APPENDIX R- REORIENTATION OF THE TRADITIONAL INDIGENOUS INSTITUTIONS SUCH AS PATHSHALAS (MEMO BY SAURASHTRA GOVT.)
Today our traditional indigenous institutions such as "Pathashalas" are indeed in a sorry plight. From the Ancient Times, through the Middle Ages, the torch of Sanskrit learning has been kept burning by these Shastris and Pandits who have imparted learning by oral transmission from sire to son, or from Guru to Shishya, i.e. from the master to the disciple.
In the same manner, from the time of the Muslim rule Arabic and Persian scholarship has been kept alive in similar medieval institutions by the Maulvis.
Today such institutions as the `Pathashalas' have fallen on evil days. In the modern set-up of education they could not easily fit in; most of the European educationists could hardly gauge their great tradition, power and influence. For want of encouragement, these Pathashalas began to lose their significance and value.
Now, again, times are altered. The Independent Indian Republic naturally wishes to revive and encourage all forms and institutions capable of preserving indigenous art, culture, science etc. Our Pathashalas, with their rich inheritance, deserve every encouragement both from the Government and the People.
Now, that the emphasis is changed from English to the Federal Language, it is very easy to appreciate all that is best in these indigenous institutions.
In fact the Shastris, the Pandits and Maulvis can, now, easily impart knowledge through either the national or the regional language. The handicap of the English expression is gone for good. Thus it is for the Central Advisory Board of Education to consider ways and means to reviving, enriching and encouraging in all possible manner, these age-old institutions of ancient Indian Culture-
It is suggested that a model syllabus should be framed for these Pathashalas etc. with the highest possible agreement secured after a close study of the syllabuses of the Banaras Sanskrit Association, Bengal Sanskrit Association of Calcutta,, of the Bharatiya Vidya Bhavan, Andheri and of the Veda Sharstrottejak Sabha, Poona and the like.

The Saurashtra Government is actively considering the syllabus (Annexure) as generally agreed to here (Saurashtra). The Certificates, Diplomas, and the Degrees may be recognised by the Central and State Governments on a par with similar ones.
Proposed courses, to be read in the Pathashalas as contemplated by the Saurashtra Government. These extend over the period of about 10 years beginning from the age of about 12 years to 22 years; The admission can be given to student who has passed the VII form as laid by the Education Department, Saurashtra Government.
