APPENDIX J- MEMORANDUM SUBMITTED BY THE GOVERNMENT OF ASSAM TO CONSIDER THE QUESTION OF INTEGRATION OF BASIC AND PRIMARY EDUCATION

In the State of Assam, Basic Education has started only very recently and that also on a very small scale. But the results achieved so far seems to be very encouraging and every effort is being made to spread and develop the scheme in a more fitting way. It therefore seems necessary and desirable that all the existing Primary Schools are converted to the Basic Model.

But as far as the State of Assam is concerned, the proposed conversion of the existing Primary Schools to Basic Model, will mean a huge financial implication, for which this State cannot undertake the responsibility without adequate financial assistance from the Centre.

In spite of the difficulties experienced, this Government is talking effective measures to implement the recommendation as far as practicable.

In view of the above, the Government of Assam, wants, in the first instance, to know the views and opinion of the Central Advisory Board of Education and what is being done by other State Governments in this matter and if any steps have been taken by them, to implement the Scheme.

Note.-An account of the work that has been done in various State Governments in the direction of converting Primary Schools into Basic Schools is given in the proceedings of the last (18th) meeting of the Central Advisory Board of Education under memo. on item II (c) of the Agenda (pp. 37-76 of Pamphlet No. 110) ; a similar report is also available in the papers circulated to members for the present meeting vide Appendix A (c).

The Board may like to consider the question how to facilitate the transition of change-over from Primary to Basic Education e.g., using same books, introduction of same craft-teaching in all schools etc.

Attention is also drawn in this connection to the reports of the Committees on Productive aspect " and " Curriculum f" of Basic Education already placed before the Board under items V (b) and V (c) vide appendices C (b) and C (c) . The problems are interrelated and the Board's views are invited particularly on this question of transition from primary to basic education.
