APPENDIX A (h) REPORT ON THE IMPLEMENTATION OF VARIOUS SCHEMES FOR PROMOTION OF HINDI UNDER THE SECOND FIVE-YEAR PLAN DURING 1956-57

The schemes of the Hindi Division for the Propagation and Development of Hindi under the Second Five-Year Plan fall into two categories, viz., (A) Central schemes which are to be financed entirely by the Centre, and(B) schemes which are being implemented by the State Governments with financial assistance from the Central Government on percentage basis. The progress made in the implementation of these schemes during 1956-57 is given below.

(A) CENTRAL SCHEMES

The Central schemes include (i) five schemes carried over from. the First Five-Year PIan for which a provision of Rs. 26 lakhs has been made during the Second Plan period, and (ii) eleven fresh schemes included in the Second Five Year Plan during 1956-57 with a total Plan provision of Rs. 41.02 lakhs. A list of these schemes is given at Annexure X.

Schemes carried over from the First Five- Year Plan

(i) Payment of Grants to Hindi Organisations-Under this scheme grants are given to Hindi organisations of all-India character for the development of Hindi in general. Grants amounting to Rs. 1,24,480 were sanctioned during 1956-57 to various Hindi organisations for that purpose.

(ii) Preparation of Hindi Encyclopaedia-The work of preparing the Encyclopaedia has been entrusted to the Nagri Pracharini Sabha, Banaras. The Encyclopaedia will be in ten volumes of 500 pages each. A grant of Rs.35,000 out of a total estimated expenditue of Rs. 6.5 lakhs was paid to the Sabha during 1956-57. The Sabha appointed one Associate Editor to start the work.

(iii) Preparation of Elementary Readers on Scientific lines for the non-Hindi speaking States-On the recommendation of the Hindi Shiksha Samiti it was. decided to prepare, in the first instance, a list of 2000 Basic Hindi words for use in the proposed Readers with the help of a committee of experts. The list was prepared. It is under revision at present.

(iv) Preparation of Devanagri Alphabet Charts-The object of this scheme is to enable the people of the non-Hindi speaking areas to learn Devanagri script through the medium. of their own mother tongue. In June, 1956 a Press Note was issued inviting model charts from. publishers etc. The entries received were found to be below the mark and also too few in number. Another Press Note was, therefore, issued extending the date of receipt of charts from publishers to 30th June, 1957.

(v) Preparation of Manuals on the basis of Terminologies Evolved-They work of preparing manuals on five subjects, viz., Physics, Chemistry, Botany, Mathematics and Civics was taken up. The manuscript of the manual in Physics was prepared during 1956-57.

Fresh Schemes included in the Second Five- Year Plan

During 1956-57 broad details of these schemes were prepared, and two Special Committees of Hindi; Experts, chosen from various universities were set up to get those details vetted. Under the scheme of awarding prizes on Hindi books about 300 books published during 1955 were received for consideration. They are under evaluation.

(B) SCHEMES IMPLEMENTED IN COLLABORATION WITH STATE GOVERNMENTS

Under this scheme grants are given to non-Hindi speaking States on percentage basis for the implementation of their approved schemes. A total provision of Rs. 25.0 lakhs has been made for this scheme under the Second Five-Year Plan. A statement showing the grants sanctioned to the various. non-Hindi speaking States during 1956-57 is given at Statement XVI. These grants covered 66 per cent of the total expenditure involved in "Fresh" schemes and 50 per cent of that involved in 'continuing' schemes.
