IV. Grants for the Development of Technical Education:

The scheme for the improvement and development of selected non- government Engineering and Technological Institutions which was undertaken on the recommendation of the All India Council for Technical Education is nearing completion. The scheme envisaged a total expenditure of about Rs. 55 lakhs on construction of College Buildings, Rs. 107 lakhs on equipment, and about Rs. 37 lakhs (loans) for construction of Students' Hostel. Except for small amounts which will be paid during the current year or early next year, all non- recurring grants and loans have been paid out.

As reported under the activities of the All India Council for Technical Education, the second phase of the scheme has commenced. There is a provision of Rs. 355 lakhs for the development of Technical education in the Five-Year Plan and it is expected that a sum of about Rs. 55 lakhs will be paid during the course of the current year on the recommendations of All India Council for Technical Education.

V. Practical Training of Students from Engineering and Technological Institutions:

In order to make it more effective the Practical Training Stipends Scheme has been reoriented by instituting the stipends in selected industrial courses and other training establishments instead of allotting them to technical institutions. Under the revised scheme, the training establishments will be closely associated both in the selection of candidates and in their training. As far as possible they will also share the costs of the stipends. Arrangements have been finalised for awarding 177 Senior and 41 Junior stipends in about 90 establishments. The selected industrial establishments have been requested to extend their cooperation by agreeing to share the cost of the stipends so that the number of stipends that can be instituted from the available funds might be increased.

Arrangements have also been made for the practical training of graduates in Engineering and Technology in Defence Establishments, Electrical Institutions, All India Radio, Railways Workshops, Posts and Telegraph Establishments, the Central Water and Power Commission and the Central Tractor Organisation. The Regional Offices of the Ministry at Bombay and Calcutta have also succeeded in securing a considerable number of seats in well known industrial concerns for the training of students from all over the country.
