APPENDIX A(g)- GOVERNMENT OF INDIA SCHEME OF SCHOLARSHIPS TO SCHEDULED CASTES, SCHEDULED TRIBES AND OTHER BACK WARD CLASSES
The Government of India approved in 1943 a grant of Rs. 3 lakhs a year for a period of 5 years with effect from 1944-45 for scholarships to students belonging to Scheduled Castes, pursuing courses of study in Scientific and technological subjects beyond the Matriculation stage.
For the year 1948-49 in addition to the usual grant for Scheduled Castes, a further grant of Rs. 50,000 as an experimental measure was sanctioned for scholarships to students belonging to the Scheduled Tribes on lines similar to those of the Scheduled Caster, Scholarships Scheme.
In the year 1949-50, the Government of India approved a revised Scheme of scholarships to include students of Scheduled Castes, Scheduled Tribes and other Backward Classes. A sum of Rs. 10 lakhs was sanctioned for the Scheme out of which Rs. 6 lakhs were set apart for scholarships to Scheduled Castes students and Rs. 4 lakhs for those belonging to the Scheduled Tribes and other Backward Classes with a provision to transfer funds from one head to the other, if necessary.
The Government of India approved the continuance of the Scheme of scholarships to Scheduled Castes, Scheduled Tribes and Other Backward Classes for a, further period of 5 years from 1950-51 and sanctioned a grant of Rs. 10 lakhs for 1950-51 for the purpose. The funds for the subsequent years were left to be decided at appropriate times. During the year 1950-51, it was felt that the funds amounting to Rs. 10 lakhs were not sufficient to meet the requirements of a very large number of suitable applicants. The Government of India, therefore, sanctioned a further grant of Rs. 2 lakhs, and also made available additional funds of Its. 1,40,000 against unspent balance of 1949-50 to be utilized during 1950-51. The total funds thus available for 1950-51 amounted to Rs. 13,40,000. The total number of scholarships awarded from the beginning of the Scheme (1944-45) upto 1950-51 and total expenditutre incurred thereon is shown in the statement attached Annexure I.)

For the year 1951-52, a grant of Rs. 15,00,000 was sanctioned and distributed amongst the three groups as under

Two statements (Annexures II & III) showing the state-wise distribution of applications received and scholarships awarded for 1951-52 are enclosed for information.
The scholarships under the Scheme are awarded on the recommendation of the Scheduled Castes, Scheduled Tribes and Other Backward Classes Scholarships Board with the Educational Adviser as its Chairman and 4 officials and 8 non-officials as members.
For the year 1952-53, a budget provision of Rs. 17,50,00 is being proposed for award of scholarships under the Scheme. The questions of allocation of funds amongst the Scheduled Castes, Scheduled Tribes & Other Backward Classes on the basis of population and backwardness of each group and the revision of the rates of scholarships for 1952-53 are under examination. The State Governments have already been requested in this connection to furnish information about the latest figures of population of these classes as well as the rates of scholarships awarded under their various Schemes.
The existing rates of the Government of India scholarships vary between Rs. 360 to 760 p. a. depending upon the course of study in addition to tuition fees.
