APPENDIX A (e)- SCHEDULED CASTES AND OTHER BACKWARD CLASSES SCHOLARSHIPS SCHEME

The Government of India approved in 1943 a grant of Rs. 3 lakhs a year for a period of 5 years with effect from 1944-45 for scholarships to students belonging to the Scheduled Castes in British India pursuing courses of study in scientific and technological subject beyond the Matriculation stage. The statement of the number of scholarships and expenditure year-wise is given at Appendix I.

For the year 1948-49 in addition to the usual grant for Scheduled Castes, a further grant of Rs. 50,000 as an experimental measure was sanctioned for scholarships to students belonging to the Aboriginal and Hill Tribes on lines similar to those of the Scheduled Castes Scholarships Scheme.

In the year 1949-50, the Government of India approved a revised Scheme for scholarships to include students of Scheduled Castes, Aboriginal & Hill Tribes and Other Backward Classes. A sum of Rs. 10 lakhs was sanctioned for the Scheme, of which Rs. 6 lakhs were set apart for scholarships to Scheduled Caste students and Rs. 4 lakhs for those belonging to the Aboriginal and Hill Tribes and Other Backward Classes, with provision to transfer funds from one head to the other, if necessary. Candidates belonging to Indian States and States Unions were eligible for scholarships under this revised Scheme.

2. For administering the Scheme, Government of India appointed a Scheduled Castes & Other Backward Classes Scholarships Board, consisting of the following personnel :-

3. The scholarships are tenable in India and have been awarded on merit to students pursuing studies in the following courses mentioned in order of preference :-

(i) Medicine and Allied Subjects including Nursing.

(ii) Engineering and Architecture.

(iii) Agriculture, including Forestry and Veterinary Science.

(iv) Technology.

(v) Science.

(vi) Education and Social Service.

(vii) Commerce.

(viii) Law.

(ix) Arts, Social Science, Fine Arts and Library

Science.

The value of scholarships varies from Rs. 360 to Rs. 760 per annum, depending upon the subject of study. Fees are paid in addition. The amount of any financial assistance to a student already received either from local Government or private source is deducted from the scholarship. The payment of the scholarship is made in two half-yearly instalments subject to receipt of satisfactory progress from the institution.

4. About 6,000 applications were received for the award of fresh scholarships during 1949-50. The Board selected 1,178 candidates for scholarships as under :-

Scheduled Castes-647.

Aboriginal & Hill Tribes-148.

Other Backward Classes-383.

In addition to these, the scholarships of 318 old scholars were renewed and a few more are likely to be renewed when the requisite information is received from the scholars concerned. Four statements showing the Provincial and subjects-wise distribution of the scholarships are given in Appendix II-V.

5. It is proposed to continue this Scheme for a further period of 5 years with effect from 1950-51, with progressive rise. in the grant for two years following the next year where it could be stabilized. The budget provisions proposed for 1950-51 and subsequent years are as under

6. It is necessary to continue the Scheme over a number of years in order to enable the Scheduled Caste and Other Backward Classes to take a full share in the life of the community. The Government of India Scheme covers only post-Matriculation Education since the Government of various administrative units are concentrating their attention on Primary and Secondary Education. Information collected in this behalf shows that the Provincial Governments spend in all about Rs. 15 lakhs for higher education and about Rs. 1 crore for Primary and Secondary Education of Backward Classes. (Copy of statement enclosed for information (Appendix VI).

It may also be stated for information that this scheme works in complete co-ordination with Schemes of the various administrative units for a similar purpose.
