 GOVERNMENTS AND LOCAL BODIES ON
 THE ADMINISTRATION OF PRIMARY
 EDUCATION
 

Recommendations of the Committee are placed at the beginning of the three chapters which discuss the problem as considered by the Committee. Chapter I of the Report gives an account of the appointment of the Committee, its meetings etc. Chapter 11 gives a histroical survey of the role of local bodies. Chapter III gives critical analysis of the existing relations between State, Governments and local bodies in respect of primary education as well as suggestions for improvement. The appendices are based on the evidence collected for the enquiry,

A corrigendum to the Chapter III has been added as desired by the Committee at their Delhi meeting on the 19th and 20th December, 1951. This does not, however, contain certain approved verbal changes which are, proposed to be done before

this is sent to the Press. Certain information etc. which has not been available till this time will be incorporated in the report before it is sent to the Press. However, these changes will not affect the main recommendations of the Committee.

The report* is subject to a minute of dissent from Mr. Barfiwala, a member of the Committee. The recommendations given are those approved by the majority of the Members of the Committee and are for the consideration of the Board.
