APPENDIX A(H)-- REPORT ON THE GOVERNMENT OF INDIA'S OVERSEAS SCHOLARSHIPS SCHEME
A report was made to the Central Advisory Board of Education at their 19th meeting held in New Delhi in March, 1952, regarding the progress of the Overseas Scholarships Scheme and about the proposed revised scheme. The Board considered the report and approved of the Revised Overseas Scholarships Scheme, under which scholarships are granted only to teachers of universities and other institutions., Further progress is described below:
1. Modified Overseas Scholarships Scheme:-The Government of India sanctioned in 1952 the Modified Overseas Scholarships Scheme for a period of three years with effect from 1952-53. This is limited to teachers of universities and other comparable institutions and aims at raising the standard of instruction and research in the country. Half of the expenditure incurred on the training of scholars is met by the Government of India and the other half is met by the sponsoring authority concerned. The scholars are required to serve their own institutions on return from abroad after completing their studies for a period of at least three years. Twenty-five persons were selected in 1952 for awards for 1952-53 scholarships but only twenty-three went abroad, two persons declining the awards. In 1953, 24 persons were selected for the 1953-54 awards of whom 17 have gone abroad (till September 30, 1953).
It is proposed to send abroad about 25 persons in 1954-55 under this scheme. A statement showing the allocation of awards made under the schemes 1952-53, 1953-54 is at annexures (i) & (ii).
2. The following are the two other Government of India Overseas Scholarships Schemes:-
(a) Central State Scholarships Scheme and
(b) Indo-German Industrial Cooperation Scheme.
(a) Central State Scholarships Scheme:-In 1926 the Government of India sanctioned the Central State Scholarships Scheme, for the grant of a scholarship for study abroad every year to a student who by birth or domicile is resident of a Centrally Administered Area (now Part 'C' States and Andaman and Nicobar Islands). The object of this scheme is to afford opportunities for further research and training to the most meritorious students belonging to these areas in fields of study for which facilities do not exist in India.

The duration of scholarships is three years or less depending upon the duration of the course. Mr. B. P. Nigam of Delhi State was selected in 1952 for the study of Theoretical Physics in the United States of America. Dr. J. C. N. Joshipura of Ajmer State has been selected for the award of 1953 scholarship for General Surgery in the United Kingdom.
(b) Indo-German Industrial Cooperation Scheme:-In 1952 under the Indo-German Industrial Cooperation Scheme, the Government of India accepted 50 free studentships in German Universities/Institutes and 100 apprenticeships for training in German Industries. The cost of passage both ways of the candidates going to West Germany and their maintenance allowance at D.M. 260 (=Rs. 296) p.m. per candidate is shared equally by the Government of India and the candidate or, his sponsoring authority. The scholars pursuing postgraduate studies in German Universities are exempted from tuition, lecture and examination fees. Under the Scheme, 50 persons were selected for post-graduate studies in German Universities/Institutes. Out of these 50, 39 have gone. 100 persons were selected for training in industries. Of these 59 have gone. 11 more candidates are expected to leave shortly and the remaining candidates will be sent as soon as training arrangements for them are finalised.
As a reciprocal measure the Government of India have offered ten Fellowships to German Nationals for study of Indian Language, Religion and Philosophy at Indian Universities/Institutes. Statement showing the particulars of awards under this Scheme is at annexure III-V.
The Scheme was not renewed in the year 1953-54. The question of its renewal in 1954-55 is under consideration of both Governments.
3. A short descriptive note on the Colombo Plan and Technical Cooperation Assistance Programme (Point Four) is given below:
The Commonwealth countries-the U. K., Australia, Canada and New Zealand-award scholarships/fellowships to Indian nationals under a mutually agreed scheme of technical assistance, commonly known as the Colombo Plan. Under the Technical Cooperation Assistance Programme, the U. S. Government offers facilities for training in the U.S.A. for Indian nationals. The scholarships/fellowships under these schemes are available only to persons who are generally employees of and are sponsored by the Central Ministries and State Governments, universities and comparable institutions whose services after the specialised training will be utilised in the development plans of the country.
4. At their meeting held on the 15th March, 1952, the Board desired to have more information on the number of scholarships and fellowships offered under different Technical Assistance Programme. A statement showing the number of awards given under the Colombo Plan, Point Four Programme and U.N. and Unesco. Fellowships and Scholarships is at Annexure VI.
