APPENDIX O- SETTING UP OF AN AD HOC COMMITTEE OF THE CENTRAL ADVISORY BOARD OF EDUCATION FOR EARLY CHILDHOOD EDUCATION AND ITS AFFILIATION TO THE WORLD COUNCIL OF EARLY CHILDHOOD EDUCATION
Sometime in 1949 it was proposed to form a provisional National Committee for childhood Education to cooperate with the Interim Commission of the World Council of Early Childhood Education consisting of seven members---representing Educational Sub-Commission of the Indian National Commission (UNESCO), the Central Advisory Board of Education and the United Nations, Children's Relief Committee, the All India Children's Association (Balkan-ji-Bari) and the Indian Council of Child Education. The proposal was, however, postponed as a measure of economy as apart from the annual fee of (pound)100 which would have to be paid to the World Council for affiliation, the scheme might leave involved at the time other expenditure as well.

In view of the great importance of early childhood education in the country and the fact that very little has hitherto been done in India in this field, the question of formation of the proposed Committee has been revived. It is essential to establish contracts with modem developments in the field of early Childhood Education in foreign countries and at-least give a stimulus to voluntary efforts in the field. The responsibility for establishing a National Committee for affiliation with such an International Organisation which has consultative status with the United Nations Organisations naturally devolves upon this Ministry. It is proposed that this Committee should be set up as an ad hoc Committee of the Central Advisory Board of education, consisting of representatives from the organisations mentioned above two members of the Board and two nominees of the President of the Board. The Board are accordingly requested to approve the appointment of this ad hoc Committee as proposed for affiliation to the World's Council of Early Childhood Education.
