APPENDIX A (d) REPORT ON THE FIVE-YEAR PLAN OF EDUCATIONAL DEVELOPMENT IN BASIC, SECONDARY AND SOCIAL EDUCATION

BASIC AND SOCIAL EDUCATIONION

Scheme for the Expansion of Girls' Education and Training of Women teachers

The Scheme consists of.

A. Proposals which do not involve any financial expenditure; sub-Schemes included are as follows:-

(1) Raising. age of recruitment of Women teachers

(2) Relaxation of educational qualifications of Women teachers

(3) Relaxation of rules for part-time employment of Women teachers

(4) Employing Women teachers in girls' and boys' schools at the

(5) Giving preference to married Men teachers whose wives have received some education

(6) Reservation of places in Training institutions for Women teachers

(7) Permitting girl students to appear as private candidates at examinations

(8) Co-education at Elementary level

(9) Shift system for boys and girls

(10) Special curriculum for girls' schools

These have been communicated to State Governments and they have been advised to implement them as early as possible and report the progress to the Government of India.

B. Proposals which involve financial expenditure; these are as follow:-

(1) Teachers

(i) Free accommodation for Women teachers in rural areas

(ii) Appointment of school-mothers in rural schools

(iii) Organisation of condensed and special courses of General education and Teachers' Training for adult women

(iv) Stipends to Women teachers for teachers, Training courses

(v) Refresher courses for trained Women teachers

(vi) Stipends for classes VIII to XI provided they take to teaching for five years at least

2. Pupils

(i) Attendance scholarships to girls in Elementary schools excluding Public schools

(ii) Exemption of tuition fees for girls in all schools except Public Schools

These were circulated to State Governments for their comments and suggestions. When replies were received, the scheme was given a final shape.It has now been approved in principle by the Government of India.The total provision for the scheme during the Plan period is Rs. 250 lakhs and States will be given assistance by the Centre to the extent of 75 per cent of the total expenditure.

Production of Literature on Basic Education-It is a well know fact that there is a great dearth of suitable literature on Basic education and this scarcity of literature is one of the greatest hurdles in the effective development of Basic education. Moreover, correlated teaching, which is cardinal principle of Basic education, is by no means an easy task; it requires skill, imagination and resourcefulness on the part of the teacher. But however rich a teacher may be in these qualities, he requires some literature for his guidance.

The Government of India who are keenly Conscious of this necessity, are accordingly taking up a programme for production of literature and other material on Basic education such as production of guide books, supplementary reading material for children, source books for teachers and monographs on different subjects connected with Basic education. A provision of Rs. 10 lakhs has been made for the 2nd Plan period and a provision of Rs. 1 lakh exists in the budget for the current year. A scheme, which has been prepared for this purpose is being finalized in consultation with the Ministry of Finance.

(i) Establishment of Post-Basic Institutions-This Scheme provides for- (i) establishing Basic schools at the Secondary or post- Basic level, (ii) upgrading the existing Senior Basic schools to post- Basic level and (iii) improving existing post-Basic schools.

The number of existing post-Basic schools in the country is insignificant and this has stood in the way of proper development of basic education. The products of Senior Basic schools naturally need a continuation of the kind of education they have received previously. This scheme has, therefore, been undertaken to remove this difficulty and make good the deficiency.

A total provision of Rs.50 lakhs has been made for the entire Plan period, out of which 8 lakhs are available during 1957-58. The State Governments were requested in June,1957 to send their proposals under the Scheme.

SOCIAL EDUCATION

Preparation of Eight-graded Books for Neo-literates-A scheme costing Rs. 1,546 lakhs submitted by the Hindustani Culture Society, Allahabad for producing eight-graded books for neo-literates (in Hindi) has been approved by the Government and a sum of Rs. 25,000 has been sanctioned as the first instalment towards this project. A three-man committee including a representative of Ministry of Education has been constituted to assist the society in this connection. The project is expected to be completed by July, 1959. The first two graded books are likely to be brought out by the end of December, 1957.

Prize Scheme for Best Books for Children-The following number of entries in the languages shown against each have been received by the Government of India in response to their Press-note issued in connection with the Third Competition for the Encouragement of Literature for Children. Last date for the submission of entries expired on 30th July, 1957.

A panel of reviewers for each of these languages has been appointed and the entries received are being sent to them for evaluation. As regards entries in other regional languages which have been received by the State Government concerned direct as laid down in the aforesaid Press-not, a panel of three reviewers for each language has been approved by the Government of India, and the State Government have been requested to furnish the evaluated entries with the evaluated reports within a period of three months from 30th July, 1957.

Literary Workshops-In the current financial year (1957-58) eight Literary Workshops--four for training writers in the technique of writing for children

and four, for neo-literates have been sanctioned at an estimated cost of Rs. 11,000 each and these have been allocated to different State Governments as under:-

Preparation of 'Viswa Bharati' in Hindi-Messrs Hindi Viswabha- rati, Lucknow submitted a scheme, to this Ministry, of preparation, printing and publication of Hindi encyclopaedia, 'Viswabharati' in ten vols. at an estimated cost of Rs. 9,23,815. The encyclopaedia is intended to cater to the needs of persons who have studied up to the level of Secondary education. The total loss involved when the publication will be sold at a subsidised price has been estimated to be roughly Rs. 4 lakhs.

Having considered the scheme in fall, the Government have sanctioned Rs. 20,000 towards making up the loss involved in bringing out Vol. I of 'Viswabharati' for being paid to the party through U.P. Government.

Scheme for Purchase of Social Education Literature in Hindi-In 1957-58 10,000 sets of 28 books of Samaj Vikas Mala series and approximately 5,000 sets of the earlier 32 books of Samaj Vikas Mala series published by M/s Sasta Sahitya Mandal, Connaught Place, New Delhi have been purchased for distribution to the school libraries and Social Education Centres etc. through State Governments and Development Commissioners. Out of Rs. 79,000 coming towards the Government of India's share at 50 per cent of the cost price of these books Rs. 71,000 approximately has been paid to the publishers.

Under the same scheme 7107 copies of another book, Teen Kahanyian by Sudarshan, published by Messrs Vora & Co., (Private) Ltd. Bombay, have been purchased for distribution to schools, libraries and Social Education Centres etc.

2616 copies of each of the 15 books in Hindi awarded prizes in the First and Second Competitions under the Government of India scheme for the encouragement of literature for neo-literates- in 1954-55, are also being purchased under this scheme and requisite orders have since been placed with the publishers who are complying with them.

State Schemes for Production of Literature during 1957-58-The schemes in respect of production of literature included in the State Educational Development Programmes for 1957-58 were approved by the Government of India are the first instalment of the Central subsidy due thereon, at 50 per cent on the total provision has been released. The State-wise break-up of the Central grants due on various State schemes of educational development during 1957-58 is will be released on receipt of the progress reports and the figures of actual expenditure given in the statement that follows. The second instalment of Central subsidy in respect of various Centrally subsidised schemes from State Governments.
