APPENDIX F (a) PATTERN OF CENTRAL ASSISTANCE FOR MULTIPURPOSE SCHOOLS
This year the Government of India have changed the pattern of assistance. Formerly they paid 66 per cent for the non-recurring grant. Their contribution towards the admitted recurring expenditure on the diversified courses was 25 per cent. Now the non-recurring share has been reduced to 60 per cent, while the recurring share has been increased to 60 per cent. This is according to Government of India's letter No. F. 4-4/57-C.U. dated 5th February, 1957. So far as the ancillary schemes are concerned the Government of India's share has been reduced to 50 per cent. This has upset our financial arrangements. As is well known we select a definite number of schools for conversion into Multipurpose schools, the number of schools depending on the Plan allocation for a particular year. The change in the pattern of assistance means a differential treatment to the schools that might be selected in this and subsequent years in that they receive less so far as the non-recurring expenditure is concerned. It is not clear from the Government of India's letter referred to above whether the recurring expenditure in the Multipurpose High schools will be subsidised to the extent suggested, namely, 60 per cent. This point may be clarified by the Ministry. It may also be pointed out that any further redaction in the Central assistance will seriously affect the scheme in that the management of the private schools will not be able to meet their increased share. The same applies to the ancillary schemes also.
