MEMORANDUM ON PHYSICAL EDUCATION AND SPORTS AND BHARAT SCOUTS AND GUIDES

The Central Advisory Board of Physical Education and Recreation set up by the Government of India with the members who were either directly connected with Physical Education Training Institutions or were interested in Physical education, had met in February, 1953. In their deliberations, the Board decided to appoint a Sub-committee to consider the existing arrangements for physical educational activities in the country, specially in schools and colleges and suggest measures long term and immediate for improving them and making them more effective with particular reference to :-

(a) Whether and in what way Physical education should be made compulsory in schools and colleges.

(b) The content of Physical education to be imparted at different stages and for different types of students.

(c) The availability of instructional personnel

(d) Course of instruction at schools and colleges of Physical education.

The Sub-committee reviewed the position and made suggestions in the form of a report which was discussed at the last meeting of the Board held in December, 1954. In view of the recommendations made by the Subcommittee in its reports further sub-committees were appointed for the following purposes :-

(a) To lay down norms of physical tests which all children except those exempted on medical grounds must reach for their age groups.

(b) To frame the syllabus of Physical education for boys of Primary and Secondary school age.

(c) To frame the syllabus of Physical education for girls of Primary and Secondary school age.

The members of the Sub-committees have more or less completed their task and submitted their reports. These will be considered at the next meeting of the Board.

As the Government appreciate the view that yogic exercises also contribute a great deal to the physical well being of a person, they appointed an expert committee to ascertain the type and standard of work on Yogic Research undertaken by the K. S. M. Y. M. Samiti, Lonavala. The Committee visited the Institution and were favourably impressed by the research projects -conducted therein. They,also examined their requirements and have accordingly made certain recommendations for the promotion and improvement of the Research Institute. The Government have generally accepted the recommendations of the Committee and grants are being made to the Samiti for the furtherance of their work. In addition, a sympathetic view has also been taken in respect of such Physical education organisations which are engaged

in developing and creating greater interest in Physical education in the country. Grants are given to Physical Education Associations of an all-India character for holding Physical Education Conferences and for display.

The Planning Commission in the First Five-Year Plan recommended the establishment of a National College of Physical Education. The Sub-Committee appointed by the Central Advisory Board of Physical Education and Recreation also stressed the importance of a three-year Degree course in Physical education in the country. It may be stated here that the present Physical Education colleges offer only a one- year diploma, or certificate course to graduates and matriculates respectively. There is no institution at present offering a full degree course in Physical education in the country, as is common in other countries where Physical education is considered to be one of the important subjects in the school and college curriculum. With a view to set up at least one such college, the Government of India are taking steps to select a suitable site and have addressed the State Governments in this connection. It has been encouraging to flnd that the State Governments have shown themselves as keen on having a National College of Physical Education in their particular States as the Central Government. Provision for the construction and running of the National College of Physical Education is proposed to be made in the Second Five-Year Plan.

Sports

The gradual deterioration of the standard of sports in the country was a matter of great concern to the Government of India. In order to check further deterioration and to assist in the improvement and promotion of sports, the Government of India convened a meeting of the Presidents of National Sports Federations in August, 1934. On the recommendation of the Presidents of the Sports Federations, the Government of India have set up an All-India Council LO of Sports composed of the Presidents of the various Sports. Federations and other bodies of an all-India character closely associated with sports. Since then a number of activities have been initiated by the Government such as training of Coaches in the Training Camps, assisting Sports Federations in organising training camps and improving the amenities by giving grants for purchase of equipment of sports. Grants have also been paid to the various federations for inviting sports teams from abroad for tournaments and competitive games in the country and also for sending teams abroad for participation in international meets.

For the guidance of State Governments, the Government of India have prepared a model constitution for the establishment of State Sports Councils and have circulated it to all State Governments. They have also drawn up model constitution for Sports Federations and the circular has been sent to all existing Sports Federations for their information.

During the current year, the Government of India have organised coaching camps for the training of coaches in the field of cricket, football, atheletics, kabaddi, wrestling and hockey with a view to assist the universities and schools for having better instructors. The selection of the nominee is arranged through the universities and State Governments. The method employed is that one nominee for each University and one nominee for each State Government is selected for training in the particular game. In these training camps more up-to- date techniques and methods are taught and attention is paid to grace, movement and speed in conducting sports. Already coaching camps in cricket, kabaddi, wrestling, atheletics and football are completed. Training camp in hockey will be conducted before the financial year is out. For these various schemes an amount of over Rs. 2 lakhs is expected to be utiliised during the year 1955-56. The break-up is given at Appendix 1.

Bharat Scouts and Guides

The normal activities of Bharat Scouts and Guides have continued during the current year. There has been a growing interest in schools to join this organisation for co-curriculum activities. The State Governments have also contributed liberally for the continuation and expansion of this movement.

Since the organisation can function properly only with properly qualified and trained staff, Bharat Scouts and Guides had conducted training camps during the last year for training of their scouters, instructors, field workers etc.

The Bharat Scouts and Guides participated in the World jamboree that was conducted in August 1955 in Canada by deputing a contingent of 14 scouts to represent India. The Government of India sanctioned a grant of Rs. 20,000 on a matching basis, the condition being that the total contribution of the various State Governments should also. come upto at least the Central contribution. In the Jamboree which was held at Melbourne, Australia in December 1955, three Sea Scouts to attended it. The Organisation also held a Conference in Delhi in which the Scouts and Guides Commissions India and Scout leaders from abroad made valuabe contribution. At present there is an exchange scheme of scouts which is being considered by the Bharat Scouts and Guides. It has been suggested that six American scouters would be coming to India in exchange for six Indian scouters who would leave for U.S.A. for a period of three weeks. The Government of India have agreed to pay a sum of Rs.6,000/- to the headquarters to enable them to meet the expenses on the American Scouters during the period of their stay in this country at. least partially.

In certain quarters a fear has been expressed that the A. C. C. Movement organised by the N.C.C. Directorate would eclipse the Bharat Scouts and Guides. In order to alleviate these ungrounded fears a meeting was arranged by the Ministry of Education in which representatives of Bharat Scouts and Guides and N.C.C. Diractorate were present. The N.C.C. Directorate have also raised the age of admission of A.C.C. Cadets in schools from 12 to 13 years so that the younger children could have the benefit of training under the Scouts and Guides Movement up to that age. Thereafter students would be kept free to make their choices as to whether they propose to continue as scouts and guides or join A.C.C.

During the year 1954-55 a sum of Rs. 57,500/- was paid to the Bharat Scouts and Guides for organisational expenses. During the current year Rs. 26,000/- have been paid and the Government have under consideration the request for a grant for their training centre at Pachmarhi.
