APPENDIX A (n) REPORT ON THE GOVERNMENT OF INDIA SCHOLARSHIPS SCHEME

SCHLARSHIPS

A. FOR STUDIES ABROAD

I. Government of India Schemes

Central Overseas Scholarships Scheme-Under this scheme, that aims at raising the standard of instruction and research in the country and is meant for teachers of colleges, universities and certain comparable institutions of Higher education, 35 candidates were selected for 1957-58. Eighteen of the selected candidates have gone abroad so far, while the remaining 17 candidates are expected to leave shortly. Selections for 35 scholarships for 1958-59 are in progress.

Central States Scholarships Scheme-The scheme, of awarding five scholarships every year to persons who by birth or domicile are natives of the six Union Territories of Delhi, Himachal Pradesh, Manipur, Tripura, the Andaman and Nicobar Islands, and the Laccadive, Minicoy and Amindive Islands, was continued during 1957-58. Of the five candidates selected for that year, three have gone abroad so far. Selections for five scholarships for 1958-59 also have been made.

Foreign Languages Scholarships Scheme-Twenty-eight scholarships (three each for Persian, Japanese, Chinese, Russian, French, German, Italian and Spanish and two each for Arabic and Turkish) were awarded under the scheme for 1956-57: The question of continuing the scheme during 1957-58 is under consideration.

Fully-paid Overseas Scholarships Scheme-A scheme for the award of 20 fully-paid overseas scholarships to young and brilliant persons in the age-group of 21-25 has been instituted with effect from 1957-58.

The selection for the first batch of 20 scholars for 1957-58 have been made on the recommendations of the Union Public Service Commission. Nine scholars have gone abroad so far, while the remaining 11 will leave when their admission/ passage arrangements have been finalised.

Indo-German Industrial Cooperation Scheme-For 1956-57, the, West German Government offered free studentships for 50 Indian nationals for postgraduate, studies in different West German univesities/Technical institutions and 80 Places for practical training in West German industries. In order that the best candidates may be able to derive the benefit of the offer, the Government of India converted 25 of the free studentships into scholarships. Selection for 25 scholarships for post-graduate studies and 37 scholarships for practical training have been made so far. Facilities offered for seven more scholarships for practical training are under consideration, while facilities for the remaining 36 scholarships for practical training are still awaited from the West German Government. Of the selected candidates, 18 for post-graduate studies and 21 for practical training have gone to West Germany so far. Candidates for the 25 freeships have been selected by the Indian Embassy, Bonn.

Agatha Harrison Fellowship Scheme-This Fellowship has been instituted from 1956-57 as a memorial to the late (Miss) Agatha Harrison. The fellowship envisages the study of Asian problems with special reference to India at st. Anthony's College, Oxford, and is of the duration of five years. The selected candidate is now working in the College.

Programme for Exchange of Scholars between China and India-This programme has been started from 1955-56. Five Indian students have been sent to China, three for studies in Chinese language and two for practical training in Irrigation and Lacquer Painting, respectively. The proposal for continuing the programme during 1958-59 is under consideration.

Programme for Exchange of Scholars between Czechoslovakia and India-This programme has been started from 1957-58. Applications for five scholarships to be awarded to Indian. nationals have been received and selections are expected to be made shortly.

Programme for Exchange of Scholars between Iraq and India-This programme also has been started from 1957-58. Applications for two scholarships to be awarded to Indian nationals have been invited by 31-10-57.

Overseas Scholarships to Scheduled Castes, Scheduled Tribes and Other Backward Classes-Twelve scholarships, four to Scheduled Castes, three, to Scheduled Tribes and five to Other Backward Classes candidates have been awarded for 1957-58 on the recommendations of the Union Public Service Commission. The selected candidates will leave for their respective countries for study as soon as their admission and passage arrangements have been finalised.

Passage Grants to Scheduled Castes, Scheduled Tribes and Other Backward Classes-Four passage grants have been sanctioned for 1957-58 to four 'Other Backward Classes' students, who were in receipt of merit scholarships but no passage costs from foreign universities.

II. Colombo Plan and Point Four Programme Fellowships and Scholerships

Colombo Plan The Australian Government offered 120 Correspondence Course scholarships for 'Teaching Methods for Technical Instructors' and the Technical Teachers' Certificate Course' to Indian nationals under the Colombo Plan during 1957-58. Fifty-eight applications received have been forwarded to the Ministry of Finance (Department of Economic Affairs) for final selection.

Point Four Programme-Under this Programme, the Government of the U.S.A. awards scholarships fellowships to Indian nationals for training in that country. This Ministry is concerned with its own employees, including those of its attached/subordinate offices/institutions as also of such employees of State Governments/organisations/institutions as are related to All-India Integrated Schemes, coordinated and administered by the Ministry. For the 1957 awards, 12 candidates have been recommended to the Ministry of Finance (Department of Economic Affairs), which,is the coordinating authority for the scheme.

III. U.N. and Unesco Fellowships and Scholarships

U.N. Social Welfare Fellowships/Scholarships Programme-This programme is designed to train suitably qualified social welfare personnel through observation and study abroad to gain additional knowledge and experience of their particular subjects of specialisation. Applications for six fellowships, offered under the programme for 1958, have been received and the selections. are expected to be made shortly.

