APPENDIX A (G) : REPORT ON THE GOVERNMENT OF INDIA OVERSEAS SCHOLARSHIPS SCHEME

Modified Overseas Scholarships Scheme (Formerly, Overseas's Scholarships Scheme)

On the recommendation of the Roy Committee, appointed in 1947, to review the working of the Overseas Scholarships Scheme, the scheme was modified to include the requirements of the universities, technical and research institutions as also semi-government organisations only. The Modified Scheme started functioning from 1949-50, but owing to financial stringency it remained in abeyance during 1950-51 and 1951- 52. The scheme was resumed with a further modification in 1952-53, being limited only to teachers of universities and other comparable institutions and was sanctioned for a period of three years with effect from 1952-53. The scheme aims at raising the standard of instruction and research in the country. The expenditure on the training of a scholar is met by the Government of India and the sponsoring authority concerned on a 50:50 basis and the scholar is bound to serve the institution concerned for a period of three years at least on return after completion of studies abroad. During the period 1949-53, 87 scholars were sent abroad under the Modified Scheme. Of these, 51 have so far returned after the completion of their studies abroad.

In 1954, under the 1954-55 scheme, 25 scholars were selected. Of these, 16 have so far gone abroad and joined their respective universities/institutions. The remaining nine are expected to go abroad in the near future. The candidate selected under the 1954-55 scheme are paid a maintenance allowance (pound 382 per annum at universities/institutions in the U.K. other than Oxford and Cambridge and pound 420 per annum at Oxford and Cambridge, $1,500 per annum in the U.S.A. and Canada, Rs. 340/- per month in Germany, Rs. 500/- per month in Japan, Rs. 600/- per month in Sweden,S. Frs. 500 per month in Switzerland and 27,562 Francs per month in France), books, essential apparatus and study tour allowance (up to pound,30 per annum in the U.K., Sweden, Switzerland, and France, up to $125 per annum. in the U.S.A. and Canada and up to Rs. 400 per annum in Germany and Japan) in cases where it is considered as an essential part of the scholar's study/training and sea passage expenses bothways including inland journey in India and the country of study. Tuition and examination fees are paid by the Government to university/institution direct.

The continuance of the scheme, with 25 fresh scholarships every year, has been sanctioned for a further period of four years with effect from 1955-56. Applications for 1955-56 scholarships were invited by 25.11.1954. Selection is expected to be made shortly.

Central States Scholarships Scheme.

In order to give opportunities to the students of the Centrally Administered Areas in the country, which, as the name shows, were the responsibility of the Central Government, the Government of India instituted in 1926 the Central States Scholarships Scheme. The scheme provided for the award of one scholarship, on the basis of merit,every year to a graduate domiciled in these Areas for postgraduate study/research in any branch of education for which suitable facilities did not exist in the area concerned. No awards were, however, made in 1942) to 1945 and 1949.

Because, of the increase in the Area in question (now called Parts C and D States) as also in the output of graduates from them, the number of scholarships under the scheme has been increased from. one to five from the year 1954-55. Only three awards were, however, made in 1954. Of these three scholars, one has reached Switzerland and commenced his study at the University of Zurich, the other is on his way to the U.S.A. and the third is expected to go to the U.S.A. in the last week of December, 1954. The scholarships are tenable for a period of three years or less depending upon the duration of the course. The scholars sent under this scheme are paid a maintenance allowance of pound 360 per annum in the U.K. in institutions other than. Oxford and Cambridge, and pound 400 per annum in Oxford and Cambridge, $1,500 per annum in the U.S.A., plus second/tourists class sea passage expenses bothways including inland journey in India and the country of study. Fees are paid by the Government to the institution/university direct. Applications for the 1955-56 scholarships were invited by 10.11.1954. Preliminary selection has been made. The selection will be finalised shortly.

3. Government of India's Foreign Languages Scholarships Scheme

The Government of India have, for a period of three years in the first instance from the year 1954-55, instituted a scheme

for the award of 30 scholarships every year to suitable Indians for specialisation in certain languages of Asia and Europe. The languages chosen and the country of study are as given below :

The purpose of the scheme, besides strengthening cultural contacts between India and the countries to which the scholars will be sent, is to cater to two important needs. Firstly, to train a band of teachers employed in institutions teaching foreign languages and thus to provide better teaching facilities in these institutions. Secondly, to meet the needs of certain services which require an increasing number of Indians proficient in foregin languages.

The candidates applying for the award of scholarships under this scheme must have studied that language and should have acquired proficiency in that language up to the standard for which facilities for instruction are available in India. They are bound to serve the sponsoring authority concerned for a period of three years at least on return after the completion of studies abroad. A specific amount of monthly maintenance allowance besides actual tuition and examination fees and the study tour allowance up to the maximum of Rs. 400/- per annum and also sea passage expenses bothways including transportation charges in India and the country of study is admissible.

Selection for the year 1954-55 has been made. Thirteen scholars for the languages-Arabic, Chinese, French, German, Persian and Russian-have, been selected and they are expected to go abroad in the near future. No candidates for Japanese, Spanish, Turkish and Italian languages were selected as none was found suitable. Government of India's Reciprocal Scholarships Scheme

With the object of promoting cultural relations with the Governments of those foreign countries who are, for the last few years, offering scholarships to Indian students for study in their countries, the Government of India have decided to offer scholarships from the year 1954 to the students of those countries for study in India. Under this scheme, called `Reciprocal Scholarships Scheme', the Government of India have decided to offer a certain number of scholarships to the students of' the following countries:

Scholarships under this scheme are available for post-graduate studies in all subjects for which facilities are available in this country but particularly in Indian Philosophy, Indian History and Culture. Scholarships are generally tenable for a period of two years and selection is made every two years. The value of a scholarship is Rs. 200/- per month besides actual tuition and examination fees.

Nineteen scholars have been selected under the 1954-55 scheme, of whom 14 have so far arrived in India and joined their respective universities/institutions.

Indo-German Industrial Cooperation Scheme

Under the Indo-German Industrial Cooperation Scheme initiated in 1952-53, 69 scholars were sent for practical training in German industries and 40 for post-graduate studies. As a reciprocal measure, ten German nationals were also awarded fellowships for study in India. The scheme was not renewed in 1953-54.

The scheme was revived in 1954-55, for the award of 80 scholar- ships for practical training in German industries up to one year period and 15 scholarships for post-graduate studies lip to two years, and for the award of ten fellowships to German nationals for study of Indian languages, Religion and Philosophy at Indian universities/ins- titutes. Fifty-two candidates for practical training and 15 for post- graduate studies have so far been selected through a duly constituted Selection Committee. Selection of the remaining 28 candidates for practical training is pending the procurement of training facilities in Germany. So far II candidates selected for post-graduate studies have gone to West Germany up to 1.12.1954. The remaining candidates will be sent as soon as training arrangements for them are finalised.

Financial Implications

The candidates selected under the 1954-55 scheme will be paid by the Government, maintenance allowance @ 260 M. (about Rs. 300) per month plus the cost of return passage from West Germany. The cost of onward journey to Germany is required to be met by the candidates or- their sponsoring authorities. Some of the German industries will probably pay remuneration to Indian trainees which will be deducted from the maintenance allowance payable by the Government. Scholars selected for post-graduate studies are exempt from the payment of tuition, examination fees etc. to the universities/institutes.

Selection of ten German nationals for study in India has been made on the recommendation of the German Government. Admission of six candidates has so far been secured, one of them has joined and the remaining five are expected to join their institutions shortly. Admission arrangements for the remaining candidates are in progress (correct up to 1.12.1954).
