APPENDIX M- MEMORANDUM SUBMITTED BY THE GOVERNMENT OF BIHAR TO CONSIDER THE DIFFICULTIES EXPERIENCED IN THE WAY OF ADEQUATE AND PUNCTUAL SUPPLY OF PAPER FOR SCHOOL TEXT BOOKS.

With the increase in the number of students in all stages all over the country the demand for text-books has also increased manifold. The demand is so large and has to be fulfilled in such a short period every year, that it appears desirable for the Government of India to make special arrangements for the distribution of paper of the desired varieties among the publishers as well as other agencies connected with the publication of text-books.

2, In some States text-books are being published under the authority of the State Governments. Elsewhere, publisher are being asked to bring cut books on behalf of the Government. In all such cases it is necessary to ensure regular and punctual supply of paper.

3. The Government of India have lifted all control over the supply and distribution of paper. The paper mills have their own local agents for different States for the supply of fixed quota to the retailers. 'The retailers are not always able to meet the actual requirements of the text-book publishers and agencies. There have been instances in different parts of the country of text-books having to be printed on new print or on paper which is far too expensive. Delay in the publication of some text-books has been unavoidable because of the non-availability of paper in time.

4. It is for consideration if the Government of India could use their influence with the paper mills for supplying paper direct to the recognised agencies for the publication of text-books in every State. The number of such agencies could be restricted to one or two in every State so that the mills may not have, to deal with too many individuals. At any rate, in States where the publication of text- books is being done under the direct authority of State Governments, the mills should be persuaded to supply and manufacture paper of the desired quality direct to the authority concerned.

5. The matter is placed before the Central Advisory Board of Education for consideration and for suggesting any other solution to the problem of the shortage of paper for text-books.
