APPENDIX A (I) : REPORT ON THE GOVERNMENT OF INDIA SCHEME FOR THE AWARD OF SCHOLARSHIPS TO FOREIGN STUDENTS FOR TRAINING IN COTTAGE INDUSTRIES AND OTHER VOCATIONAL SUBJECTS
The Government of India approved in 1953-54 a scheme for the award of 25 scholarships for a period of two years to trainees from East and Central Africa for training in Cottage Industries and other vocational subjects, such as tailoring, weaving, shoemaking, mechanics, carpentry, fitting etc., which will enable them to earn their living on return to their country. The terms of scholarships are as follows:-
(a) Each scholar selected under the scheme is entitled to a stipend of Rs. 75/- p.m. inclusive of tuition and examination fees.
(b) Deck class passages from the port of embarkation in Africa to the port of disembarkation in India and back in deserving cases.
(c) The scholarship is tenable for a period of two years from the date the scholar joins the institution or till the end of the final examination, whichever is earlier.
No separate provision was made for the scheme in question during 1953-54 and the expenditure was debited to the provision made for the General Cultural Scholarships Scheme.
Since the scheme proposed in 1953-54 was sanctioned late in the year, only one scholar from East Africa, Mr. B. K. M. Ogol, who was already in India, was selected. No other application was received.

The scheme has been extended in 1954-55 to Mauritius, British West Indies and Fiji. In the case of Fiji, as there is no sea service between Fiji and Sydney and there is no deck class on the ships plying between Sydney and Bombay, it has been decided to give air passage from Fiji to Sydney and tourist class sea passage from Sydney to Bombay and back. The following is the allocation of scholarships for 1954-55.

A separate provision of Rs. 28,000/-has been made in the budget estimates for 1954-55 for the scheme. Applications for the award of scholarships during 1954-55 were received late in the year. As it was not possible to arrange the placement of the selected scholars during 1954-55, selection of 16 candidates has since been provisionally made for being placed during 1955-56. In view of this, the provision of Rs. 28,000/- allotted during 1954-55 could not be availed of except on the stipend of one scholar who was selected during 1953-54 and who will continue to receive his stipend up to the end of December, 1954. A provision of Rs. 28,000/- has been made in the budget estimates or the year 1955-56 in respect of this scheme.
