APPENDIX A (c)- TECHNICAL EDUCATION
The progress made in the field of Technical Education since the last meeting of the Central Advisory Board of Education is as follows:-
The fourth meeting of the All India Council for Technical Education was held at Calcutta on the 28th April 1949. Amongst other matters, the Council recommended the creation of a Central Board for the purpose of conducting examinations and awarding certificates in various technological trades on the lines of examinations conducted by the City and

Guilds Institute, London. The Council further recommended that the Government of India in the Ministry of Labour should take necessary action in the matter.
The Council considered the proposal for the provision of courses in Industrial Engineering in Higher Technical Institutions and decided to refer the matter to the Joint Committee of the All India Board of Technical Studies set up by the Council at its meeting held in April 1948.
The Council also considered a suggestion for the establishment of a National Technical University to which may be affiliated the proposed Higher Technical Institutions and such other special institutions as the Indian School of Mines, the Indian Institute of Science, Bangalore etc. It was decided that the views of the University Education Commission be awaited.
The scheme for the strengthening of the existing Engineering and Technological Institutions was approved by the Priorities Committee early in 1949 and proposals in respect of grants for the year 1948-49 and onwards were subsequently referred to the Standing Finance Committee and approved by that Committee at its meeting held on 12th March 1949. Grants and loans for 1948-49 were sanctioned for the nine institutions which had received them during 1947-48. These institutions were also informed of the total grants recurring and non- recurring. and interest free-loan for the construction of hostels which the Government of India propose to give to them for the implementation of their development plans.
The institutions have been asked to reserve 30 per cent. seats
for students from other Provinces and States, when making admission for session 1949-50.
The Government of West Bengal have agreed to make over free of cost a site measuring about 1,200 acres of land at Hijli with one big building and eight bungalows thereon for the location of the Eastern Higher Technical Institution. Preliminary estimates for the renovation of these buildings have been sanctioned and the work is in progress. The plans for the new buildings have also been made.
The Federal Public Service Commission having expressed their inability to recommend any candidate for the posts of Heads of Departments for the Eastern Higher Technical Institution, a Selection Committee was constituted in September 1949 to interview suitable candidates in U.K. and the continent. It is expected that the selected candidates will join their duties by February 1950.
A considerable amount of equipment has been obtained from the German reparation stock and from the surplus stores with the Director General of Disposals.
It is proposed to set up a Board of Governors for a period of five years in the first instance.
The Western Higher Technical Institution is proposed to be located at North Kurla Camp site, Bombay. The Ministry of Defence have agreed to release the site in question towards the end of the current year. The Government of Bombay have been requested to offer the site free of cost.
General :
(a) Regional Committees.-As a first step towards the establishment of the Regional Committees of the Council, two Regional Officers have been appointed.

(b) Joint Committee, of the All India Council for Technical Education and Inter-University Board.-With a view to ensuring uniform standards of technical education in the country, a Joint Committee of the Inter-University Board and the All India Council for Technical Education has been set up.
The Committee is expected to review the position of Technical Education in the universities and to draw general principles to be observed in regard to courses in Engineering and Technological subjects at the universities. The Committee held its first meeting at Madras on 8th November 1949 and expects to submit its report in January 1950.
(c) Examinations.-The following examinations were conducted during-the year 1949 :-
(1) All India Diploma Examination in Engineering (Electrical).
(2) All India. Diploma Examination in Chemical Technology.
(3) All India Diploma Examination in Commerce.
(4) All India Certificate Examination in Engineering (Electrical).
(5) All India Certificate Examination in Commerce.
(6) All India Intermediate Examination in Architecture.
The Standing Finance Committee, at its meeting held on the 14th May 1949 considered the Development Plan of the Polytechnic and remitted it back to the Ministry of Education as in the opinion of the Committee, the estimated expenditure was on the high side.
The following progress has been reported:-
(i) Establishment of High Voltage Engineering Laboratory.-Dr. Ing. Heral Muller, a German Scientist, has joined the Institute as Head of the Laboratory. Some equipment has already been received and the remaining items of the equipment on order are reported to be ready for shipment by the end of December 1949. The building work is also progressing satisfactorily.
(ii) Four year Development Plan.-The scheme is in the final year of its execution. Due to various reasons, it has not been possible for the Institute to work according to schedule. Neverthless the progress made so far has been satisfactory.
(a) The following staff has been appointed at the Institute during 1948-49.
One Assistant Professor and Research and Laboratory staff for Pharmacology Section.
One Assistant Professor for Food Technology Section.

Prof. K. Sreenivasan has been appointed as Professor and Head of the Department.
Dr. H. A. Havemann, has been appointed as Professor and Head of the Department.
Dr. O. G. Tietjens, has been appointed as Professor and Head of the Department.
(b) As regards the buildings, the following progress has been reported :
(i) Micro and High Vacuum Laboratory buildings and building for Fermentation Technology has been completed.
(ii) Building work in respect of Pharmacology Section and Food Technology of the Department of Biochemistry has been comleted.
(iii) Building work of the Department of Electrical Communication Engineering is progressing.
(iv) Buildings for the Department of Internal Combustion Engineering are nearing completion.
(v) Buildings for the Department of Metallurgy are in progress.
(c) Equipment has been obtained for the various departments
under this scheme.
(iii) Establishment of the Power Engineering Department.-The Council of the Institute have readvertised the posts of Professors of Hydraulic Engineering and Mechanical Engineering and have set up the necessary selection committees for recruitment to these posts.
Orders for equipment for about Rs. 35 lakhs have been placed and the equipment is expected to be received shortly.
Due to rise in prices, the estimates concerning this scheme have gone up. The question of additional grant from the Government of India is under consideration.
(iv) The four year Development plan to which a reference has been made in (ii) above envisaged strengthening of various departments of the Institute. Proposals have now been received for expanding further the activities of the following departments, so as to provide for-
(i) research in Gas Turbine, and
(ii) facilities for advanced instruction and research in Aeronautical Engineering and the Aircraft Industry and in Electrical Communication Engineering
(A) Department of Internal Combustion Engineering.
(B) Department of Aeronautical Engineering, and
(C) Department of Electrical Communication Engineering.
The proposals are under examination in the Ministry and decisions. are expected to be reached very soon.

