APPENDIX A(G)--- REPORT ON THE SCHEDULED CASTES, SCHEDULED TRIBES AND OTHER BACKWARD CLASSES SCHOLARSHIPS SCHEME (PLACED BEFORE THE TWENTIETH MEETING)
With a view to improving the educational and economic condition of the Scheduled Castes, the Government of India approved in 1943 a grant of Rs. 3 lakhs a year for a period of five years with effect from 1944-45 for scholarships to students belonging to this community, taking courses of studies in Scientific and Technological subjects beyond the Matriculation stage.
For the year 1948-49, in addition to the usual grant for Scheduled Castes, a further grant of Rs. 50,000 as an experimental measure was sanctioned for scholarships to students belonging to the Scheduled Tribes on lines similar to those of the Scheduled Castes Scheme.
In the year 1949-50, the Government of India approved a revised Scheme of scholarships to include students of Scheduled Castes, Scheduled Tribes and Other Backward Classes. A sum of Rs. 10 lakhs was sanctioned for the scheme, out of which Rs. 6 lakhs were set apart for scholarships to Scheduled Castes students and Rs. 4 lakhs for those belonging to the Scheduled Tribes and Other Backward Classes, with a provision to transfer funds from one head to the other, if necessary.
The Government of India approved the continuance of the scheme of scholarships to Scheduled Castes, Scheduled Tribes and Other Backward Classes for a further period of 5 years from 1950-51 and, sanctioned a grant of Rs. 12 lakhs for 1950-51, Rs. 15 lakhs for 1951-52 and Rs. 30 lakhs for 1952-53.
A sum of Rs. 40 lakhs has, been provided in the budget for 1953- 54 for scholarships to the students of these three communities receiving post-matriculation education. This amount has been found inadequate in view of the large number of applications (18,324) received for scholarships in the current year. Additional funds amounting to Rs. 10 lakhs have, therefore, been made available increasing the provision for 1953-54 for this scheme to Rs. 50 lakhs. The allocation of funds made amongst the three groups is as under:

During the year 1953-54 about 10,000 scholarships are expected to be awarded to Scheduled Castes, Scheduled Tribes and Other Backward Classes for their post-matric studies in India.
A statement showing the state-wise distribution of applications received for 1953-54 scholarships is enclosed for information. An- other statement showing the expenditure incurred under this Scheme from 1944-45 to 1953-54 is also enclosed,
The scholarships under the scheme are awarded on the recom- mendation of the Scheduled Castes, Scheduled Tribes and Other Backward Classes Scholarships Board, with the Additional Secretary of the Ministry of Education as its Chairman and four officials and eight non-officials (including seven M.Ps) as members.
The existing rates of the Government of India Scholarships for studies in India vary between Rs. 27 and Rs. 65 per month depending

upon the course of studies in addition to tuition, enrolment, games and examination fees.
The Government of India on the recommendation of the Scholarships Board have also decided to pay the cost of tourist second class sea passage to such candidates from these three groups who obtain merit scholarships for studies abroad either from foreign' Governments. or under any other Scheme of the Government of India and who are required to meet passage cost from their own funds. Each year grants for this purpose will be made to not more than four candidates from each group. So far one Scheduled Caste student has availed himself of this concession,
A proposal to award six scholarships for studies abroad to Sche- duled Castes, Scheduled Tribes and Other Backward Classes students is also under consideration. Only such candidates are likely to be considered eligible for these Overseas Scholarships as have obtained a first class in the Master's degree examination or an equivalent examination. In the case of Scheduled Tribes candidates, however, those who have obtained a second class M.A. degree may also be con- sidered eligible. The selection of candidates for these Overseas Scholarships is proposed to be made through the Union Public Service Commission.
