APPENDIX P- TRAINING OF SOCIAL EDUCATION TEACHERS
1. The Adult Education Committee, appointed by the Central Advisory Board of Education in 1940, recommended that a " nucleus of specially trained teachers should be appointed who will not only teach but will also assist in selecting, training and supervising other teachers". This recommendation was endorsed by the Board in their Report on Post-War Educational Development and they stressed the need of a special and exacting technique. Since then the need for properly trained personnel for Social Education has been reiterated several times by all the different bodies who considered the matter. The Committee on Adult (Social) Education. appointed by the Central Advisory Board of Education in 1948 urged that Social Education workers should be specially trained. The Conference of Education Ministers in their meeting on February 19/20th, 1949 also recommended that " existing Normal Schools and Training Colleges should include in their courses various methods of training of adults" Again, the Provincial Officers-in charge of Social Education in their meeting held in New Delhi on 26th July, 1949 " considered that it was necessary that Social Education workers, tea-

chers or volunteers should be trained in the work they were required to do. For this purpose it would be necessary for the provinces to organize their training in 3 ways
(i) Teaching of adults should form a compulsory part of the curriculum in all Teacher Training Colleges or Normal Schools.
(ii) Short term refresher courses in Social Education should be organized to train volunteers and,teachers participating in Social Education field work.
(iii) Mobile units for training such workers should be sent to places where such Social Education Centres are located in numbers ".
2. The working of the social education schemes in the States has also shown that trained teachers are essential if there is to be any effective work in the field. The Central Advisory Board of Education is, therefore, requested to advise on the following matters pertaining to the training of teachers :
(1) The nature and length of training necessary for Social Education workers drawn from among the following categories :
(a) Primary School teachers
(b) Secondary School teachers
(c) Volunteers
(2) Whether Social Education workers should work part time or whole time, and what, if any, should be the difference in the training of these two categories of workers;
(3) Whether training in Social Education should be included as a compulsory part of the training courses for school teachers of all grades ; and
(4) Whether instead of or in addition to (3) above there should be at least one separate institution in each State for the training of Social Education teachers and organisers.
