APPENDIX (K) : REPORT ON THE WORK OF REHABILITATION OF STUDENTS AND TEACHERS DISPLACED FROM PAKISTAN

In the Memorandum submitted in the 21st meeting, it was stated that financial assistance to displaced students would be continued in the year 1954-55. The figures for the year 1953-54 regarding the amount spent on financial assistance to displaced persons in different States and the number of students benefited will be found at Annexure `V'.

New schools for Displaced Persons:

During the year 1953-54, 11 new schools for displaced persons were opened by the Government

of West Bengal and a sum of Rs. 5,29,634 was spent on the extension of buildings of 66 Secondary schools. No new disrupted institution was revived during the year 1953-54. The Government of Rajasthan started 23 schools (19 Government and four privately managed). The expenditure on this account incurred by that Government amounted to Rs. 34,91,264. The Government of Madhya Pradesh spent Rs. 1,41,819 on maintaining State Government schools and making grants to local bodies and private managements for the same. The Punjab Government spent Rs. 4,93,500 and Madras Rs. 2,784/15/- on this account. The Delhi State Government opened 22 new Government schools, while the local bodies and private management opened ten and nine schools respectively where majority of students consists of displaced persons.

The Ministry of Rehabilitation has set aside Rs. 7 lakhs for the year 1954-55 for grants to disrupted institutions, and the applications are being examined.

Certificates:

The work of assisting displaced and other persons who lost their original certificates during the disturbances continues and during the year under review, 134 certificates were issued by the Punjab University (Solan) on the basis of verification of statements made by this Ministry. Three certificates were obtained from Pakistan through the Indian High Commissioner at Karachi and 17 from the Punjab University, Lahore, through our Deputy High Commissioner at Lahore. The statements of qualifications of 43 European teachers who left India after Independence were verified by this Ministry to help them in finding jobs in England. Reference of 58 statements of qualifications received from the various Ministries were verified from the record available in this Ministry.

Provident Funds:

The Government of India in the Ministry of Communications have appointed Liaison Officers on a reciprocal basis to work in Pakistan in order to obtain speedy verifications of the claims of provident funds of teachers and other savings bank accounts. The progress is being watched. The Government of the Punjab has now decided that the provident funds of displaced teachers in various cooperative banks in the Punjab (India) should be paid according to the amount of their verified claims from the realisation account of the Muslim evacuee depositors lying with the Provincial Cooperative Bank, Limited, Jullundur, without waiting for the release of such deposits which are lying with the West Punjab (Pakistan). All claims of non-Muslim displaced teachers for provident funds deposited in cooperative banks in Punjab (P) are being paid to the claimants by the said bank.
