APPENDIX F- VIEWS OF THE INTER-UNIVERSITY BOARD IN REGARD TO THE VARIOUS MATTERS REFERRED TO THEM

In August, 1948, the following recommendation of the Committee on Medium of Instruction which met in May, 1948, was referred to the Board for their views:-

"The Central Government should examine in all its bearings the question of extra territorial jurisdiction of the various Universities in order to help in the solution of the language problem of linguistic minorities within a Province or State ".

The Inter-University Board have now replied that this question would be first referred to the Standing Committee of the Board.

The recommendations of the Central Advisory Board of Education made at their last meeting held in January 1949 were referred to the Inter-University Board and their comments so far received are given below:-

(a) Date of receipt of the views of the Inter-University Board.- It was recommended that the Inter-University Board may send their views regarding matters referred to them by the Central Advisory Board

of Education through the Educational Adviser to the Government of India so that they may be considered by the Board without delay.

To this the Inter-University Board have now replied that the Board's meeting is usually held towards the end of December and every endeavour is made to communicate the resolutions of the Board to the appropriate bodies soon after the meeting. If the meeting of the Central Advisory Board of Education is held early in January, it may be difficult to send the Views of the Inter-University Board in time to be placed before the Central Advisory Board.

(b) Exchange of University Teachers.-The question of exchange of University teachers was placed before the Central Advisory Board at their last meeting and the Board recommended that the matter should first be considered by the Inter-University Board.

The Inter-University Board have replied that the matter had been before them for several years. It was first discussed in 1945. Steps were taken to make a list of all University Teachers who were willing to go as visiting teachers to other Universities but owing to practical difficulties this system could not be implemented. The matter was again discussed by the Standing Committee of the Inter- University Board in October, 1949 and the following resolution was passed:-

"The Standing Committee having perused the replies from the different Universities is of opinion that it is not feasible to make any suitable arrangements for exchange of University teachers in the different Universities in India. The Standing Committee would suggest that the Universities should have visiting Pro- fessors who would visit the Universities for periods ranging from one term to one academic year, and they should be considered as supernumerary to the existing staff. It would be for each individual University to choose the particular subject and the Professor concerned who would be invited to be a Visiting Professor".