(i) In view of the fact that the All India Diplomas and University Degrees are expected to be approximately of equivalent standards, the syllabuses should, as far as possible be in accordance with the standards to be suggested by a Joint Committee of the Inter- University Board and the All India Council for Technical Education. It is not contemplated however to encroach on the autonomy of the Universities.
(ii) (a) The non-University Institutions shall include in the Selection Committees appointed for the purpose of recruitment of staff, independent experts from the panels submitted by the Institution and approved by the All-India Council for Technical Education.
(b) In the case of colleges or departments under the administrative control of Universities, the appointment of staff shall be made by Selection Committee constituted in accordance with the Universities' Acts and rules, or if the appointment of selection committees is not specifically provided for in the University Act, the rules shall be framed with the approval of the Inter-University Board. In every case, the All-India Council for Technical Education shall be acquainted with the rules and regulations for the selection and appointment of the staff.
(iii) For the non-University Institutions, equipment for laboratories of various types and workshops shall be generally as prescribed by the All India Council for Technical Education.
(iv) (a) A Visiting Committee or an Inspector appointed by the All India Council for Technical Education shall periodically visit the non-University Institutions receiving grants and report to the Council and the Provincial Government concerned whether the grants given by the Government are being properly utilised and also whether proper standards of teaching and examination are being maintained.
(b) In the case of University Department of Institutions administered directly by Universities, the University concerned shall appoint a Visiting Committee in accordance with its own rules. Where such rules do not exist already, the University will be required to frame them in consultation with the University Grants Committee. Such Visiting Committee shall inspect the institutions annually and report to the Universities whether the Government grants were being properly utilised in accordance with the conditions laid down. The Universities shall forward copies of all such reports to the All India Council for Technical Education.
(v) Where Degree Course as well as Diploma course of definitely lower standard than the Degree in the same subject are being taught, the capital and recurring grant shall be utilised for the promotion of higher Technical Education only.
(vi) Recipients of recurring grant shall bring the salary scale of teaching staff and their qualifications to the level approved by the Central Government in consultation with the Provicial Government and/or Universities concerned, within three years from the date from which the first recurring grant is made.
(vii) In the case of non-University institutions, the appointing of Professors or Heads of Departments to permanent vacancies that may occur, shall be made within a period of six months and in accordance

with the conditions laid down in (i) (a) above. The placing of the present incumbents on Professorial status or status of Heads of the Departments for which grants are being made by the Government shall also be subject to the approval of the Council.
(viii) The Central Government shall determine in consultation with The Provincial Governments and institutions the quota for each Province for purposes of admissions to the institutions concerned.
(ix) Capitation fees shall not be charged in respect of students admitted under the quota system fixed by the Central Government.
(x) (a) The Central Government shall have at least two seats for its nominees on the Managing Committee or the Governing Body of non- University institutions and the All-India Council for Technical Education shall also have two seats thereon. The Principal or the Head of the Institutions shall be an ex-officio member of the Managing Committee or the Governing Body.
In all institutions there shall be constituted a College Council on which will be represented the Principal and all Heads of Departments. All academic matters pertaining to the College will be considered by this Council, and the proceedings of the Council shall be submitted to the Managing Committee or the Governing Body as the case may be. The Council shall meet at least twice a year.
(b) In case of University institutions where there is an Advisory Committee the All-India Council for Technical Education and the Central Government will be represented on it. Where there are no Advisory Committees, the All-India Council for Technical Education shall have the right to appoint an ad hoc Visiting Committee for the purpose of reporting how the grants given to the institutions were being utilised.
(xi) The institutions should exercise the utmost economy in their working, as also in respect of expenditure from the grants for buildings and equipment.
(xii) Such of the equipment as is available in Government surplus stores shall be obtained from that source, and no orders for supply of equipment shall be placed elsewhere without first obtaining a
certificate from the Director General of Disposals to the effect that he is unable to arrange supply of the articles in question.
(xiii) All expenditure to be met out of the grants shall be sanctioned by the Governing Body of the Institute or other duly constituted body which ordinarily sanctions such expenditure or by the officers of the institution within the limits of specific authority delegated to them.
(xiv) Grant under a particular head shall not be utilised for a purpose other than that for which it is intended except with the previous approval of the Government of India.
(xv) A copy of the yearly statement of accounts of the institution duly audited and showing the amounts spent for the purposes for which grants are made shall be furnished to the Government of India.
(xvi) Where a grant has been given by the Central Government under specific conditions accepted by a University or an institution, the Universities or institutions concerned shall, if it does not comply with those conditions, be liable to refund the grant already received, in such manner as may be required by the Central Government and further grants shall be stopped.
