APPENDIX A(D)-- REPORT ON THE PUBLICATIONS OF THE CENTRAL BUREAU OF EDUCATION, INCLUDING THOSE RELATED TO EDUCATIONAL STATISTICS

The Publications Section has maintained and expanded its publi- cations activities. The scope of 'The Education Quarterly, the Ministry's most important periodical, has been considerably enlarged. It has now entered its fifth year of publication and is beginning to play an effective part in educational thought and techniques. With the object of creating some personal and popular interest in the journal, a new feature 'Profiles'-historical sketches of personalities in the field of Indian education was introduced into the journal from September, 1952. Pictorial features, a news feature entitled 'Education Today, a series of 'Talk to Teachers' and another on the teaching of subjects in schools and colleges were included in the September 1952, December 1952, March 1953, June 1953 and September 1953 issues of the Quarterly.

It has been the policy of the Publications Section to commission attractive new cover designs for each fresh publication of the Minis- try. Publications released by the Bureau in the course of 1952-53 are:

(i) Education of Girls and Women in India.

(iii) Report on the Activities of the Ministry of Education during 1951-52 and Programmes for 1952-53.

In order to make publications of the Ministry better known to teachers and other educationists, they are sent for review to a large number of newspapers and periodicals as well as to official and non- official organisations. State Governments and Universities, Foreign Embassies and Legations in India, Indian Embassies, High Commissions and Legations abroad have also been posted with the Ministry's publications.

Casual Sales Depot.-Increased publicity has brought with it the additional responsibilities of management, and the section has under- taken the task of selling copies directly. A casual sales depot was opened at room No. `44', `M' Block of the Secretariat in November, 1952. As a result, sales have soared and about 2,500 copies of various publications of the value of about Rs. 4,200 have been sold up to the end of August, 1953.

The paid circulation of 'The Education Quarterly', that was 250 in June 1952, shot up to over 750 in March 1953. The demand for the journal continues to increase. The print order has, in consequence been raised to 1,500 copies.

Educational Statistics.-The following publications have been brought out since January 1952:-

(i) Education in India-a graphic presentation;

(ii) The Neglected and Delinquent children and Juvenile Offenders in the States of Indian Union 1949;

(iii) Education in Universities in India, 1948-49;

(iv) Educational Statistics, Indian States, 1947-48;

(v) Education in Centrally Administered Institutions, 1949-50;

(vi) Scales of Pay of Primary and Secondary School Teachers in States in India, 1950-51;

(vii) Libraries in India, 1951;

(viii) Institutions for Higher Learning in India on 31st March, 1952;

(ix) Decennial Review, (1937-47) Vol. II;

(x) Education in India, 1948-49;

(xi) Education in the States of the Indian Union, 1949- 50; and

(xii) Institutions for Higher Education in India, 1953.

Of these, serial No. (i) is a special publication and depicts different aspects of education in India in 28 coloured charts. The brochure at serial No. (vi) is the first of its kind, showing the differences in the emoluments of the teachers in Primary and Secondary schools under

various types of managements. The publication at serial No. (vii) is the first reference book of the kind produced on the subject in the country and gives, in an intelligible form, useful data about 1,200 important libraries in the country. These three publications were, on the whole, very well received.
