CENTRAL SECRETARIAT LIBRARY

The total budget sanctioned for the year was Rs. 200,000 (Rs. 1,75,000 for the purchase of books and periodicals and Rs: 25,000 for binding and equipment).

(Demand No. 13).

Acquisition

The library added 5,700 books, 8,139 Government Documents and 779 pamphlets. 146 periodicals and ten newspapers were subscribed to and 178 periodicals were received free during the year. Under the Exchange of Official Publications Agreement, approximately 8065 U.S. Government Documents were received. The library also received Russian, Chinese and Spanish publications from the Governments of the U.S.S.R., the Republic of China and Argentina. A notable addition to the library during the year was the private library of the late Professor G. Findlay Shiras consisting of 1604 volumes on Economics and allied subjects. During the year a systematic effort was made to acquire basic Reference books on almost all the subjects falling within the scope of the library. Back files of important Indian and foreign journals have been ordered and gaps in the holdings of certain important journals have been filled.

Reference and Circulation

The volume of reference work increased considerably during the year. About 7522 Reference questions including quick and Research Reference questions were handled. The Library received queries from almost all the Ministries of the Government of India and quite frequently queries were received from foreign embassies and other agencies. A number of research scholars from educational and other institutions in the city came to consult old books, reports and other Government of India publications.

The number of Registered borrowers is at present 9500. This represents an increase of 3410 over that of the, last year.

The total number of books and other publications issued was 98,650. More than 400 persons visited the library daily to read magazines and newspapers and to consult reference books.

Other Activities

The library has during the year startea its programme of reorga- nisation. Accordingly, about 25,000 volumes have been reaccessioned, stamped and numbered. The recataloguing and reclassification of these books is also undertaken simultaneously and a new classified catalogue is being prepared.

More than five thousand volumes were bound during the year, These included several old, rare and out-of-print titles.

A monthly list of additions was issued regularly. Four quarterly issues of the index of nearly 30 Indian periodicals were brought out during the year.

The annual day of the library was celebrated on November, 21, 1956. The programme included dramatic representations of some day-to- day experiences in the library enacted by the members of the staff. These were followed by a Mushaira in which several guest artists participated. Earlier in the year, the library had provided the venue for a talk by Dr. Luther Evans, Director-General of Unesco, and for a talk by the Assistant Secretary of the Sahitya Akademi on the bibliographic and other activities of the Akademi.

Programme for 1957-58

1. To complete the recataloguing and reclassification of the collection.

2. To print the catalogue of books acquired during 1956.

3. To expand the scope of the present Quarterly Index and include articles of Indian interest from foreign journals received in the library.

CENTRAL EDUCATION LIBRARY

During the year under review, the Central Educational Library had a budget provision of Rs. 40,000 for the purchase of books and publications in India and U.S.A., in addition to Rs. 10,000 provided as charges to be incurred in England for obtaining books from U.K, (Demand No. 13).

The Library acquired 4,789 books and received 2118 pamphlets. It received 90 periodicals on subscription and over 153 periodicals in exchange for 'The Education Quarterly' and 'Indian Education Abstracts'.

Reference Service.

-This Division compiled 89 bibliographies and reference lists in addition to attending many enquiries. Its "Index to Articles" appeared regularly in "The Education Quarterly".

A bibliography on Primary Education in India was compiled for Unesco's forthcoming publication, "World Survey of Primary Education".

Educational Abstracting Service (E.A.S.)

-The quarterly bulletin of E.A.S. (Indian Educational Abstracts) was brought out regularly. It provided in the form of abstracts a general survey of what is being -produced in the field of education in India. The Library also issued another monthly bulletin under the title, "E.A.S. Bulletin of Current Educational Literature", containing annotated list of selected current educational literature. Later in this year the EAS Bulletin was replaced by the Central Educational Library Literature Notes.

Children's Library.

-The Children's Section participated in the Children's Book Exhibitions organised by the Central Institute of Education, Delhi and the Delhi Public Library, and the Science Seminar, organised by the Directorate of Education, Delhi in December, 1956.

A number of lists of children's books in various subjects were ,also brought out. The Section also prepared graded lists of English books for children of the age groups 3-6 and 7-12.

Adult Literature Library.

-The number of registered borrowers on 31st December, 1956 is 4,366 as against 2,825 last year. The section circulated 51,849 volumes during the year under review. 75,181 Central Government employees used the library Reading Room.

