APPENDIX A (m) REPORT ON THE WORK DONE WITH REGARD TO REHABILITATION OF DISPLACED PERSONS AND EDUCATIONAL INSTITUTIONS
The scheme for financial assistance to displaced students and institutions continued during 1956-57. The expenditure incurred by State Governments in the form of stipends, cash grants, freeships, and maintenance grants for displaced students studying in colleges, Primary and High schools and other educational institutions is given in the Statement XVI, showing the work done on their rehabilitation during 1956-57.
The Statement gives a break-up of various items of expenditure incurred by State Governments. The following State Governments have so far supplied the requisite information:- Andhra Pradesh, Assam, Bihar, Bombay, Kerala, Madras, Mysore, Orissa, Punjab, Uttar Pradesh, West Bengal, Himachal Pradesh, Manipur, Trlpura, Laccadive, Minicoy, and Amindive Islands, Rajasthan, and Delhi.
Of these, the Government of Bihar intimated that they were taking steps to obtain the information which was not available with them in respect of Primary and High schools. The West Bengal Government while supplying the requisite information, intimated that they were still collecting information in respect of the expenditure incurred on the maintenance of the refugee schools by local bodies as well as on account of grants to private schools. This information is also still awaited. Information given by Rajasthan Government in col. nos. 5 to 7 of the proforma relates to the whole State except the districts of Pali and Udaipur. The Mysore Government have intimated that no financial assistance. was given to displaced students of the integrated areas during 1956-57.
Information supplied by the following State Governments is 'nil': (i) Kerala and (ii) Laccadive, Minicoy and Amindive Islands.
The following State Governments have not yet supplied any information:- (i) Jammu and Kashmir, (ii) Madhya Pradesh, (iii) Andaman & Nicobar Islands.
A sum of Rs. 29.29 lakhs was sanctioned by the Ministry of Rehabilitation during the period under review on account of the grants-in-aid given to disrupted and non-disrupted educational institutions for payment to displaced students from West Pakistan. The total number of educational institutions benefited was 249.As regards the Eastern Zone, the corresponding figures are Us. 22.50 lakhs and 80 respectively.

The work of assisting displaced and other persons who lost their original certificates during the disturbances continued during the period under review, viz., 1st January, 1956 to 30th September, 1957. 95 persons have been assisted in securing their duplicate copies of certificates from the Punjab University, Chandigarh, which they had lost during the disturbances. On references received from various Ministries/Departments etc., educational qualifications of 115 persons were verified from the records available in this Ministry 652 certificates and 57 verifications In respect of Pakistani nationals were forwarded to the High Commission of India in Pakistan at Karachi for transmission to the Government of Pakistan. The number of certificates etc. received in return from the Pakistan Government in respect of Indian nationals during the same period was 165 only. The number of applications received by the Government of India in respect of Pakistani nationals for the issue of educational certificates etc., during the period under review was in the neighbourhood of 695 and in respect of Indian nationals was about 610. The processing of these applications, however, could not be started till the issue of the ]implementation instructions of the 1955 Agreement as late as 10th May, 1957.
A few persons were assisted in procuring their certificates from the State as -well as foreign Governments. The statements of qualifications and services of 189 persons who left India after Independence were verified to help them in finding jobs in England.
The Director-General, Posts and Telegraphs, issued a Press Note regarding the procedure for the transfer from Pakistan to India and vice-versa of the Post Office Savings Bank conjoint accounts opened before the partition. The displaced persons were required to get their claims for the transfer of such accounts from Pakistan registered by February 29, 1956. It was felt that there may still be some teachers in remote parts of India who may not have come across the D.G.P. & T. circular. The State Governments, therefore, were requested on August 24, 1956, to collect and supply information about all such cases to assess the magnitude of the problem and to take further action, if necessary, regarding the extension of the date. Replies from some State Governments are still awaited.
The State Governments were directed to keep a watch on the educational funds transferred from Pakistan to India so that they could be used only for the purpose for which they were meant. A draft bill for Parliament was prepared in consultation with the Ministry of Law as some of the societies in their depleted form could not utilise Trust Funds without reorganization which was not permissible. It necessitated legislation. The Ministry of Rehabilitation desired

to give a comprehensive shape to the bill so as to embrace institutions other than educational and that they undertook, to take up this legislation. This was agreed to. They, however, did not actually do it, and told the Ministry of Education that if it so liked it could sponsor the bill itself. Earlier, the Ministry of Education had is sued a sort of a directive to the State Governments to keep a watch over the funds which could be, released to the operater only on their certification. Since, this order was a prelude to legislation which could not be undertaken a letter was issued on February 28, 1957 to the State Governments to find out whether the provisions of our earlier letter should continue to operate for some time more.
We have to work as advisers of the Ministry of Rehabilitation on all educational schemes, i.e.,(a) the scheme of financial assistance to displaced students, (b) educational arrangements in Rajpura and Faridabad, and (c) establishment of the Deshbandhu College, Kalkaji.
These schools were actually started by the Ministry of Rehabilitation by giving them loans and grants. In 1951 the Ministry of Rehabilitation handed over these schools to the Ministry of Education. Immediately thereafter the administration of these schools was transferred to Delhi Administration. The Delhi Administration approached the Government of India that the loans given to the cooperative crafts schools could not be realised on.account of depleted financial position of the institutions. They recommended that these loans should be converted into grants, but now when some of the schools have been taken over by the State Government they have recommended that loans should stand. The matter is still under consideration.
A student from Pakistan can seek admission in an Indian university or, educational institution only if his application has been duly recommended by High Commissioner/Deputy High Commissioner, Karachi/Lahore/Dacca and he is in possession of 'F' category visa. This has been communicated to the State Governments and universities in India.
This relates to the apportionment of the Central Charitable Endowments between the two countries, India and Pakistan. An Agreement had been reached between the two countries regarding the division of the funds. The Partition Secretariat suggested to the Pakistan Government a procedure for the apportionment of these endowments. No reply has been received so far from the Pakistan Government who are being periodically reminded by the Partition Secretariat. Until the details of the procedure to be adopted for this purpose are finalised, no action is called for on the part of this Ministry.
