A consolidated catalogue of 16mm films acquired during the period 1947-54 has been prepared and distributed to all members of the Central Film Library. During the year under review, reprints of two outstanding articles on Audio-Visual Education have been distributed to the State Governments and members of the Library.

The Ministry has acquired the following 13 outstanding feature films entitled Zero De Condults, Pukar, Sikandar, Do Bigha Zamin Yukiwarisoo, Pather Panchali, Wages of Fear, The Quiet One, 'L' Atalante, Poll de carotte, Tansen, Aurat and Parineeta, during the year. for the research and reference section of the Library and for use in film appreciation classes.

A sum of Rs. 4,000 was provided for the maintenance of the Mobile Cinema Van attached to the Section. During the year, the Van was used in organising 325 filmshows in educational institutions and social education centres.

Travelling Library of Visual Aids.-The Ministry of Education and Scientific Research received a Travelling Library of Visual Aids from Unesco on December 6, 1956. The Library will visit Social Education Organisers' Training centres in India. A sum of Rs. 4,500 has been sanctioned for expenditure on its transportation within India.

Building of Audio-Visual Wing.-The construction of an AudioVisual Wing at Indraprastha Estate, New Delhi, which was started by the C.P.W.D. during -the year 1955-56 is nearing completion. The construction of a part of the building containing the Film Library, Laboratory, Offices, Seminar Room and Canteen is almost complete while the work on the Auditorium is in progress.

According to the revised estimates, the cost of construction of this building has risen from Rs. 5 lakhs to Rs. 6.5 lakhs.

Implementing Recommendations of the National Board.-The State Governments have been requested to implement the following recommendations made by the National Board for Audio-Visual Education in India at its second meeting held in May, 1955:-

1. Exempting cinematograph exhibitions of educational films in recognised schools from taking prior permission of the District Magistrate under section 10 of the Cinematograph Act, 1952. [The State Governments of the Punjab, Bombay, Madhya Pradesh, Andhra (the former), Travancore-Cochin notifications.].

2. Introducing Audio-Visual Education as a subject into Teacher Training Colleges. (The State Governments of Madras, Bhopal, Mysore, Orissa and Bihar have imple- mented the recommendation).

3. Establishment of State Audio-Visual Boards. (Andhra, Uttar Pradesh, Bihar, Orissa, the Punjab and Mysore have so far set up their own Boards).

Establishment of a Training Unit.-The details of the scheme for the setting up of a Unit for training in Audio-Visual education, en- tailing an expenditure of about Rs. 60 lakhs during the Second Five- Year Plan period, have been completed in consultation with the Technical Cooperation Mission. The Unit will train teachers in the production and use of various Audio-Visual aids like charts,

exhibits, films and filmstrips. Besides, it will undertake research in the relative effectiveness of these aids.

The Ministry of Education have constituted a Working Group consisting of representatives of the Ministries of Information and Broadcasting, Health, Community Development, Education and a rep- resentative of the Indian Council for Agricultural Research to finalise the plans for the Unit.

Production of Educational Films.-The production programme of educational films has made some progress. The following films sponsored by the Ministry have been released:-

1. Basis of Progress.-a documentary on the Indian Institute of Science, Bangalore.

2. Seven Isles-an educational film on Bombay (in the series 'Cities of India').

3. Physical Features of India.-an educational film on Geography for use in Secondary Schools.

4. Life along the Godavari.-an instructional film in the series 'Rivers of India'.

5. India and Unesco.-a documentary film on Unesco projects in India.

6. Romance of Reading.-a documentary on the Delhi Public Library.

7. The School.-a film on Secondary education (produced by T.C.M. in cooperation with the Ministry).

8. The Deccan-Table-land.-an instructional film in the series 'Physical Regions of India'.

The following films are under preparation:

1. Jamia Millia

2. Indo-Gangetic Plains

3. Community Centres

4. The Climate of India

5. Youth Welfare Festival.

DEVELOPMENT SCHEMES OF AUDIO-VISUAL EDUCATION

A sum of Rs. 1.25 lakhs was provided for the implementation of the following Central Audio-Visual Schemes during the year 1956-57.

(a) Publication of an Audio-Visual Educational Journal.- Arrangements have been completed for the publication of a quarterly Journal, "Audio-Visual Education". The Journal will put across

useful information about significant activities in the field of Audio- Visual education at all levels. It will be profusely illustrated and will contain featured articles, reviews on books, films and filmstrips, abstracts of articles and a resume of the activities of the Centre and, the States in Audio-Visual education. The first issue is due to appear soon.

(b) Organisation of Seminars and Conferences.-A seven-day All-- India Teachers' Conference on Audio-Visual Education was organised at Delhi from July 7 to 13, 1956, and was attended by 78 delegates from various States, The Conference discussed various aspects of Audio- Visual Education and made recommendations on the use of blackboards, bulletin boards, films, filmstrips, school broadcasts, fieldstrips, and film appreciation. The State Governments have been requested to implement the recommendations of the Conference.

A four-day film Seminar was organised by the Ministry from November 27 to 30, 1956, for the benefit of school teachers at Delhi, It was conducted by Miss Mary Field, Executive Officer, Children's Film Foundation, London, and Mr. J. B. Frizell, Director of Education, Edinburgh. The seminar discussed the following subjects:

1. Teaching Film Appreciation in Schools.

2. Techniques of Using Films in Education.

3. Modern Aids in Education.

(c) Exchange of films.-An agreement for the exchange of nega- tives of films has been signed with the National Film Board of Canada. Under this agreement negatives of seven films have been approved. The work on the dubbing of these films is being taken up by the Films Division, Ministry of Information and Broadcasting, Bombay. Agreements with Czechoslovakia, Yugoslavia, Italy, Malaya, Indonesia and Poland are being negotiated.

Production of Filmstrip Projectors.-The National Board for Audio- Visual Education had recommended that the Ordnance Factory, Dehra Dun, may be approached to undertake production of cheap filmstrip projectors. The factory has finalized the prototype of a 35mm filmstrip projectors. Its mass production will be taken as; soon as its working is examined and approved by the Ministry.

Assistance to State Governments.-A sum of Rs. 3.78 lakhs has been paid to State Governments as Central assistance for the implementation of the following schemes: Establishment of Audio-Visual Sections, Organising Training Courses, Establishment of AudioVisual Boards, Establishment of Film Libraries, Creating Pools of Film Equipment, Introducing Audio-Visual Education in Teacher

Training Colleges, Supply of Radio Sets to High/Higher Secondary :Schools, Setting up of Mobile Audio-Visual Units.

Programme for 1957-58.-Implementation of various schemer. for the development of Audio-Visual education at Central and State levels will continue. Important schemes to be taken up by the ,Central Government are: Publication of a periodical on AudioVisual Education, Publication of illustrated monographs on important aspects of Audio-Visual education and setting up a unit for -training in Audio-Visual education under the Ministry of Education and Scientific Research.
