APPENDIX A (d)- REPORT ON THE PROGRESS MADE WITH THE MODIFIED OVERSEAS SCHOLARSHIPS SCHEME 1949-50
The Report of the Overseas Scholarships Committee commonly known as 'Roy Committee Report', was submitted to the Central Advisory Board of Education at their 15th meeting held in January, 1949. The action taken by the Government of India thereon is reported in the succeeding paragraphs.
2. The Government decided to implement the modified Overseas Scholarships Scheme based on the recommendation of the Roy Committee Report for a period of three years in the first instance. The main objective of sending students abroad for training under the new Scheme is to provide training in subjects facilities for which are not available in India with a view to improving the standard of
instruction and research in the country itself, so that it may progressively become unnecessary to send students for foreign training. Under this scheme the following categories of persons will be sent abroad for training :
(a) Scientists and Technicians with established reputation in their own fields for a period of six months to keep abreast of latest developments and to visit laboratories and industrial concerns;
(b) younger teacher from. Universities and other educational institutions who need further advanced training for various periods with a view to improving their standard of institution where they are already working;
(C) comparatively younger men who require longer period of study and training abroad to make them specialists in subjects in the further specialization for which facilities do not exist in the country.
3. The requirements for overseas scholarships under the Scheme were called for from the Ministries of the Government of India, all the Central Institutes and Public Utility Concerns, from the Provincial Governments and Educational Institutions and Public Utility Concerns under them. The Government of India constituted an Advisory Board to examine the returns from the sponsoring authorities and to allocate scholarships. The Board consisted of the following members :-
1. Dr. Tara Chand, Secretary, Ministry of Education (Chairman).
2. Shri G. V. Bewoor, Managing Director, Air India Ltd.
3. Shri Brij Narayan, Joint Secretary, Ministry of Finance.
4. Dr. K. S. Krishnan, Director, National Physical Laboratory.
5. Dr. C. R. Reddy, then Vice-Chancellor of Andhra University.
6. Shri B. Shivarao, M.C.A.
7. Dr. S. Siddiqui, Director, National Chemical Laboratories, and
8. Shri G. K. Chandiramani, Deputy Educational Advisor.
Mrs. P. Johari, then Deputy Educational Adviser, acted as Secretary of the Board. The Board met on 11th, 12th & 25th August, 1949, and carefully examined the requirements received from each sponsoring

authority and submitted their recommendations to Government. The Cabinet then appointed a Selection Board consisting of the following
1. One member of the F.P.S.C.;
2. One representative of the Education Ministry
3. One representative of the Ministry concerned to be nominated by the Prime Minister.
The Brochure and all necessary preliminaries in connection with
the selection work have been completed, but due to financial stringency further implementation of the scheme has been slowed down.
