Madhya Bharat Recommendations are receiving the atten-
tion of the State Government.
Madhya Pradesh (a) It would not be possible to create
additional posts of school-mothers as
this will put an additional strain on the
already poor financial condition of the
local bodies.
(b) The question of rent-free
accommodation is under the consideration
of the State Government.
(c) & (d) There is already a large number
of women candidates, and the question of
raising the acre limit or relaxation of
the educational qualifications does not
arise.
(e) This part of the recommendation was
given a trial in the State, but as a
sufficient number of girls was not
available, the experiment was dropped.
Madras (a) There is already a large number of
women teachers in rural schools.
(b) It is not feasible to arrange for
living accommodation for teachers, when
accommodation for schools is lacking.
(c) No age limit is fixed and there is no
difficulty in securing women teachers.
(d) There is no difficulty in
attracting women to reaching profession.
Local bodies already give preference to
the retention of women teachers, and the
married ones also enjoy maternity leave.
It is, therefore, not desirable to relax
educational qualifications for women
teachers in the interest of efficiency
of institution in schools.
(e) Education is free in all Elementary
schools. Stipends are already being paid
to students undergoing teachers'
training. Further payment of stipends to
girls in

Higher Elementary schools would involve
additional expenditure to the State Gov-
ernments.
Saurashtra (a) Almost all schools have one or more
lady teachers and a large number of them
is recruited every year; it will
therefore be possible to post one lady
teacher to each Primary school in the
near future.
(b) Accommodation is provided to almost
all Primary teachers, though it is not
free at all places.
(c) There is no age bar for teachers
for recruitment to Primary schools.
(d) Fair proportion of lady teachers,
specially in Primary schools, is already
being maintained.
(e) The matter is receiving attention.
Travancore-Cochin Education among women in this State is so
advanced that there is no scarcity of
fulltime qualified teachers and due
consideration is already being given to
women in the matter of recruitment as
teachers.
Uttar Pradesh (a) Since Primary schools in rural areas
are not residential schools, the State
Government does not consider it necessary
to appoint school-mothers there. Matrons
are, however, already appointed in girls'
schools where there are hostels.
(b) Encouragement to build teachers'
quarters is given whenever possible. The
recommendation cannot be implemented
wholesale due to financial stringency.
(c) The State Government is not in
favour of relaxing the age limit. If
recommendation (b) above could be fully
implemented, a sufficient number of
trained women will be available in rural
areas.

(d) Where women teachers are not
available, the essential qualifications
are being relaxed. If suggestion (b)
above could be implemented, there is no
necessity to put forward attraction like
reduced hours of work, etc.
(e) There is already a provision for
special stipends and scholarships for
girls who intend to become teachers
after schooling. During their training
period, almost all women candidates are
awarded stipends.

Amendment to University Acts in order to reconstitute Senates and Syndicates on the lines of the recommendations of the Radhakrishnan Commission Report; (2) reconstitution of Managing Committees; (3) improvement of status of teachers; (4) reconstruction of the system of examinations; (5) measures to encourage self- discipline, social service activities and extra-curricular activities among students and (6) measures to introduce an ethical content in instruction in schools. Letters covering parts (1) to (4) above have been issued by the Education Secretary to all State Education Ministers and Education Secretaries.
This recommendation, along with others, was circulated as usual to the State Governments. Reports received from some of them are as follows :
Bhopal The hostel facilities and play grounds
are being provided, as far as possible,
to High and Middle schools. About 500
teachers will become Secretaries of Gaon
Sabhas or Panchayats and will get an
allowance of Rs.20/- which is likely to
further improve their emoluments.
Opportunities to participate in N.C.C.,
Scouting, Guiding and social activities
are being provided.
Himachal Pradesh Suitable facilities for higher
specialised study abroad will be provided
to teachers within the age range of 25
to 35 as far as possible. Other
recommendations are being examined.

Uttar Pradesh The State Government are already making
every effort to provide opportunity to
every student of the Secondary schools
and colleges to participate in the
activities aimed at social and physical
development of the youth as are
possible within the limited resources of
the Government. The State Government
propose to start some more units of the
N.C.C. during the current year and also
to extend financial assistance to
educational institutions for raising the
Auxiliary Cadet Corps. In addition,
military education and social service
training is imparted to students of
classes XI. and XII. Grants are also
paid to Bharat Scouts and Guides
Organisation, which has an enrolment of
1,08,000 volunteers in the State.
