(a) This Committee of the Central Advisory Board of Education notes with regret that the progress in the construction of school houses is very unsatisfactory and considers it necessary that inspite of the many difficulties the work should be taken in hand urgently. (c) This Committee is of opinion that the Central Advisory Board of Education should examine the actual working of correlation between crafts and academic subjects at the different stages of Junior and Senior Basic Schools in the different Provinces and collate the experience gained and publish it for the guidance of teachers and other workers in the field.

(d) This Committee recommends that the Central Advisory Board of Education should carefully study the experience gained by Bihar and Orissa where the income obtained from craft work by the pupils of the Basic Schools has been sufficient to meet a part of the school expenditure and the Board should advise all Provincial Education Departments to explore this remunerative aspect of the Basic Education Scheme with due regard to the educational interest of the pupils.
(e) This Committee recommends that in order to make, work in the field of Basic Education effective and progressive and to make its full impact felt on the life of the community,other Provinces should establish at least one suitable centre consisting of the following institutions which will work in close relationship with one another:-
(i) 1 Post-Graduate Basic Training Centre (if possible).
(ii) 1 Basic Training College.
(iii) 1 and more practising Basic Schools.
(iv) 1 post-Basic School.
(v) 1 Social Education Centre.
These institutions should, as far as possible, be residential and provided with adequate land and workshops for the students to practice their crafts. The students should be encouraged to live community life and take all active part in the social reconstruction of the villages round about the centre. The Education Department, if necessary,should take help of other Government Departments to run these institutions successfully
