APPENDIX A (K)-- REPORT ON THE WORK OF REHABILITATION OF DISPLACED STUDENTS AND TEACHERS FROM PAKISTAN (PLACED BEFORE THE TWENTIETH MEETING)

At the 19th meeting of the Central Advisory Board held at New Delhi on the 15th and 16th March, 1952 the Board passed the following resolution:

"The Board received the report and noted with satisfaction the work done in this respect, but expressed its concern at the sudden withdrawal of the grants that were being given to the educational institutions by the Rehabilitation Ministry and recommended that Government should consider steps to make alternative arrangements for giving financial aid to them till such time as the State Governments are progressively able to meet the expenditure involved."

The Board also drew the attention of Government to the following points:

(a) Need for temporary modification of the rules of retire- ment of teachers employed by local and private bodies in view of the exceptional circumstances created by partition.

(b) Recovery of dues to University teachers by the Punjab University for paper setting, examining and other similar work.

(c) Rehabilitation of displaced educational institutions.

(d) Payment of Provident Fund of teachers,

2. The following action was taken on this resolution:-

Grants to educational institutions: Out of the budget of Rs. one crore for the year 1953-54, Rs. 25 lakhs were reserved for grants to disrupted institutions and education of displaced persons at Faridabad and Rajpura. Applications from deserving institutions have been called for and individual cases are under the consideration of the Government of India in the Ministry of Rehabilitation.

Financial Assistance to Students

In view of the changed circumstances, the Government of India reviewed the position to find whether in view of a certain amount of rehabilitation having been achieved during the last five years, it was still necessary to continue direct financial aid to students or whether the State Governments should not be left to devise their own schemes. The views of the State Governments were obtained, and it was found that the old scheme had worked well and should be continued with modifications in the light of the fact that with effect from 1954-55 the budget of the Ministry of Rehabilitation for

this purpose would came down to Rs. 35 lakhs. It was also decided that these concessions should be withdrawn gradually and that by the 31st March, 1956 the State Governments should be able to take over the entire further responsibility. Accordingly, reduction has been made in the amount of stipends and cash grants admissible to displaced students in various classes, but in other respects the old scheme continues. The State Governments have been allocated funds in accordance with the estimates submitted by them, and it is hoped that. in view of the reduction in expenditure on account of the modifications made in the scheme, it may be possible for the State Governments to save 1/3 of the total allotment and spend it on capital expenditure and the new schools started by them for refugees in colonies and elsewhere. The amount spent by various Governments during the year 1951-52, and the number of students benefitted is shown in the statement at Annexure (A).

Temporary Modification of Rules of Retirement of Teachers

The Government of India had suggested to the State Governments in 1949 that while it might not be possible to raise the superannuation limit wholesale, genuine hard cases of refugee teachers might be condoned individually every year up to the age of 60 years. In continuation of that suggestion, the resolution of the Central Advisory Board was also forwarded to the State Governments, with the request that private managements and local bodies may be moved to accord sympathetic consideration in such cases. Replies from the State Governments indicate that almost all the State Governments are according favourable consideration to such requests.

Recovery of dues of University Teachers by the Punjab University for paper setting, examining and other similar work

The matter has continued to be under negotiation with the Govern- ment of Pakistan. During the recent talks at Secretarial level at Karachi, a decision was taken that the claims of the University teachers would be processed by the Central Claims Organization. The other item of re-enumerations to the examiners and paper setters is yet under negotiation with the Government of Pakistan.

Payment of Provident Fund of Teachers

In spite of various agreements the Government of Pakistan has not resumed the verification of Provident Fund deposits in post offices and the question is under negotiation with the Government of Pakistan. A scheme for giving 50% of the deposits in a Provident Fund account of the teacher in Post Offices, the claims for which were registered before 31st March, 1949, as interim relief, is under the consideration of the Government.

Duplicate Certificates to Displaced Persons

The work of assisting displaced students in obtaining duplicate copies of the certificates lost by them in Pakistan continues on the basis of the records collected in the Ministry of Education, some

of which have been loaned to the Punjab University Solan, and the records collected by that University independently. The Punjab University issued 19,450 certificates during the year 1952-53. 50 duplicate copies and 26 original Matriculation certificates were also obtained from the Punjab University, Lahore between 1st December, 1950 and 27th March, 1953.

Facilities for Education to Displaced Persons

At the last meeting of the Central Advisory Board of Education, it was reported that, up to the end of the year 1951, 2,038 schools had been started for refugees. This number increased to 4,104 by the end of 1952, showing an increase of 2,066 during the year 1951-52. The total amount spent by the State Governments during 1951-52 was Rs. 1,28,12,247-3-0.

A detailed statement is attached (Annexure B).

Activities of some of the State Governments in this respect are summarised below: -

(i) Punjab (1).-Only one privately managed school was started in Punjab State during the year 1951-52. The amount spent by the Punjab Government during the year 1951-52 on Government schools for displaced students was Rs. 63,67,045/-.

(ii) West Bengal.-The Government of West Bengal opened 1,019 Government Schools during the year 1951-52. The total amount spent by the State Government on Government schools, local Boards and Private schools during the year 1951-52 was Rs. 35,84,396/-.

(iii) Bombay.-Only one Government School and three privately managed schools were opened during the year 1951-52. The amount spent during that year was Rs. 4,34,014/-.

(iv) Tripura.-Eight Government Primary schools were started during the year 1951-52. The amount spent during that year has not been communicated by that Government.

(v) Delhi.-In Delhi State four Local Board schools were opened during the year 1951-52. The total amount spent during that year on Government, Local Board and Privately managed schools was Rs. 11,89,800/-.

(vi) Ajmer.-In this State no new school was opened during the year 1951-52. The amount spent on Government, Local Board and privately managed schools during the year 1951-52 was Rs. 6,01,867/-.

(vii) Kutch.-In Kutch three Local Board schools were started during the year 1951-52. The amount spent on privately managed, schools was Rs. 10,960/-.

(viii) In this State 21 Government schools in camps and one privately managed school were opened during the year 1951-52. The amount spent on the new schools in camps during the year 1951-52 was Rs. 14,262/- and on the privately managed schools, Rs. 500/- only.
