(vi) A study of problems which are likely to arise when the school record and the marks at the public examination are combined in the final assessment of the candidate.

(vii) An investigation into the problem of relating the scores on the external examination with the scores on the internal tests and other school records, with the help of such techniques as scaling, for the purpose of final assessment.

(viii) A scientific study of the questions set at the examination and the reports of examiners on the performance of the candidates.

(ix) A scientific study of results subject-wise, school-wise, district-wise etc., with a view to effecting improvements.

(x) Exploring the possibilities of associating internal examiners with external assessors, as practised in certain European countries.

(xi) Exploring the possibilities of including the oral examination as an appropriate instrument of assessment.

3. The Examination Committee (as envisaged in paragraph 1 above) set up by the Secondary Education Board should consist of representatives of the Secondary Education Board, Training Colleges, Departments of Education, Psychology and Statistics, and other co- opted experts, particularly heads of such institutions and departments as are cooperating in the work of research. The Bureau of Examination Research should have a Director who should be a member of the Committee. It should have an adequate staff of qualified and experienced research workers including statisticians. It should also be equipped with modern machines for statistical computations.

4. We recommend that the All-India Council for Secondary Education should set up a section comprising of members of the Council and co-opted experts, for coordinating the work of the Committees for Research in Examinations and State Research Bureaux and also for advising the All-India Council for Secondary Education with regard to the maintenance and improvement of standards.

This section should be assisted by a Technical Adviser and suitable technical staff.

The functions of the section, assisted by the technical staff, will be :

(a) To collect and disseminate information regarding the research carried out by the State Research Bureaux and about the improved tests and procedures adopted by the various States.

(b) To coordinate the research in the field of examinations and evaluation and to give it support and impetus.

(c) To advise the All-India Council for Secondary Education as regards steps that may be taken for the maintenance and improvement of standards, by comparative evaluation of methods, procedures etc. used in the various States.
