APPENDIX K-- SUITABLE MEASURES FOR THE SETTLEMENT OF DISPUTES BETWEEN MANAGEMENTS AND TEACHERS FOR ENSURING SECURITY OF TENURE FOR TEACHERS IN NON-GOVERNMENTAL SCHOOLS AND COLLEGES
The conditions of service of teachers in schools and colleges maintained by voluntary associations have frequently been the subjects of review by the Governments and different States have tried to give relief to teachers by laying down grades and scales of pay and giving other protection. But it is frequently felt that the tenure of service in such institutions is not very secure and sometimes services of teachers are terminated on flimsy grounds and to satisfy personal whims. This has caused discontent among the teachers and weakened professional enthusiasm. It is suggested that some guidance may be given to, the States for evolving some plan by which the tenure of service of teachers may be more secure and their conditions of service improved.
One suggestion that may be cossidered is the setting up in each State an impartial board of Arbitration and Conciliation for settling disputes between teacher employees and their employers, the Managing Committees. It may be noted that in Western countries, schools and -colleges are corporate bodies and teachers, at any rate, some of them, are members of every important executive body. The position in this country is that there are Managing Committees, generally consisting of financiers who are not as a rule acquainted with educational problems and academic traditions and their decisions are sometimes arbitrary. To avoid hardship to the teaching profession in such cases and to stabilise educational institutions, some machinery should be evolved for the resolution of such difficulties and conflicts.