A provision of Rs. 1,02,500 has been made for the Library for the year 1957-58.

EDUCATIONAL INFORMATION SERVICE

Over 13,000 enquiries received from the public including students, teachers, parents, educational institutions, government bodies, national and international organisations and foreign governments on various aspects of education in India and abroad were dealt with.

About 1,000 persons visited the Information Section Library and sought information regarding educational facilities in India and abroad.

The following are some of the important items on which informa- tion was collected or compiled:

3. Unesco's Questionnaire on Educational Research in Universities in India.

7. All-India Students' Organisation functioning in Universities, in India.

8. Institutions imparting training in Cottage Industries in India.

9. Courses in Glass Technology-Germany.

10. Information about High Fee Schools in various States in India.

11. Sanskrit Universities and Colleges in India.

Information was revised on the following topics:

1. Facilities for studies in Engineering-U.K.

2. General information for private Indian students going abroad.

3. Courses in Business Administration-U.K.

4. Courses in Oil Technology-U.K. & U.S.A.

5. Courses of Study in Actuary-U.K.

Collection and compilation on the following topics has been undertaken:

1. Index of eminent educationists in the Sciences and Arts.

2. Educational Trusts in India providing scholarships, fellowships etc. for studies abroad.

3. (i) Facilities for studies for the nationals of Afro- Asian countries in India.

(ii) Experts and Specialists who could be spared for Technical Assistance to Afro-Asian countries.

EDUCATIONAL STATISTICS

Collection of Statistics.

-The annual collection of statistics on various aspects of education was continued during the year. With a view to expediting the collection of accurate statistical data for the, years 1953-54 and 1954-55, officials of this Ministry were sent to most

States to reconcile the discrepancies in the educational statistics on the spot.

In view of the reorganisation of States, the last date of submission of educational statistics for the year 1955-56 was advanced from 31st October to 31st August, 1956. The States were asked to send their statistics through their representatives so that discrepancies might also be reconciled by them personally. Accordingly, 26 States submitted their statistics and reconciled most of the discrepancies on the spot.

Short Courses in Educational Statistics.

-In order to improve the reliability of educational data in Form 'A' and to ensure its timely supply, it was decided to hold the sixth in-service training course in educational statistics for five weeks from 1st April to 3rd May 1957 in the Ministry for the benefit of nominees of the State Governments. About 45 nominees of various States participated in the training course.

In pursuance of the decision taken at the meeting of the Directors of Public Instruction/Education held on 7th November, 1953 that the Central Government should help the State Governments to organise in-service training courses in educational statistics, officials were deputed to conduct the courses in Bihar, Madhya Pradesh, Madhya Bharat and Orissa.

Apart from this, the nominees from the States of Ajmer, Jammu and Kashmir and North-East Frontier Agency were given training in educational statistics in this Ministry.

Statistical Enquiries.

-As in previous years, a large number of enquiries from the various Ministries of the Central Government, State Governments, educational institutions, educationists, research scholars, national and international organisations were received and answered.

Publications.

-The following statistical publications were brought out during the current financial year:

For the year 1957-58, a provision of Rs. 5,800 (as against Rs. 6,800 in 1956-57) was made for the purchase of a calculating machine and art material, preparation of Zinc blocks and consolidation of Form 'A' by Hollerith system.

(Demand No. 13).

EDUCATIONAL PUBLICATIONS

A provision of Rs. 10,000 was made in the budget for 1956-57 for the printing of periodicals, brochures, directories, handbooks and other publications for the Publication Section of this Ministry. An equal amount has been provided for the year 1957-58.

(Demand No. 21).

"The Education Quarterly", the Ministry's most important periodical published in March, June, September and December, entered its ninth year of publication. A Special Unesco Number of the Quarterly was also published during the year in November 1956 and was distributed among Unesco Delegates with other publications of the Ministry specially brought out for them, namely, "Child Writing", "Social Education in India", "Indian Universities", and "Technological Education in India".

The Ministry's publications were placed on display and sale at the All-India Educational Exhibition organised at New Delhi in connection with the Ninth Session of the General Conference of Unesco, as also at the Multi-storeyed Building that housed the Unesco Secretariat. The Section also displayed its publications at Parliament House for the 24th meeting of the Central Advisory Board of Education. During the year under review, 19,707 copies of various publications were sold at the Ministry's Casual Sale Depot for a Cash return of Rs. 16,111.
