APPENDIX B (i) : REPORT FORM THE GOVERNMENT OF INDIA AND THE STATE GOVERNMENTS ABOUT THE ACTION TAKEN ON THE RECOMMENDATIONS OF THE BOARD AT ITS 20TH MEETING
The recommendations made by the Central Advisor Board of Education at their 20th meeting held in November, 1953, were referred to the State Governments and universities for such action as was necessary. A summary of replies which have been received so far is given in the statements appended herewith. (Annexures I and II)

Recommendation.-- While appreciating the idea of' introducing merit scholarships in public schools, the Board recommended that the Government of India should request the State Governments to introduce similar scholarships, particularly in the public schools situated in their respective areas. In the award of scholarships preference should be given to meritorious students, who come from lower income group.

accepted, one scholarship may be awarded
by the State Government during 1955-56.
A. & N. Islands The State Government have agreed in
principle with the recommendation of the
C.A.B.E., but no scholarships have so far
been instituted.
Andhra Andhra State has offered four
scholarships (two at Rishi Valley School,
Rishi Valley, Chitoor District and two at
the Lawrence School, Lovedale). These
scholarships are to be confined only to
the boys of Andhra State. The terms and
value of the scholarships will be the
same as under the Government of India
Merit Scholarship in Public Schools.

Bhopal Merit scholarships have, already been
instituted.
Bihar In keeping with the recommendations of
the C.A.B.E. this Government have already
instituted a number of scholarships
giving facilities to students of lower
income groups, which are tenable at the
newly started public school at Netarhat
in the District of Palamau. Steps are
being taken to affiliate this school with
Indian Public Schools Conference.
Bombay The Government has already instituted
three scholarships of the value of
Rs.1,000/- per annum each tenable at the
Shree Shivaji Preparatory Military School
at Poona which is one of the two public
schools in this State. A suitable machi-
nery has also been devised for the
selection of candidates for award of
these scholarships. One of these three
scholarships is reserved, for a suitable
candidate belonging to the Backward
Classes. The scholarships are open to
candidates domiciled in the State of
Bombay. These scholarships are
considered to be adequate and it is not
intended to institute any more
scholarships at these schools.
Coorg In view of a very small number of pupils
of this State attending public school
outside the State, and as there are no
public schools in this State, the
Government does not consider it necessary
to institute merit scholarships in any of
the public schools outside the State.
Himachal Pradesh The financial implications of the scheme
are being worked out and should the money
on this account be voted by the State
legislature, the scheme will be put into
operation from the next financial year.
Hyderabad The question of institution of merit
scholarships in public schools is
receiving attention, but it may not be
possible for the Government to
participate in the scheme this year viz.,
1954.

Madhya Bharat So far as the question of the reservation
of some seats for Backward Classes is

scholarships-five for Harijan boys and
five for Adivasi boys-tenable at (i)
Scindia School, Fort Gwalior (ii) Daly
College, Indore and (iii) Malarshram,

academic session. The task of selecting
scholars has been entrusted to a
committee formed by the State Government.

view of the financial position of the

Madhya Pradesh It will not be possible for them to agree
to the proposal.
Madras In their present state of finances they
are unable to institute any merit
scholarships in public schools.
Manipur It is not possible to introduce these
scholarships in 1954-55 and the question
is being examined for future years.
Pepsu The State Government regrets its
inability to sponsor the scheme.
Punjab The question of instituting merit
scholarships in public schools is being
considered.
Saurashtra A scheme is being formulated on the lines
suggested.
Travancore-Cochin The State Government is not
instituting any free scholarships in
public schools for the present.
Uttar Pradesh The State Government very much regrets
that, in the present financial
stringency, they are not in a position to
accept the pro-

posal of the Ministry of Education. They
are, however, separately considering the
question of giving some scholarships to
meritorious students taking admission to
classes XI and XII in some schools in the
State.
West Bengal The matter is receiving attention. (No
reports have been received from the other
States).

Recommendation.--The Board recommended that the State Governments should promote hobbies, and establish Scout and Guide organisations, youth hostels etc. and stress the importance of athletics and the National Cadet Corps.
Ajmer Hobbies are promoted in schools. Scouts
and Guides organisations have been
established in educational institutions.
Due stress has been laid on N.C.C. and
A.C.C. which will further be extended to
more High schools and colleges.
Bhopal Provision for scouting and sports already
exists in the State. N.C.C. is being
shortly introduced. Special coaches for
games have been provided in the schools.
Coorg Clubs have been started in schools and
colleges. N.C.C. is also organised in
High schools and Government college,
Mercara. Due attention is also given to
the development of athletics and games.
Recently the Auxiliary Cadet Corps has
also been organised in all the High
schools and all pupils of the age of 12
and above are enlisted.
Vindhya Pradesh Physical training is compulsory in every
Government school. Scouting is being or-
ganised on provincial basis and Scout
Camps are arranged every year in which
scouts and guides from all over the State
participate. There is one Senior
Division, N.C.C. and 15 units of Junior
Division.