Unesco Fellowships/Scholarships-The following offers for 1957-58 have been received from Unesco:-

(i) Fellowship for Production of Reading Material for Neo-literates

Applications for the fellowship were invited by 15th October, 1957. The, selection is expected to be made by the middle of November, 1957.

(ii) Unesco Grants for Regional Cultural Studies-Offer of one Fellow ship to an Indian National

Applications have been received and are under consideration. The selection is expected to be made by the end of October, 1957.

IV. Fellowships/Scholarships/Apprenticeships offered by Foreign Governments/lnstitutions/Bodies etc.

The following foreign Governments/Institutions/Bodies, etc. offered fellowships/scholarships/apprenticeships to Indian nationals during 1957-58 :

        3.East Germany  ..   Fifty scholarships for post-graduate study for 
                             teachers of technical institutions: applications 
                             have been invited by 30-10-57.
        
        4.Egypt   ..     ..  Two scholarships for higher study in  Egypt:  the
                             offer is under consideration.
        
        5.Federal Republic   Fifty scholarships for post-graduate study for 
          of Germany         teachers for technical institutions and of teach-
                             ers for Humanities and Basic Sciences: applicati-
                             ons have been invited by 30-10-57.
        
        
        6.France             (a) Five selected candidates, are expected to go 
                             abroad shortly.
        
                             (b)Fourteen scholarships for specialised train-
                             ing in Architecture, Public Health Administration 
                             etc. : the selections are in progress.
        
        
        7. Free Hanseatic    Ten Scholarship   for post-graduate study for

                            nology: the names of two selected candidates
                            have been recommended  to the Swiss Government.
        
        15.  U.S.S.R.       Eleven scholarships for post-graduate stud

                            who are expected to go abroad shortly.
             
        16. West Germany    Seven scholarships for post-graduate study:
                            names of 5 candidates of 1955-56 and 1956-
                            57 batches have been recommended for
                            extensions during 1957-58. The question of
                            recommending more candidates for the
                            remaining two scholarships is under consideration.

In addition, proposals for exchange of two scholars with Poland and five scholars with the U.S.S.R. are under consideration.

B.POP. STUDIES IN INDIA

(i) For Foreign Nationals

French Fellowships Scheme-These followships are tenable for a period of two years. The Fellows are required to teach French in the Indian universities where they are placed and to do research in their field of interest. The expenditure is shared equally by the Government of India and the universities. The selections of six French Fellows for 1957-59 have been finalised and their placements have been arranged in the Indian universities. They are expected to join their respective universities shortly.

General Cultural Scholarships Scheme-Awards under the scheme are made to indigenous students of certain Asian, African and other Commonwealth countries and the students of Indian origin in those countries. Of the total of 140 scholarships to be awarded for 1957- 58, selections for 123 scholarships have been made so far. Of the -elected candidates until now 109 have joined their respective institutions of study.

Indo-German Industrial Cooperation Scheme-Fellowships to German Nationals-As a reciprocal measure, the Government of India awarded 10 fellowships to German nationals for postgraduate study in Indian universities/ institutions under the scheme for 1956-57 uptil now. Four German Fellows have joined their respective institutions of study.

Programme for Exchange of Scholars between China and India-Eight Chinese students are studying in Indian institutions since 1955. The proposal for continuing the programme during 1958-59 is under consideration.

Programme for Exchange of Scholars between Czechoslovakia and India-Admission for five Czech scholars, who have been awarded scholarships for 1957-58, has been arranged in Indian universities. They are expected to come to India shortly.

Programme for Exchange of Scholars between Iraq and India-Under this programme two scholarships are to be awarded to Iraqi students for studies in India for 1957-58. The scholarships will be awarded under the General Cultural Scholarships scheme of the Ministry.

Reciprocal Scholarships Scheme-To reciprocate the gesture of good-will made by several foreign governments in awarding scholarships to Indian nationals, the Government of India instituted, in the year 1954. a scheme to award 20 scholarships to the nationals of these countries for study in India. The scholarships are tenable for a period of two years and the selection is made once in every two years. Of the 16 scholars who were awarded scholarships for 1956-57, 13 scholars (two from Italy, six from Yugoslavia, and one each from Austria, Mexico, Netherlands, Sweden and Switzerland) have come to India uptil now. Of these, 12 scholars are still studying in India.

Scholarships to Sikkimese Students-This scheme, initiated in 1956-57 at the request of the Sikkim Darbar, provides for award of scholarships to Sikkimese students for study in Public schools and for degree and diploma

courses. Sixteen Sikkimese students six for degree/diploma courses and ten or study in public schools, who were awarded scholarships for 1957-58, are studying in India.

Scholarships to South and South-East Asian Countries (Colombo Plan) During 1957-58, the Governments of Nepal, Indonesia,Burma, Cambodia, Ceylon, , Malaya and the Philippines requested that 166, 28, one, one, six and seven seats respectively, be reserved for their nationals for study in India The various universities/institutions were approached in the matter. Ninety one students from Nepal, four from Ceylon and one from Malaya. have joined their respective institutions of study uptill now.
