APPENDIX R-- QUESTION OF THE APPOINTMENT OF TEACHERS FROM EDUCATIONAL INSTITUTIONS BY THE CENTRAL AND STATE GOVERNMENTS
1. The Annamalai University has drawn attention of the Government of India to the problem created by the drift of capable teachers to more lucrative posts offered by the Central and State Governments, either direct or through Public Service Commissions, and especially so when it happens during the middle of an academic term. Although the University has its own rules and regulations to stop the drift of teachers at inconvenient moments, it is said that sometimes candidates apply direct and not through the proper channels. Further, in the case of some specialised posts, candidates are directly called for all interview without an application and are offered appointments. While the University can refuse to relieve such persons the University finds this embarrassing. The University. therefore, desires that Government departments should be instructed not to offer appointments to teachers without the prior approval of the University or the college concerned and further that such offers should not be made during the middle of an academic term.
2. It is felt that the difficulty experienced is a real one and may have been experienced by other universities and educational insti- tutions too. It has been suggested that if the universities and colleges refuse to allow members of their staff to apply elsewhere without adequate notice to the universities their action in doing so should be supported by the Central or the State Government concerned. In addition, there could, perhaps, be a general rule that if teachers resign they should be required to give prior notice of their intention, failing which they should be asked to pay a penalty which may not be greater than the amount which the university or the college concerned would be required to pay if it terminated the services of a member of the staff without due notice.
3. The Central Advisory Board of Education is required to con- sider and advise in the matter.
