of Korea, Ethiopia, France, Federal Republic
of Germany, Greece, Hungary, Iran, Iraq, Italy, Japan, Jordan, Kenya,
Malaysia, Mauritius, Mexico, Norway, Peoples Democratic Republic of
Yemen, Philippines, Poland, Portugal, Senegal, Somalia, Sri Lanka, Sudan,
Syria, Tunisia, Turkey, United Arab Emirates, USSR, Vietnam and Yugo-
slavia. Out of these 120 have been utilised upto January, 1988.
Commonwealth Scholarship/ Under the Plan, 75 scholarships are offered to various scholars coming
Fellowship Plan for Studies in India from the following countries for study in India viz. Australia, Bangladesh,
Barbados, Botswana, Cyprus, Ghana, Guyana, Jamaica, Kenya, Malawi,

Maldives, Mauritius, Namibia, Newzealand, Nigeria, South Pacific Island
excluding West Samoa, Sri Lanka, Tanzania, Trinidad and Tabago,
Uganda, UK, West Samoa, Zambia, Zimbabwe. Out of these 75 awards,
18 have been utilised upto January, 1988.
Dr. Amilcar Cabral Scholarship Offer of 1 scholarship has been made under Dr. Amilcar Cabral Scho-
larship to an African student. One scholarship has been utilised.
Dr. Aneurin Bevan Memorial Offer of 2 Fellowships has been made under Dr. Aneurin Bevan Memo-
Fellowship rial Fellowship Scheme for the nationals of United Kingdom.
One scholar from U. K. is visiting India in February 1988.
Technical Cooperation Scheme of the Under the T. C. S. of the Colombo Plan, assistance is offered for place-
Colombo Plan ment of scholars coming from the Colombo Plan countries, namely,
Afghanistan, Bhutan, Iran, Indonesia, Malaysia, Maldives, Nepal, Philip-
pines, Sri Lanka. These scholars are also paid scholarships. Under this
programme about 100 scholarships have been awarded for studies in the
field of Humanities, Science and Engineering. Nomination papers of about
100 candidates were received from the Department of Economic Affairs
(Ministry of Finance) on whose behalf this Department is implementing the
Programme. Eightyfive scholarships have been utilised under this program-
me upto the end of January, 1988.
Special Commonwealth African Scholarships are also offered to scholars coming from foreign countries
Assistance Plan under the Special Commonwealth African Assistance Plan including those
from Botswana, Ghana, Seychelles, Swaziland, Tanzania, Uganda, Zambia
and Zimbabwe. Nomination papers of 13 candidate were received from the
Department of Economic Affairs (Ministry of Finance) on whose behalf this
Department is implementing the programme. Four scholarships have been
utilised upto January, 1988.
Commonwealth Education Under this scheme, 10 bursaries have been offered to the nationals of
Cooperation Plan-Training of Craft Commonwealth countries in Asia, Africa, Latin America for Training of
Instructors Craft Instructors in various trades at different Institutions under the con-
trol of the Director General, Employment and Training. Two scholarships
have been utilised upto January, 1988.
A new scheme for award of scholarship named Dadoo Naicker Scholar-
ship to be awarded to a deserving Southern African student of Indian
origin has been introduced for implementation with effect from 1988-89.
Advisory Boards/Councils There is one Advisory Board in Government of India Scheme of
Scholarships in Approved Residential Secondary Schools for advising the
Government on the implementation of the scheme. The reconstitution of
the Board is under consideration.
